The City Council, City of Fairhope, met in regular session at
6:00 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532, on
Tuesday, 26 May 2026.
Present were Council President Jimmy Conyers, Councilmembers: Jack
Burrell, Joshua Gammon, Jay Robinson, and Andrea Booth, Mayor Sherry Sullivan,
City Attorney Marcus E. McDowell, and City Clerk Lisa A. Hanks.
The City Council took a 10 minute break before the City Council meeting.
There being a quorum present, Council President Conyers called the meeting
to order at 6:15 p.m. The invocation was given by Mayor Roy Dobbs, former
Alabama League of Municipalities’ President, and member of Fairhope Avenue
Baptist Church; and the Pledge of Allegiance was recited. Councilmember Burrell
moved to approve minutes of the May 11, 2026, regular meeting; and minutes of the
May 11, 2026, work session. Seconded by Councilmember Robinson, motion passed
unanimously by voice vote.
Mayor Sullivan addressed the City Council and said last week was Public
Works Week and we celebrated with a cookout for all employees. She thanked the
employees for what they do for the City.
Chief Stephanie Hollinghead addressed the City Council and recognized the
following Officers with their promotions:
Damian Rehorn promoted to Lieutenant
Logan Duplechain promoted to Sergeant
Dalton Bellamy promoted to Corporal
Joseph “Joey” Seay promoted to Corporal
Chief Hollinghead recognized family of these officers; and thanked the City Council
and Mayor for their support and allowing her the opportunity to do these promotions.
Councilmembers Burrell and Gammon did not have any Committees prior to
the meeting.
Councilmember Robinson gave an update on the Recreation Board and said
their will be a Franchise Agreement on the next City Council Agenda.
Councilmember Booth announced the Movie Mondays at the Library and the
Children Reading Program. She mentioned going to the American Legion on
Memorial Day with Mayor Sullivan and her father Joe Faust.

Council President Conyers commented on Memorial Day and recognized all
veterans who served or are serving our Country.
Planning Director Hunter Simmons addressed the City Council to explain the
Site Plan Review of property owned by FST Encounter Development, LLC for Site
Plan Approval of Foosackly's Fairhope on property zoned B-2 General Business
District. The property is located on the east side of State Highway 181, north of State
Highway 104, Fairhope, Alabama; and is 1.52+ acres.
Councilmember Burrell moved to approve the Site Plan property owned by
FST Encounter Development, LLC listed above. Seconded by Councilmember
Robinson, motion passed unanimously by voice vote.
Councilmember Burrell introduced in writing, and moved for the adoption of
the following resolution, a resolution that the City of Fairhope approves the award of
the Request for Quotes for Labor and Materials for the Fairhope Civic Center Drop
Ceiling Replacement Project to RE Johnson General Contractors, LLC, for a not-to-
exceed project cost of $66,124.50; and authorizes the Treasurer to transfer $6,124.50
from the Civic Center painting and drywall repairs project. This Public Works project
will be less than $100,000.00, and therefore does not need to be formally bid out .
Seconded by Councilmember Booth, motion passed unanimously by voice vote.
RESOLUTION NO. 5829-26
BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE,
ALABAMA, as follows:
[1] That the City of Fairhope approves the award of the Request for Quotes for Labor and
Materials for the Fairhope Civic Center Drop Ceiling Replacement Project to RE Johnson
General Contractors, LLC, for a not-to-exceed project cost of $66,124.50. This Public Works
project will be less than $100,000.00, and therefore does not need to be formally bid out.

Councilmember Gammon introduced in writing, and moved for the adoption
of the following resolution, a resolution that the City of Fairhope approves the award
of the Request for Quotes for Delivery, Set-Up, and Service for an accessible portable
restroom trailer for the Nix Center to Baldwin Portable Toilets and Septic for a
cost of $11,925.00 plus $250.00 per additional pump outs. The City also approves
50% payment upon delivery; and authorizes the Treasurer to transfer $11,925.00 in
FY26 Budget from Adult Recreation - Capital Improvements to Nix Center
Maintenance. Seconded by Councilmember Booth, motion passed unanimously by
voice vote.
RESOLUTION NO. 5830-26
BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF
FAIRHOPE, ALABAMA, as follows:
[1] That the City of Fairhope approves the award of the Request for Quotes for

