The City Council met in a Work Session
at 3:00 p.m., Fairhope Municipal Complex Council Chambers,
161 North Section Street, Fairhope, Alabama 36532,
on Monday, 8 December 2025.
Present were Council President Jimmy Conyers, Councilmembers: Jack Burrell,
Joshua Gammon, Jay Robinson, and Andrea Booth, Mayor Sherry Sullivan, City
Attorney Marcus E. McDowell, and Assistant City Clerk Jenny Opal Wilson. City Clerk
Lisa A. Hanks was absent.
Council President Conyers called the meeting to order at 4:31 p.m.
The following topics were discussed:
• The first item on the Agenda was the Jennifer Claire Moore Foundation by
Allison Moore, Executive Director. Allison shared a video of the Jennifer Claire
Moore Foundation and gave a brief on the organization and thanked Mayor
Sullivan and Council for contribution. Allison asked for support on future grants.
She provided handouts on organization to Mayor Sullivan and Council. Council
thanked Allison for presentation.
• The second item on the Agenda was discussion of Historically Significant
Building Demolition Procedure by Chair Mara Kozelsky, Fairhope Historic
Preservation Commission. Mara shared a presentation, gave brief, and addressed
Council questions. Presentation included within minutes. Council thanked Mara
for presentation.
• The third item on the Agenda was discussion for (Bid No. 26-003-2023-PWI-019)
to Bienville Construction Services for Fairhope Pool Rehabilitation — Base Bid
and Additive Alternate. City Engineer Richard Johnson led the discussion with
Council along with Recreation Director Pat White, and Recreation Manager Noah
Williams and addressed any questions if needed.
• The fourth item on the Agenda was Committee Updates. Council President
Conyers commented no meetings to report on. He discussed and reviewed the
Draft 2026 Regular City Council Meetings with proposed changes with Mayor
and Council. He discussed a Proposal Group Settlement 3M PFAS with reduced
lump sum that Council is not interested in pursuing. Councilmember Burrell
discussed the Airport Authority Meeting and the new runway is open.
Councilmember Gammon had no meetings to report on. Councilmember
Robertson had no meetings to report on. Councilmember Booth reported the
Library Board of Trustees is doing well and received recent donations, she shared
volunteering opportunities to those interested at Hope Community, and St.
Vincent De Paul of Mobile is serving Fairhope, Alabama to help with social

needs, including Financial Assistance.
• The fifth item on the Agenda was Department Updates.
• Water and Wastewater Superintendent Daryl Morefield addressed the City
Council regarding Agenda Items No. 6 and No. 7; and answered any questions if
needed.
• City Engineer Richard Johnson addressed the City Council regarding Agenda
Items No. 8 and No. 9; and answered any questions if needed.
• Electric Superintendent Ben Patterson addressed the City Council regarding
Agenda Item No. 10; and answered any questions if needed. Ben provided an
update on 46, contractors showed up, ready to set poles tomorrow.
Councihnember Booth thanked his department for "Lighting of the Trees" and
Ben additionally thanked Public Works for support on event.
• Police Chief Stephanie Hollinghead addressed the City Council regarding Agenda
Items No. 12, No. 13, and No. 14; and answered any questions if needed.
• Building Official Erik Cortinas addressed the City Council regarding Agenda
Item No. 11; and answered any questions if needed.
There being no further business to come before the City Council, the meeting was duly
adjourned at 5:50 p.m. Council President Conyers said there would be a ten minute break and
Council will proceed to the City Council Meeting.

FHPC
• Buildings subject to Demolition Review are
"Historically Significant Buildings".
• Historically Significant Buildings are identified by
Fairhope's historical surveys, the Baldwin County
Banner and Shield list, the Alabama State Register,
and the National Park Service listings. Historical
documentation will occur during the review period.
• Homeowners will meet with the FHPC to discuss
their Historically Significant property and
preservation opportunities.
• Demolition Review does not prevent demolition:
after the meeting with FHPC, homeowners can
proceed to demolition.

• Demolition Review offers an important step toward
Preservation.
• Publication of program and Disclosure of
Demolition Review in real estate listings will help
homeowners plan.
Additionally...
• Developing a local incentive program is urgent: for
preservation to succeed we need to serve those
property owners who are working to renovate
Fairhope's historic architecture.
• Taking necessary steps to secure CLG status is
very high priority.
