Present were Council President Jimmy Conyers, Councilmembers: Jack Burrell (Arrived 3:03 p.m.), Joshua Gammon (Arrived 3:23 p.m.), Jay Robinson, and Andrea Booth, Mayor Sherry Sullivan, City Attorney Marcus E. McDowell, and Assistant City Clerk Jenny Opal Wilson. City Clerk Lisa A. Hanks was absent. Council President Conyers called the meeting to order at 3:02 p.m. The following topics were discussed : •The first item on the Agenda were Committee Updates. Councilmember Robinsonattended the Recreation Board meeting and discussed the Conceptual Plan ofHighway 13 and Highway 32.•Councilmember Booth met with the Fairhope Museum of History this morningand discussed that the Arts and Crafts Festival made a donation to the Friends ofthe Museum History to buy a unique display case with humidifier and UVprotection. She thanked the Arts and Crafts Festival on behalf of the Museum. Inaddition, she talked with the Museum about their budget and they are working onmodernizing the Museum. There are some items that need to be cleared out of theMuseum. The Museum asked that the City Council be their Advisory Board untila board is formed.•Councilmember Burrell discussed the Airport Authority meeting that the Runwayis ready to open on November 25 th as scheduled. Dismantling the temporaryrunway will start immediately after opening. NOT AMs have been issued. Thebudget this year is the best ever with new contracts with Teledyne and FlightlineFirst. Everything looks good on the Fairhope Airport Authority. The airportcontinues to expand. We are still awaiting the Environmental Report on the westside of land owned by the Fairhope Airport Authority. The intention is to deedland over to the City after environmental aspect of grant is completed.•Council President Conyers discussed the Parking Authority is in a holding patternuntil the completion and submission of the Parking Study. There being a quorum present, Council President Conyers called the meeting to order at 3 :41 p.m. The invocation was given by Pastor Trey Sullins, 3 Circle Church, and the Pledge of Allegiance was recited. Councilmember Robinson moved to amend agenda and walk on two items #22 and #23. Seconded by Councilmember Jack Burrell, motion passed unanimously by voice vote. Councilmember Robinson moved to approve the minutes of the November 10, 2025, Regular Meeting, and minutes of the November 10, 2025, Work Session. Seconded by Councilmember Gammon, motion passed unanimously by voice vote. Mayor Sullivan addressed the City Council and declared November as National Care at Home Month and recognized Thomas Home Health. Mayor Sullivan addressed that there is still paving on Section Street and at the Roundabout. We expect to finish early next week as we get ready for the Thanksgiving and Christmas holidays and remove the cones and detour signs. Mayor Sullivan said information will be going out on the 44-46 KV Loop Project right by Thomas Hospital and all the way out to Dyer Road. In addition, the water lines that will be coming down Fairhope Avenue as well as Highway 181 and down Gayfer. We are moving outside of Downtown Fairhope with continuing to work on infrastructure. Mayor Sullivan announced the following events: •Lighting of the Trees this afternoon at 6:00 p.m. on the comer of Fairhope Avenue and Section Street. Page 8 of 122 20 November 2025 •Movie in the Street on Fairhope Avenue featuring the "Grinch" on Saturday, November 22nd at 6:30 p.m. The event is held at the intersection of Section Street and Fairhope Avenue in downtown Fairhope. This is a free event open to public. Bring your lawn chairs and blankets. Popcorn will be served at event. •Fairhope Open House on Sunday, November 23rd at 1 :00 p.m. -5:00 p.m. in Downtown Fairhope. Please come out and support local businesses. There was no Public Participation for Agenda Items No. 5 -No. 23. Council President Conyers opened Council Comments. Councilmember Burrell commented he was looking forward to the Tree Lighting this evening. Councilmember Gammon commented he looked forward to the Tree Lighting this evening on this side of podium. He congratulated the St. Michael Catholic High School football team for making it to the next round of playoffs on Friday night. Come out and support the local high school team. He additionally commented that he would like to discuss with Mayor Sullivan the recent Lagniappe article on coaching consulting fees and how they are paid. He had a couple of citizens that had asked questions and would like to have better understanding to answer questions. Councilmember Robinson would like to congratulate the Fairhope High School football team on a great season. They played the number one team in state on Friday night and gave all and finished with a fantastic season. Councilmember Booth complimented Councilmember Robinson's haircut. She additionally wished everyone a Happy Thanksgiving, and commented she would be taking the train to New Orleans for holiday. Council President Conyers commented he was looking forward to the Tree Lighting this evening. This is one of my favorite holiday events in Fairhope it's just like a Hallmark movie. In addition, he congratulated Bayside Academy High School football team on a fantastic season. Planning Director Hunter Simmons briefly discussed the site plan for proposed ordinance to amend Zoning Ordinance No. 1253; and to zone the property of Achee Properties to R-1, Low Density Single-Family Residential District for Hill Top North concurrent with annexation. The property is approximately 14 acres and is located at 6796 Twin Beech Road. PPIN # 3747. Director Simmons informed the City Council that the developers were here this evening to address