[1] That the City of Fairhope did request, receive, and open bids to procure services
for (Bid No. 26-038-2026-COM-001) for Nix Center Restrooms Renovation for the
Engineering and Community Affairs Departments at 555 South Section Street, City of
Fairhope offices, Fairhope, Alabama.
[2] At the appointed time and place, bids were received and tabulated as follows:

Councilmember Booth introduced in writing, and moved for the adoption of
the following resolution, a resolution that Mayor Sherry Sullivan is hereby authorized
to execute Change Order No. 1 for (Bid No. 26-003-2023-PWI-019) Fairhope Pool
Rehabilitation with a not-to-exceed cost of $37,086.00; and to award Change Order
No. 1 to Bienville Construction Services. The new contract total will not-to-exceed

authorizes the Treasurer to transfer $64,679.70 from Capital Improvements to Capital
Purchases & Equipment in the FY26 Budget.

The following individual spoke during Public Participation for Non-Agenda
Items:
1) Rebecca Titford, 553 Marsim Drive, addressed the City Council regarding
Mobile Baykeeper, Inc. vs. Alabama Power Company environmental lawsuit.
She said the federal appeals court has revived the lawsuit challenging Alabama
Power’s plan to close the coal ash point at Barry Steam Plant. Ms. Titford
announced special screenings of “Sallie’s Ashes” in June 2026. A documentary
about three women: Sallie Smith, Diane Thomas, and Savan Wilson who try to
force the plant to move the ash to safer ground.
Councilmember Booth asked Water and Wastewater Superintendent Daryl
Morefield and Public Works Director John Thomas to come forward. Councilmember
Booth asked Mr. Morefield what someone would do if there was colored water
coming though their pipes. Mr. Morefield said they should flush their outside lines
until they clear. He said a main break, water line break, etc. could cause this
discoloration; and they are on-call 24/7.

Councilmember Booth asked Mr. Thomas why the sprinklers are the newly
renovated South Park going everywhere; and said she got wet when walking. Mr.
Thomas explained they are still working on the bugs in the system and trying to find
all of the sprinkler heads.
Councilmember Robinson moved to adjourn the meeting. Seconded by
Councilmember Gammon, motion passed unanimously by voice vote.
There being no further business to come before the City Council, the meeting
was duly adjourned at 6:58 p.m.

The City Council met in a Work Session
at 4:30 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532,
on Tuesday, 26 May 2026.
Present were Council President Jimmy Conyers, Councilmembers: Jack Burrell,
Joshua Gammon, Jay Robinson, and Andrea Booth, Mayor Sherry Sullivan, City
Attorney Marcus E. McDowell, and City Clerk Lisa A. Hanks.
Council President Conyers called the meeting to order at 4:00 p.m.
The following topics were discussed:
• The first item on the Agenda was A Salute to America at OWA by Joe Dean and Robin
Page. Mr. Dean wrote, directed, and produced this show which will be a musical history
tour from 1776 to Afghanistan. He said it will celebrate all six branches of the military
and their families. Mr. Dean invited the Councilmembers and the Mayor to attend a
performance; and asked them to get the word out for this show. He said this is in honor of
all veterans and America 250. Performances will be held on July 2, 2026, July 3, 2026,
and July 4, 2026.
• The Presentation of the New Police Precinct at Quail Creek was next on the Agenda. City
Engineer Richard Johnson addressed the City Council briefly walked them through the
floor plans. He said this will be a steel building with craftsman style elevation. Mr.
Johnson said there is a proposed new road to Windmill Road. It was mentioned that this
project could be funded 100 percent by Impact Fees. The City Council questioned the
completion date and access to the bathrooms. (A copy of the floor plans are on file in the
City Clerk’s office)
• The next Agenda Item was the Discussion of System Development Charges (“SDC’s)
and Territory; and Ordinance about Units per Acre. Mayor Sullivan gave the background
on the System Development Charges; and said Utility Engineer Noel Berry would be
going over some changes on the proposed ordinances. Mr. Berry said these are based on
the size of the water line. Mayor Sullivan commented that “Growth pays for Growth” and
are established to recover cost relating to capital needs for capacity, treatment, and
transmission systems.
Attorney Chris Williams explained the process; and stated, “these are not Impact Fees.”
He said these are System Development Charges for Water and Sewer. Council President
Conyers said this is a big jump, but we are not capturing costs now. Mayor Sullivan
replied that we are doing incremental increases. She said we are trying to do services
most economically. Mayor Sullivan mentioned the “Proposed Sewer Territory Map” and
asked them to look it over. Councilmember Gammon asked about a grace period and the
differences in rates now compared to the ones proposed. Councilmember Burrell thanked
everyone who worked on this.

