The City of Fairhope held a Public Hearing at
4:15 p.m., Fairhope Municipal Complex Civic Center,
161 North Section Street, Fairhope, Alabama 36532, on
Thursday, 30 June 2011.
Present were Councilmembers: Debbie W. Quinn (Arrived 4:20 p.m.), Daniel
Stankoski, Lonnie L. Mixon, and City Clerk Lisa A. Hanks.
Councilmembers Michael A. Ford and Rick Kingrea, Mayor Timothy M. Kant, and
City Attorney Marion E. Wynne were absent.
Council President Mixon called the meeting to order and opened the Public
Hearing on the False Alarm Ordinance. No one present wanted to address the City
Council on this issue.
Chief Press read an article from 2010 to the City Council and stated that 98 percent of
all calls are false alarms which cause an undue burden. He said they reviewed other
alarm ordinances from Gulf Shores, Orange Beach, and Foley. The Police
Department had over 1,000 false alarms in 2010. There have been 655 false alarms
since February 2011; and 374 were cancelled before responding. Two units have to
be sent to each establishment. We have had 12 alarms on just one business.
Councilmember Quinn questioned the dates on the ordinance and when it would go
into effect. Chief Press replied the dates are not finite and will be set once approved.
Councilmember Stankoski; asked why is registration needed. Chief Press replied a
company may have the alarm system registered and some alarm systems may not be
registered. The registration helps with the false alarms and who would be liable for
each alarm. The registration will also help with making sure faulty alarm systems are
fixed and avoid wasted manpower.
Councilmember Quinn commented that wildlife and animals can set-off an alarm
system. Chief Press mentioned there is an appeals process provided in the ordinance
as well as allowing three false alarms per year.

Council President Mixon asked for the False Alarm Ordinance to be placed on the
next City Council meeting for introduction.
The meeting was duly adjourned at 4:40 p.m.
