CITY COUNCIL WORK SESSION
Notice is hereby given of a special meeting of the City Council of the City
of Fairhope, Alabama, to be held at the Fairhope Municipal Complex on
Thursday, November, 20, 2025, at 3:00 p.m., for the purpose to:
❖The City Council Work Session on Monday, November 24,
2025 at 4:30 p.m. was cancelled due to a conflict with
Thanksgiving holidays. City Council Work Session
rescheduled as a Special Called Work Session on Thursday,
November 20, 2025 at 3:00 p.m.

The undersigned members of the City Council of the City of Fairhope,
Alabama, do hereby acknowledge service of the Notice and Call of Special
Meeting hereinabout set forth and do hereby consent to the holding of such
e purpose set forth therein.

The City Council met in a Special Called Work Session
at 3:00 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532,
on Monday, 20 November 2025.
Present were Council President Jimmy Conyers, Councilmembers: Jack Burrell
(Arrived 3:03 p.m.), Joshua Gammon (Arrived 3:23 p.m.), Jay Robinson, and Andrea
Booth, Mayor Sherry Sullivan, City Attorney Marcus E. McDowell, and Assistant City
Clerk Jenny Opal Wilson. City Clerk Lisa A. Hanks was absent.
Council President Conyers called the meeting to order at 3:02 p.m.
The following topics were discussed:
•The first item on the Agenda were Committee Updates. Councilmember Robinson
attended the Recreation Board meeting and discussed the Conceptual Plan of
Highway 13 and Highway 32.
•Councilmember Booth met with the Fairhope Museum of History this morning
and discussed that the Arts and Crafts Festival made a donation to the Friends of
the Museum History to buy a unique display case with humidifier and UV
protection. She thanked the Arts and Crafts Festival on behalf of the Museum. In
addition, she talked with the Museum about their budget and they are working on
modernizing the Museum. There are some items that need to be cleared out of the
Museum. The Museum asked that the City Council be their Advisory Board until
a board is formed.
•Councilmember Burrell discussed the Airport Authority meeting that the Runway
is ready to open on November 25th as scheduled. Dismantling the temporary
runway will start immediately after opening. NOT AMs have been issued. The
budget this year is the best ever with new contracts with Teledyne and Flightline
First. Everything looks good on the Fairhope Airport Authority. The airport
continues to expand. We are still awaiting the Environmental Report on the west
side of land owned by the Fairhope Airport Authority. The intention is to deed
land over to the City after environmental aspect of grant is completed.
•Council President Conyers discussed the Parking Authority is in a holding pattern
until the completion and submission of the Parking Study. He also attended his pt
Personnel Board meeting this morning and is looking forward to working with the
board.

HumanResources Director Hannah Noonan addressed the City Council regarding AgendaItems No. 9; and answered any questions if needed.•Water and Wastewater Superintendent Daryl Morefield addressed the CityCouncil regarding Agenda Items No. 12, No. 13, No. 14, and walk-on Item No.23; and answered any questions if needed.•Public Works Director George Ladd addressed the City Council regardingAgenda Items No. 6, No. 15, and No. 16; and answered any questions if needed.•Electric Superintendent Ben Patterson addressed the City Council regardingAgenda Item No. 17; and answered any questions if needed.•Information Technology Director Jeff Montgomery addressed the City Councilregarding Agenda Item No. 18, and walk-on Item No. 22; and answered anyquestions if needed.•Mayor Sherry Sullivan addressed the City Council regarding Agenda Items No.10, No. 20, and No. 21; and answered any questions if needed.•City Treasurer Kim Creech addressed the City Council regarding Agenda ItemsNo. 8 and No. 11; and answered any questions if needed.•Police Chief Stephanie Hollinghead addressed the City Council regarding AgendaItems No. 19; and answered any questions if needed.There being no further business to come before the City Council, the meeting was duly adjourned at 3:30 p.m. Reid Conyer , r.
