June 26th, 2025 161 N Section Street Fairhope, AL 36532 Present were: Members: Chairman Genie Frazier; Terry Ullrich; Jake O’Neil; Stephanie Sandefur; Human Resource Director Hannah Noonan; Safety Coordinator John Smith; Councilman Kevin Boone The meeting was called to order at 7:00 a.m. No old business was presented. Stephanie Sandefur was welcomed as a newly appointed Board member. Department presentations followed. Daryl Morefield, Water Superintendent, proposed restructuring wastewater positions into Operator I, II, and III levels, along with revised lab technician language, to create a clearer career path with no budget impact. The Police Department requested three new classifications: Assistant Dispatch Supervisor, Assistant Chief Corrections Officer, and Administrative Sergeant. These are budget neutral and will provide administrative support and succession planning. Public Works retitled two part-time roles, Sanitation Aid and Parts Runner, to better align duties without budget change. Bobby Hall, Golf Course Manager, reported rapid growth in driving range use and revenue, projecting $110,000 this year, and requested two additional part-time attendants to help manage demand. At the Recreation Center, a new Assistant Recreation Center Manager position (Grade 7) was proposed to support operations, filled by internal promotion. Eric Cortinas from Building and Code Enforcement retitled the Permit Technician/CRS Coordinator as Permit Technician/Property Maintenance Inspector to focus on abandoned building issues, with no new funding required. In the Meter Department, Hannah Noonan recommended merging Meter I into Meter II (Grade 6) to improve recruitment competitiveness, moving all current Meter I employees into the higher grade. All job description updates and the redlined classification plan for FY25 were approved by motion. The Safety Coordinator John Smith reported 19 incidents to date in 2025, down from 34 in 2024 and 28 in 2023. Seven workers’ compensation claims totaled $71,179.59, with three claims open and all but one employee returned to work. Recent training included traffic control certifications, flagger instructor and CPR instructor courses, heat stress and lockout/tagout training, and heavy equipment training through Coastal Community College. Board members commended department heads for preparation. Councilman Boone announced his retirement effective November and was thanked for his service.
