Jimmy Conyers asked for clarification on the State Aid requirement for librari es. Tamara Dean exp lained
that the Alabama State Lib rary Board stip ul ates that the library get level funding from the City of
Fairhope in order to satisfy sta t e aid requirements. Jimmy Conyers responded that he would be
surprised if the City of Fairhope could commit to level funding for any of the city departments. He
expects that they w ill be looking at cuts across the board due to COV ID-19 and Hurricane Sally. He sa id
that a lot would depend on how retailers do during the Christmas season and also on how much FEMA
reimburses the city fo r Hurricane Sal ly clean up. Dan Stankoski asked if money from the Ra iny Day Fund
could not be used at this time for shortfalls in the budget as the fund was created for just these types of
situations. Jimmy Conyers responded that the fact that COVID-19 may be a longer more drawn out
situation is a cons ideration. He said that he was not sure when the City Council would have a good
handle on the budget.
Tamara Dean presented proposed changes to Personnel Po licies & Procedures. These included new
Social Media Po licies and Unpaid Leave Policies and m inor rev isions to Sections 1.06, 2.04, 2.05, 2.10,