questions. Councilmember Gammon had a question on the Cell Tower Parcel being knocked down. Director Simmons mentioned any actions reference the subdivision would Page 9 of 122 20 November 2025 come through the Planning Department. Councilmember Burrell thanked the developers. Councilmember Burrell moved for final adoption of Ordinance No. 1848, an ordinance to amend Zoning Ordinance No. 1253; and to zone the property of Achee Properties to R-1, Low Density Single-Family Residential District for Hill Top North concurrent with annexation. Councilmember Robinson introduced in writing, and moved for the adoption of the following resolution, a resolution that the Mayor is hereby authorized to accept the FAA funding of $919,099.00 and the 2.5% funding from ALDOT on behalf of the Fairhope Airport Authority for the replacement of taxiway lighting and guidance signage project. Seconded by Councilmember Booth, motion passed unanimously by voice vote. Councilmember Gammon abstained. RESOLUTION NO. 5645-25 A RESOLUTION FOR ACCEPTANCE OF THE GRANT FUNDS FOR FY2026 AIRPORT INFRASTRUCTURE GRANT FOR H. L. "SONNY" CALLAHAN AIRPORT WHEREAS, the City of Fairhope, Alabama, as the designated Sponsor for H. L. "Sonny" Callahan Airport (KCQF) ("the Airp ort") applied for Federal and State matching funds for Airport Improvement Program (AIP), Ai rp ort Infrastructure Grant (AIG), and ALDOT grants during fiscal year 2026; and * * Page 10 of 122 20 November 2025 WHEREAS, the overall scope of the AIP, AIG, and ALDOT grants is expected to include reimbursement (phase 1) of the replacement of taxiway lighting and guidance signage project initially funded in FY25, replacement of the A WOS, construction of an east side access road extension (Phase 1) and construction of an access taxiway on the southwest side all at H.L. "Sonny" Callahan Airport (KCQF); and WHEREAS, the Fairhope Airport Authority was awarded Grant Number 03-01-0029-033- 2025 through the Airport Infrastructure Grant for the Replace Taxiway Lighting System and Guidance Signage Project (Phase l ) with a total project costs are expected to be $967,473.00 with 95% of the project costs funded by the Federal Aviation Administration; 2.5% funded by the Alabama Department of Transportation; and 2.5% funded by the Fairhope Airport Authority; and WHEREAS, the City of Fairhope hereby authorizes the Mayor to accept these funds on behalf of the Fairhope Airport Authority for the replacement of taxiway lighting and guidance signage project. THEREFORE, BE IT RESOLVED, by the City Council of the City of Fairhope, Alabama, that the Mayor is hereby authorized to accept the FAA funding of $919,099.00 and the 2.5% funding from ALDOT on behalf of the Fairhope Airport Authority for the replacement of taxiway lighting and guidance signage project. This Public Works project will be less than $100,000.00, and therefore does not need to be formally bid out. This procurement is allowed pursuant to Resolution No. 1650-10 adopted in May 2010 that declares flowers as Unique "Like Items" and the extension of this categorization to include any cultivated varieties, differentiated by scientific name. FIRM EXPERIENCE Page 45 of 122 Client: Coweta County Water and Sewerage Authority Construction Cost: $59M Project Status: Under Construction The Shenandoah WWTF Improvements project increases treatment capacity from 2MGD (average) to 6 MGD (average) and 12 MGD (peak). The Improvements consist of: • Replace existing headworks with new headworks (screening and grit removal) • Process and hydraulic modeling • Master planning for future growth • Influent pumping • New aeration basin and blowers • Biological nutrient removal • New final clarifiers • New UV disinfection • Expansion of tertiary filters • New RAS/WAS pump station • New solids dewatering (screw press) • Class A biosolids drying facility • New standby power generators • SCADA, instrumentation/controls • Aerobic Digestion ( converted existing tanks) Major process equipment items were preselected, including UV disinfection equipment, biological nutrient removal system, solids dewatering equipment, and biosolids drying equipment. The preselection process included evaluating competitive equipment proposals to determine the most efficient alternative for each process. The detailed design included careful consideration project construction sequencing measures necessary to provide the existing wastewater treatment capacity of 2 MGD throughout project construction activities while retrofitting the existing WWTF. This project expanded an existing treatment facility in a rapidly growing area preventing the need for a $100+M greenfield wastewater plant. FIRM EXPERIENCE Page 46 of 122 SLAB CREEK WWTP Client: Boaz Water & Sewer Board Construction Cost: Phase 1 ($13.6M), Phase 2 ($4.3M) Project Status: Phase 2 currently under construction The Boaz Water & Sewer Board recently received a new NPDES discharge permit with effluent total phosphorous limits. In addition to the new effluent phosphorous limits, the Slab Creek WWTP is in need of a significant upgrade to abandon outdated treatment facilities, to provide consistent treatment, and improve operational efficiency and redundancy. Krebs evaluated wastewater treatment alternatives and developed the following project consisting the following improvements. • New headworks (screens and grit removal) • Hydraulic and process modeling • New aeration basins • Biological phosphorous removal in the existing aeration basins, thus avoiding the need for the construction of new process structures • New RAS/WAS pump station • New flow distribution to clarifiers • New solids dewatering facility (screw press) • New tertiary disc filters • New