• Planning Director Hunter Simmons and the Discussion of Zoning Amendments was next
on the Agenda; and he presented “Zoning Ordinance Amendments: Case No. ZC 25.07.”
He mentioned that a public hearing would be held on July 13, 2026 and that there will be
separate ordinances for the amendments. He briefly went over Mixed-Use Development,
Planned Unit Developments (PUDs), and Impervious Surfaces. Mr. Simmons said the
pause on the MOPs will expire on July 17, 2026. Council President Conyers asked if a 30
day extension would be enough. Mr. Williams explained the need for separation of each
item. The consensus of the City Council was to extend the pause on the MOPs for 30
days.
Mr. Simmons briefly explained other Cities impervious surface comparisons; and said
there was no changes in the Zoning Ordinance since August. Planned Unit Developments
were discussed next; and Mr. Simmons said the last meeting we agreed over 10 acres
there should be at least on commercial unit. He explained the reasons this may not work
for all PUDs by trying to put one application for all.
Mayor Sullivan brought up Highway 181 and County Road 13 being more residential.
She said based on the Comprehensive Plan Highway 181 was to be more commercial.
Councilmember Gammon said this is an intense process and may not pass the City
Council. Both Councilmembers Burrell and Gammon agreed if the property is zoned
residential keep it residential not a PUD. Councilmember Robinson commented that a
PUD is a creative way to fit that no other way exists. He asked what benefit County Road
13 would be for a PUD. Mr. Simmons setbacks, trees, greenspace, etc.; and mentioned
Hill Top Subdivision won awards for their creative setbacks and use of low impact
developments.
Councilmember Robinson said a commercial node must have a commercial unit. He said
there is no cookie cutter for all PUDs. Councilmember Robinson said if it fits
“Community Structure” so good but if not, the City Council can say “no.” The consensus
of the City Council was three units per acre; and no commercial at this time.

ORDINANCE NO. ____
BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF
FAIRHOPE, ALABAMA, AS FOLLOWS:
SECTION 1. The City of Fairhope, Alabama, having received an application
from Mary Lee Matzenger for a franchise agreement to Teach Tennis Lessons,
at the following location described: Mike Ford Tennis Center at Stimpson
Park, 600 Morphy Avenue, Fairhope, Alabama and it is to be in the best
interest of the public and the City of Fairhope, Alabama, to grant a franchise to
Mary Lee Matzenger under the terms and conditions of the franchise agreement
attached hereto as “Exhibit A” including the fees that shall be paid to the City
with respect to same.
SECTION 2. Pursuant to the authority granted by Section 11-40-1 and 11-43-62
of the Code of Alabama of 1975, the Mayor of the City of Fairhope, Alabama, is
hereby directed to execute said franchise agreement in the name of the City of
Fairhope, Alabama.
SECTION 3. The sections, paragraphs, sentences, clauses and phrases of this
ordinance are severable, and if any phrase, clause, sentence, paragraph or section
of this ordinance shall be declared unconstitutional by a court of competent
jurisdiction, then such ruling shall not affect any other paragraphs and sections,
since the same would have been enacted by the municipality council without the
incorporation of any such unconstitutional phrase, clause, sentence, paragraph or
section.
SECTION 4. This ordinance shall take effect immediately upon its due adoption
and publication as required by law.

