Members Chad Bartz, Mandy Bezeredi, Gi nger Milligan and Morgan Slay were in attendance. City
Attorney Marcus McDowel l and City liaison Jessica Wa lker were also present. Absent were members
Beth Fugard and Randy Williams .
The meeting was called t o order at 8:15 a.m.
The first order of business was to discuss the property at 14 N Church Street. At some po i nt in the past
two decades the property tenant extended a deck ont o Parking A uthority property. When the City's Arts
Alley project became a viable option for the area, the property was examined and the deck found to be
encroaching on City property.
The Parking Authority has been charged with speaking with the property owner, found to be Clover LLC,
about imposing a lease on the property that is on City property or asking for it to be removed
completely.
Members of the authority requested that the lease include:
Liability ins urance requirement
That the lease be non-transferable to future owners of the property
That is the deck is damaged or destroyed to 50% then it can 't be rebuilt.
Morgan Slay suggested that the Parking Authority give the property owne r 30 days to sign the proposed
lease. If at 30 days the property owner hasn't responded, a notice that the deck will be taken down
shou ld be issued.
Mandy Bezeredi nominated Morgan Slay to be the negotiator for the Parking Authority. Ginger Milligan
seconded.
Chad Bartz requested that the 15-minute parking recommendation developed during the October 2021
meeting be resent to the mayor fo r comment with Parking Authority members cc'd on the email.
Mandy Bezeredi made a motion to adjourn the meeting at 9:10 a.m. Morgan Slay seconded.
The Parking Authority will meet again at 8:15 a.m. February 28, 2022 at the Fairhope Museum of
History.
