Nov, 20th, 2025 161 N Section Street Fairhope, AL 36532 Present were: Members: Jake O’Neil; Stephanie Sandefur; Human Resource Director Hannah Noonan; Human Resources Coordinator Jennifer Failla; Safety Coordinator John Smith; Councilman Jimmy Conyers The meeting was called to order at 7:00 a.m. There was no quorum, therefore, the minutes from the October meeting were not considered for approval. No old business was discussed. Councilman Jimmy Conyers, serving as the City Council liaison, introduced himself to the board members present. Safety Coordinator John Smith presented the safety and risk management report. He reported that there have been 46 incidents year-to-date in 2025 compared to 60 incidents during the same period last year. Workers’ compensation costs year-to-date totaled $144,921.79, significantly lower than the $275,446.68 reported at this time last year. Mr. Smith reviewed several ongoing safety initiatives, including the upcoming leadership and safety certification program scheduled to begin January 21, CPR training for the Parks and Recreation and Gas Departments, and efforts to identify additional CPR instructors across city departments to better serve the city’s approximately 500 employees. Eight employees are currently participating in CDL training through a Bishop State grant and are expected to complete testing the following week. The city currently has 35 AED units in service, with one unit temporarily removed for maintenance. Mr. Smith also discussed the AED monitoring system implemented using state grant funding, manlift training being coordinated by Public Works, implementation of the city’s hard hat policy, and the development of a trenching and excavation policy that has been distributed for departmental feedback. Supervisors are enrolled in substance abuse awareness training to maintain eligibility for drug-free workplace premium credits, and quarterly drug screenings have been completed with no reported issues. Discussion followed regarding CDL-related pay increases and the employee training repayment agreements. Human Resource Director Hannah Noonan provided a Human Resources update focused on the city’s planned compensation classification study. She reported that the City Council has approved moving forward with the study and that seven consultant proposals were received. An evaluation team has been established consisting of the Mayor, the Human Resources Director, the City Clerk, the Board Chairman, and the City Council Liaison. The evaluation criteria and scoring process were reviewed, with December 8 set as the target date for submission of evaluation scores. The Personnel Board’s December meeting is currently scheduled for December 18, though that date may be adjusted due to the holiday schedule. A presentation to City Council is planned for December 18, with consultant selection and contract negotiations anticipated in January. The study is expected to take approximately eight to nine months, with any compensation adjustments likely phased into the following budget cycle to minimize budget impact. Council Liaison Jimmy Conyers thanked the board members and staff for their service and commitment, noting the importance of the compensation study.