RECOMMENDED ACTION:
That the City Council adopt an Ordinance Amending Ordinance No. 953 and Ordinance
No. 1658; and Repealing and Replacing Ordinance No. 1745; and Amending Chapter

BACKGROUND INFORMATION:
WHEREAS, the City of Fairhope has established system development charges for connection to the
water system of Fairhope Public Utilities; and
WHEREAS, in 2025, the City engaged Jackson Thornton, certified public accountants and
consultants, to analyze the costs for expansion of treatment capacity for the water system of
Fairhope Public Utilities and to make recommendations for an update to the system development
charges based on the cost of expanded infrastructure necessary to address additional capacity
needs; and
WHEREAS, it is necessary for new development users of the water system to share in the cost of
the expansion of treatment capacity to the system; and
WHEREAS, the system development charges provide an incremental cost approach to treatment for
water capacity based upon maximum rated flow and the City Council believes the charges are
necessary to provide for the sustainability of the system and to support the health, safety, and
general welfare of the community; and
WHEREAS, the City Council has accepted the recommendations of Jackson Thornton for the
updated system development charges for new connections to the water system of Fairhope Public
Utilities.

BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE,
ALABAMA, as follows:
ARTICLE III. WATER
Sec. 21-32 CONNECTION FEES AND EXPENSES:
(a) The City of Fairhope has established fees for metered connections to the water system.
The total connection fee is a combination of costs that include a System Development Charge
(SDC) and an Installation Fee (Tap Fee). The SDCs, for each new service, is to recover costs
relating to the capital investment required to provide the source water (groundwater wells),
treatment facilities and ground or elevated storage tanks and capital funding necessary to expand
said facilities. The fee will also provide capital funding for capacity improvement projects where
growth or hydraulic capacity requirements to support needed fire flows are recommended.
1. The owner of the property requesting service shall be responsible for providing Water
connection to the property. The City of Fairhope may connect the property to Water
service at the fees shown in the Connection (Tap) Fees Schedule if Water is immediately
available, may provide a cost estimate of labor, materials, and any repair of concrete or
asphalt to the owner for the work if Water is not currently available, or based upon
capacity or location limitations, may state that Water is unavailable for the property. All
taps into Water mains shall be performed by a vendor approved by the City of Fairhope
Utilities Water/Wastewater Superintendent. All materials required for the connection
shall be approved by the City of Fairhope Utilities Water/Wastewater Superintendent.

2. All work shall be in strict accordance with the current plumbing codes and the latest
version of the City of Fairhope “Standard Specifications for Constructing Sanitary Sewer
Facilities and Water Facilities.” All applicable SDCs and Tap Fees shall be paid prior to
the beginning of construction.
3. The City of Fairhope shall maintain a separate accounting for all collected Water SDCs
and Installation Tap Fees to ensure the Water SDCs and Tap Fees are exclusively
expended on capital infrastructure expansion and capacity improvements to the Water
System.
4. The Water SDCs are established to recover incremental costs for capital needs related to
expansion of capacity, treatment, and transmission infrastructure of the Water System
based upon the demand created by new customers and connections.
(b) The Installation (Tap) Fee, if required, is to recover the material and labor costs of the
City to install the service when an existing service to the residential property is not connected to
the Water System. The SDCs and the Installation (Tap) Fee are one-time fees to provide water
service to a specific location and cannot be transferred to another site. Any water service upgrades
to a location will be determined as the difference between the existing SDCs and the proposed
SDCs. Installation upgrades will be based on the Installation (Tap) Fee schedule for the Meter size
of the requested upgrade, up to a 2” for residential service.
(c) There are hereby established connection fees for new connections to City Water service

1. Irrigation:
Where an existing water customer desires a separate water meter for irrigation, the City of
Fairhope may install a second water meter, using the existing service main at a cost equal to the
Installation Fee stated above, to be used with an automatic sprinkler system. The size of the
Irrigation meter shall be no larger than the existing meter. The Irrigation (water only) service shall
be billed at the same rate of the primary meter of the existing service, or an approved “Irrigation
Rate.” The usage will not be included in the Sewer portion of the bill for the account.

