HomeMy WebLinkAbout07-13-2026 City Council Work Session MinutesSTATE OF ALABAMA ) COUNTY OF BALDWIN ) The City Council met in a Work Session at 4:30 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 13 July 2026. Present were Council President Jimmy Conyers, Councilmembers: Jack Burrell, Joshua Gammon (arrived at 4:40 p.m.), Jay Robinson, and Andrea Booth, Mayor Sherry Sullivan, City Attorney Marcus E. McDowell, and City Clerk Lisa A. Hanks. Council President Conyers called the meeting to order at 4:00 p.m. The following topics were discussed: The first item on the Agenda was the Purple Heart Salute Update by the Purple Heart Committee. Phil Quigley, Vice President of Marketing for the Mobile Bay Area Veterans Commission, addressed the City Council regarding a Salute to our Nation's Purple Heart recipients with a recognition ceremony planned for Friday, August 7, at the Daphne Civic Center, and asked for the City's promotional support. (See attached handout) The Presentation by the 2026 Baldwin County Utility Interns (3) was next on the Agenda. Personnel Director Hannah Noonan addressed the City Council and explained that one of the goals for the Interns is to give their intern experience at a City Council Meeting. She introduced Alex Hileman, Isabell Conner, and Ben Fandrich. Alex Hileman from Baldwin Preparatory Academy addressed the City Council and said he worked in the Fleet Maintenance Department. Mr. Hileman said he loves working in this department; and has worked with both diesel and small engines. He said it is fun and it is fun to learn. Isabell Conner from Robertsdale High School addressed the City Council and said she worked in the Wastewater Department at the Wastewater Treatment Plant. Ms. Conner said she has been working in the maintenance field; especially the clarifiers and the labs. She is learning a new trade. Ben Fandrich from Fairhope High School addressed the City Council and said he worked in the Electric Department. Mr. Fandrich said this was a great opportunity for him; and a hands on experience working with poles, meter checks, climbing poles, etc. He said it was fun and was honored to be here. Mr. Fandrich said it was also an honor to work with Ben Patterson our Electric Superintendent. • Utility Superintendent Noel Berry addressed regarding the Discussion of the property dedication for 181 Lift Station and Force Main Project. He said Option I is the preferred location. Mayor Sullivan explained all of the Options and the Recreation Master Plan for the property. Councilmember Burrell suggested moving Option I to the corner of the property. The consensus of the City Council was to proceed with the option sited toward the southwest corner of the City -owned park property. Monday, 13 July 2026 Page -2- • Councilmember Burrell said there were no Committee updates, but commented the Airport Authority meets tomorrow. • Councilmember Gammon said there were no Committee updates, but asked for an explanation on franchise agreements. • Councilmember Robinson gave an update on the Recreation Board; and said they were trying to get all fee agreements up-to-date. He briefly gave an explanation on Franchise Agreements and third -party instructor franchise policies. • Councilmember Booth gave an update on the Pedestrian and Bicycle Committee regarding sidewalk conditions. • Council President Conyers gave an update on the Parking Authority and said they have completed the Parking Study, and it will be on the next Work Session. • IT Director Jeff Montgomery addressed the City Council regarding Agenda Item No. 24; and answered any questions if needed. He provided an update on the Proxmox Server Virtualization Migration which will take three years to complete. • Water and Wastewater Superintendent Daryl Morefield addressed the City Council regarding Agenda Items No. 17, No. 18, and No. 19; and answered any questions if needed. • Public Works Director John Thomas addressed the City Council regarding Agenda Items No. 20, No. 21, and No. 22; and answered any questions if needed. • Fire Chief Chris Ellis addressed the City Council regarding Agenda Item No. 23; and answered any questions if needed. • Building Official Erik Cortinas addressed the City Council regarding Agenda Item No. 13; and answered any questions if needed. He also discussed briefly a dangerous building located at 371 Young Street (Fairhope Church of Christ); and said our attorney is sending out the notices to the property owners. He stated that there are issues with who owns the building. Mr. Cortinas said there is caution tape around the building. Councilmember Burrell asked if we pay for the demolition and then put a lien on property. Chris William, Attorney with Hand Arendall, said there is a Lis Pendens on the property; and now there will be a lien. Mr. Cortinas said the pastor agrees that it needs to come down. He said there may be a need to call a Special Meeting to get permission to move forward. • Police Chief Stephanie Hollinghead addressed the City Council regarding Agenda Items No. 25, No. 26, and No. 27; and answered any questions if needed. P Utility Engineer Noel Berry and Planning Director Hunter Simmons addressed the City Council regarding Agenda Item No. 16; and answered any questions if needed.