disinfection contact basin • New peracetic acid storage/feed system • New aerobic digesters • Bulk chemical feed systems These projects have streamlined the treatment process, met the new discharge limits, and provided resiliency and redundancy. Krebs evaluated the existing plant and is designing the improvements to increase the capacity to the WRF on its current site to 6.7 MGD. These improvements include the followiing.: • Influent pumping • New aeration basins • New secondary clarifiers • New RAS/WAS pumping • Converting an existing aeration basin to aerobic digestors • New biosolids dewatering equipment The original plant consists of a packaged treatment plant with aerobic biological treatment and a secondary clarifier. Additionally, a second biological treatment system is the rotating bridge Schreiber design. In recent years, both of these systems lack treatment capacity to accomodate the biological loading on their own. As such, the WRF has limited redundancy. PROJECT TEAM Page 58 of 122 6 PROJECT APPROACH Page 59 of 122 PROJECT APPROACH The Krebs Project Approach will address the following wastewater treatment issues in Fairhope: • The need for additional treatment capacity as Fairhope grows. • The need to simplify operations and improve efficiency at the existing treatment facilities. • The need for redundancy, to reduce risk, and for ease of maintenance. • The need to minimize capital costs and operational costs. Features of the Krebs Project Approach The Krebs Approach features two (2) options, both of which will expand the treatment facilities on the existing site while maintaining existing operations. Both options will improve and expand the treatment facilities to 8 MGD (initially), and 12 MGD (future). Another feature of our approach is to lean on our familiarity with Fairhope, including the existing wastewater facilities, service boundaries, City staff, and City leaders. Krebs will solicit input from City staff and City leaders as the design is developed. Benefits of the Krebs Project Approach The benefits of the Krebs Project Approach will include: • Reduces capital costs by repurposing and expanding existing facilities. • Eliminates the need to build a costly new/greenfield WWTP at a separate site. • Simplifies operations and reduces O&M costs. • Eliminates the potential need to operate two (2) separate treatment facilities. • Eliminates the need for a costly new outfall pipe into Mobile Bay. • Eliminates the need for costly sewer piping to divert flow to a new WWTP. Krebs has successfully used this same approach (expanding and repurposing existing facilities) for other projects of similar size and scope over the past ten (10) years, some of which are identified in Section 3 (Project Experience). The two (2) options are summarized on the following pages and on the enclosed Conceptual Site Plans. 6. PROJECT APPROACH Page 60 of 122 OPTION 1 PROJECT APPROACH Option 1 will expand the existing WWTP to 8 MGD (average flow) by improving and repurposing the existing facilities. It can be expanded to 12 MGD in the future. Option 1 will include: BIOLOGICAL TREATMENT: The existing Orbal basin and Vertical Loop Reactor (VLR) will be outfitted with fixed grid aeration to biologically treat more flow in the same tank. New blowers will be provided and housed inside of a new blower building. FINAL CLARIFIERS: A third final clarifier will be constructed, and the two (2) existing final clarifiers will be rehabilitated to improve performance. TERTIARY TREATMENT: The existing fuzzy filters will be replaced with cloth disk filters, which will eliminate the need for filter feed pumps and filter blowers. UV DISINFECTION: The existing UV structure and outdated equipment will be replaced with a new UV structure and new UV equipment to increase capacity and improve flow/hydraulics. SECONDARY OUTFALL/DISCHARGE: A secondary outfall/discharge will be constructed to allow treated effluent to be diverted into Big Mouth Gully during peak flow events, eliminating the need for a new outfall piping in Mobile Bay. SOLIDS HANDLING: A new digester, digester blowers, and digester feed pumps, will be provided for solids digestion. The new equipment will be housed in a new building that will also be able to accommodate a belt press for solids dewatering. CONTROL BUILDING: A modest new control building will be constructed since the existing building will be displaced by the new final clarifier. The existing building is also aging and insufficient for current staffing and operations. BACKGROUND INFORMATION: The Pecan Avenue Watershed Drainage Improvements - Phase 1 Project will include 416 linear feet of 66" RCP, associated drainage structures, pavement removal/replacement, and the installation of 840 VSF of timber bulkhead in coordination with the separate beach-front restoration project. The CE&I Engineer will perform construction engineering and inspection, material sampling and testing, and contract administration services for this project. Two (2) responsive proposals were received at the bid opening on March 6, 2025 at 10:00 a.m. The proposals were evaluated by five (5) City of Fairhope staff. The recommendation by the City Engineer and the evaluation team is to hire Thompson Engineering for this project. The City and Thompson Engineering were unable to negotiate a contract. The date for this year's gala event is Saturday, January 31 , 2026, from 7:00 to 9:30 p.m. We will be serving champagne and wine at the event. We are excited to plan for this wonderful evening, which will generate significant funding for our library. We believe it is important to celebrate this evening at the facility we are working to support-our fabulous library.