2. Miscellaneous Fees and Charges:
A. Where water main extensions or upgrades are required to serve a customer or a new
development, the cost to provide needed water capacity, including fire protection, will be
the responsibility of the customer or developer.
B. Where a fire protection system requires an unmetered fire main/sprinkler system, the
customer shall be responsible for all costs associated with the unmetered service,
including a service tap on the main, with isolation valve and approved backflow
prevention device at the edge of Right of Way or easement. A fire department connection
shall be included on the discharge side of the backflow prevention device. A fire line
SDC charge will be required for all fire line connections.
C. Where reduced pressure backflow devices are required, the customer shall be responsible
for the installation and maintenance of such devices.
3. Penalty for Violation:
Any person found guilty of violating any provision of this ordinance or of doing any act made
unlawful by this ordinance shall be punished as provided in Section 1-8 of the Code of Ordinances
of the City of Fairhope, Alabama.
SEVERABILITY
The sections, paragraphs, sentences, clauses and phrases of this ordinance are severable, and if
any phrase, clause, sentence, paragraph or section of this ordinance shall be declared
unconstitutional by a court of competent jurisdiction, then such ruling shall not affect any other
paragraphs and sections, since the same would have been enacted by the municipality council
without the incorporation of any such unconstitutional phrase, clause, sentence, paragraph or
section.
EFFECTIVE DATE
This ordinance shall take effect immediately upon its due adoption and publication as required by
law.

Half (1/2) of the tap fee shall be used for operating cost and half (1/2) shall be used for Capital
Replacements and Improvements to the Water System only.
b) The Installation Fee, if required, is to recover the material and labor costs to install the
service when an existing service to the property is not available. The Capacity Asset Fee and the
Installation Fee are one-time fees to provide water service to a specific location and cannot be
transferred to another site. Any water service upgrades to a location will be determined as the

WHEREAS, in 2025, the City engaged Jackson Thornton, certified public accountants and
consultants, to analyze the costs for expansion of treatment capacity for the sanitary sewer
wastewater system of Fairhope Public Utilities and to make recommendations for an update to
the system development charges based on the cost of expanded infrastructure necessary to
address additional capacity needs; and
WHEREAS, it is necessary for new development users of the sanitary sewer wastewater system
to share in the cost of the expansion of treatment capacity to the system; and
WHEREAS, the system development charges provide an incremental cost approach to
treatment for sewer capacity based upon the maximum rated flow and the City Council believes
the charges are necessary to provide for the sustainability of the system and to support the
health, safety, and general welfare of the community; and
WHEREAS, the City Council has accepted the recommendations of Jackson Thornton for the
updated system development charges for new connections to the sanitary sewer wastewater
system of Fairhope Public Utilities and hereby implements these updated charges.
BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE,
ALABAMA, as follows:
ARTICLE IV. SEWERS
Sec. 21-52 CONNECTION REQUIREMENTS AND CONNECTION FEES
(a) The Specifications for connecting to the sanitary sewer wastewater (herein “Sewer”)
system of the City of Fairhope include:
1. All connections shall be made at, or near, the boundary between the private property
being served and the edge of the right of way or easement. The customer is responsible
for all maintenance of the service line from the connection up to and within the
premises being served. All applicable SDCs and Tap Fees shall be paid prior to the
beginning of construction.
2. All service line pipe material shall be minimum SDR 26 PVC. A cleanout shall be
provided at the point of connection.
3. All work shall be in strict accordance with the current plumbing codes and the latest
version of the City of Fairhope “Standard Specifications for Constructing Sanitary
Sewer Facilities and Water Facilities.” This includes the size of the service line material
and the grade it is installed on to meet the flow requirements of the premises.
Confirmation of available slope shall be determined by the customer prior to any work.
4. Grease traps, grit traps and other protective devices shall be installed by the customer,
subject to approval of the City of Fairhope building official or Water/Wastewater
Superintendent. All work must be inspected and approved prior to being backfilled and
covered.

5. In no case shall any collection of rainwater be allowed to enter the Sewer system at any
location on the property being served.
(b) System Development Charge (SDC) and Installation Fee (Tap Fee).
1. The City of Fairhope shall maintain a separate accounting for all collected Sewer SDCs
and Installation Tap Fees to ensure the Sewer SDCs and Tap Fees are exclusively
expended on capital infrastructure expansion and capacity improvements to the Sewer
System.
2. The Sewer SDCs are established to recover incremental costs for capital needs related
to expansion of capacity, treatment, and transmission infrastructure of the Sewer
System based upon the demand created by new customers and connections.

