The City Council met in a Work Session
at 4:30 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope , Alabama 36532,
on Monday, 11 January 2021.
Present were Council President Jack Burrell , Councilmembers: Jimmy Conyers ,
Robert Brown, and Kevin Boone (via teleconference), Mayor Sherry Sullivan, City
Attorney Marcus E. McDowell, and City Clerk Lisa A. Hanks. Councilmember Corey
Martin was absent.
Councilmember Brown called the meeting to order at 4:37 p.m.
The following topics were discussed:
• The first item on the Agenda was the Discussion of Updated Working Waterfront
Information presented by Public Works Director Richard Johnson and Scott
Hutchinson with GMC . Mayor Sullivan stated she received comments, but these
need refining. Mr. Hutchinson gave a recap on the meeting summary of the Project
Steering Committee (See attached). He said the main changes were to have no beach
or bluff work . Council President Burrell questioned dockage space for a ferry ; and
said Mobil is getting close and a ferry landing should be on visionary list. Mr.
Johnson stated we need everyone's input for "Team" to know bow to proceed. Three
out of the five Councilmembers want a ferry terminal.
• The next item on the agenda was the Discussion of Proposed Gas Service Fees
presented by Gas Superintendent Terry Holman. He said the Sewer and Electric
Departments have a service fee , but the Gas Department does not. He went over the
proposed charges to cover expenses. Mayor Sullivan said she spoke to Jackson
Thornton regarding the proposed fees before bringing to the City Council. (Please see
attached agreed upon fees).
• Council President Burrell gave an update from the Airport Authority who is
requesting backing from the City for a loan .
• Chief Stephanie Hollinghead addressed the City Council and said the message board
• Public Works Director Richard Johnson addressed the City Council regarding the
testing company who will be coming tomorrow to take the last sample which will be
14 to 20 feet deep. He mentioned the Church Street to Oak Street project.
• Gas Superintendent Terry Holman addressed the City Council and gave an update on
the service replac ement.
• Finance Director Jill Cabaniss addressed the City Council and said she was available
to discuss the budget and to answer questions.

• Planning and Zoning Manager Hunter Simmons addressed the City Counci l and said
that Baldwin County has a new Planning District 19 around Lakewood. He
mentioned a mono pole that was placed on an unzoned property in Baldwin County.
Mayor Sullivan commented Mr. Simmons has a one page summary that addresses
this.
• Electric Superintendent Michael Allision addressed the City Council and said the
large substation (transformer) project begins tomorrow .
• Water and Sewer Superintendent Jason Langley addressed the City Council and
commented his crew has done a great job with what he has.
• Building Director Erik Cortinas addressed the City Council regarding Citizen Serve
and said it is online. He commented on the 190 foot cell tower near Holl owbrook;
and said it is unzoned property with no land use restrictions. Counci l President
Burrell told the City Council that numerous small cell towers are going to be
requested in the near future. He said we need to watch carefully at these. Mayor
Sullivan wants staff to go out and explain zoning for zoned and unzoned areas.
• Recreation Director Pat White addressed the City Council and gave an update on the
outdoor basketball court at the Rotary Youth Club. He congratulated the City 's
Tennis Pro Tomas Catar who was named Alabama Tennis Professional of the Year
from the Professional Tennis Registry. Mr. White gave an update on the press box at
Founders Park and Quail Creek Pro Shop.
There being no further business to come before the City Council, the meeting
was duly adjourned at 5:30 p.m.