4. Connection Requirements:
The owner of the property requesting service shall be responsible for providing Sewer
connection to the property. The City of Fairhope may connect the property to Sewer
service at the fees shown in the Installation (Tap) Fees Schedule if Sewer is
immediately available, may provide a cost estimate of labor, materials, and any repair
of concrete or asphalt to the owner for the work if Sewer is not currently available, or
based upon capacity or location limitations, may state that Sewer is unavailable for the
property. All taps into Sewer mains shall be performed by a vendor approved by the
City of Fairhope Utilities Water/Wastewater Superintendent.

5. Miscellaneous Fees and Charges:
Where Sewer main extensions are required to serve a customer or a new development,
the cost to provide Sewer capacity, including all subsequent phases of the proposed
project, will be the responsibility of the customer or developer. The City of Fairhope
may elect to upgrade, or upsize, to accommodate future growth potential at no
additional cost to the customer or developer. All proposed developments that require
off site extensions for service shall participate in the cost of the off-site extensions,
including the cost of any upgrades.
6. Penalty for Violation
Any person found guilty of violating any provision of this Ordinance or of doing any
act made unlawful by this Ordinance shall be punished as provided in Section 1-8 of the
Code of Ordinances of the City of Fairhope, Alabama.
SEVERABILITY
The sections, paragraphs, sentences, clauses and phrases of this Ordinance are severable, and if
any phrase, clause, sentence, paragraph or section of this Ordinance shall be declared
unconstitutional by a court of competent jurisdiction, then such ruling shall not affect any other
paragraphs and sections, since the same would have been enacted by the municipality council
without the incorporation of any such unconstitutional phrase, clause, sentence, paragraph or
section.
EFFECTIVE DATE
This ordinance shall take effect immediately upon its due adoption and publication as required
by law.

BACKGROUND INFORMATION:
A service bid was issued on April 17, 2026, posted to the City of Fairhope's website,
posted to the Alabama Builds website, and published in Gulf Coast Media. Three (3)
responsive bids were received at the bid opening on May 14, 2026 at 10:00 a.m.
The City Engineer recommends the award be made to HCL Contracting, LLC. Their low
bid price for the project is Six Hundred Thirty-Eight Thousand Three Hundred Forty-
Three Dollars and Fifty-One Cents ($638,343.51).

BACKGROUND INFORMATION:
The Director of Community Affairs, Paige Crawford, is requesting Contract Amendment
No. 1 for RFQ PS26-021 Design and Production of Fireworks Display for the 4th of July
2026 with Pyro Productions Inc. with an additional not-to-exceed amount of $3,000.00.
This additional amount is to add a custom finale package to celebrate America's 250th
Anniversary.
The work to be performed is to design and produce the fireworks display for the 4th of
July 2026.
The Contract Amendment No. 1 is for an additional not-to-exceed Three Thousand
Dollars ($3,000.00). The new contract total is not-to-exceed Forty-Three Thousand
Dollars ($43,000.00).
This resolution will also approve payment of $1,500.00 (50% of additional cost) upon
execution of contract amendment.
This professional service is exempt from formal bidding per Code of Alabama 1975,
Section 41-16-51 (a)(3) Contracts for which competitive bidding not required, which
states:
“Contracts for securing the services of attorneys, physicians, architects, teachers,
superintendents of construction, artists, appraisers, engineers, consultants, certified

WHEREAS, the City of Fairhope is in the process of completing its “Fourth of July
Fireworks Display” and is desirous to add an America’s 250th Anniversary Finale; and
WHEREAS, the City of Fairhope is desirous to continue its partnership with the Baldwin
Community and Economic Foundation the 501c3 arm of the Baldwin County Economic
Development Alliance, the University of Alabama and Coastal Alabama Community College
to operate an Entrepreneurial Development Center (“Hatch”) in space soon to be located in the
K-1 Center Building; and
WHEREAS, there is funding available for said projects through Community Development
Grants from Energy Southeast, Inc. f/k/a Alabama Municipal Electric Authority (AMEA) with
a total grant amount of $30,000.00; and
WHEREAS, the Energy Southeast grant does not require a match, but does require a letter
requesting the grants with an outline of the purpose and intended community/economic
development project, program and/or initiative.
NOW THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE
CITY OF FAIRHOPE, ALABAMA, that the City of Fairhope authorizes the Mayor to
