HomeMy WebLinkAbout11-27-1995 Regular Meeting1722 STATE OF ALABAMA 0 COUNTY OF BALDWIN 0 The City Council, City of Fairhope, met in regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber; 161 North Section Street; Fairhope, Alabama 36532; on Monday, 27 November 1995. Present were Mayor James P. Nix; Councilmembers John V. Duck, Michael A. Ford, David E. Bishop, Jeanette Puckett, and Layton Overstreet; City Attorney Marion E. Wynne and City Clerk Evelyn Phillips. No one was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 13 November 1995 regular session were duly approved. Mayor Nix opened the meeting by introducing approximately 30 young people who have just won the title of State Soccer Champions, and their coaches. Fairhope's 15-years-and-younger group took First Place and Fairhope's 12-years-and-younger group took Second Place. Each player was given a certificate and two beautiful trophies were awarded these Champions. Mr. Steve Denham, representing the Baldwin County Commission and the Baldwin County Emergency Management Agency, came be- fore the Council to read a resolution passed by the Commission honoring Electrical Superintendent Aaron Norris for a courageous act of assistance to the BCEMA during Hurricane Opal on October 4, 1995. There was a problem with water seepage on the electrical circuits at the local BCEMA station and Mr. Norris, at great personal risk, corrected the problem and put the station back into operation. A copy of the resolution was presented to Mr. Norris. Councilman Duck introduced in writing Ordinance No. 987, an ordinance setting forth rules for the operation of the Fairhopers Community Park. In order to take immediate action, Councilman Overstreet moved to suspend the rules. Seconded by Councilman Bishop, motion to suspend passed unanimously by the following vote: AYE -Duck, Ford, Bishop, Nix, Puckett, and Overstreet. NAY -none. Councilman Duck then moved for final adoption of Ordinance No. 987. Seconded by Councilwoman Puckett, motion to final adopt passed unanimously by the following vote: AYE -Duck, Ford, Bishop, Nix, Puckett, and Overstreet. NAY -none. Councilwoman Puckett introduced in writing an ordinance to amend Chapter 5 of the Fairhope Code of Ordinances to include regulations for "cats" as well as other pets. This ordinance will be given final consideration at the next regular meeting. 27 November 1995 1723 Council reviewed a proposed resolution to place a moratorium on all building permits for building projects which would displace any parking area in the Central Business District. The Planning & Zoning Commission is in the process of holding public hearings on a proposed Ordinance (next hearing 12/4) which will amend the Zoning Ordinance provisions addressing required parking. This resolution was proposed as a temporary measure until the proposed ordinance can be approved for hearings before the Council, a matter of some two -or -more months. A number of people addressed the Council, including Ben Maumenee, Bill Baldwin, Charlie Ingersoll, and Mack Walcott. These speakers stated their reasons for asking the Council not to adopt the proposed resolution, mainly the expense they have already incurred while planning development of their downtown properties. After much discussion, the proposed resolution was not introduced. It is recommended to accept the low bid of $7,985.00 from The Computer Broker of Mobile.--W.Smith--J.Gillespie Purch.Agt. Utility Billing Councilman Bishop moved to accept the low bid by The Computer Broker, provided all specifications are met. Seconded by Councilwoman Puckett, motion passed unanimously. 27 November 1995 1724 TRANSFER STATION BUILDING Vendor Cost Delivery E-J Builders, Inc Foley $ 45,837.00 90 days Kemko, Inc Daphne $ 48,882.00 63 days Keith Mosley Construction, Saraland, entered a No Bid, as did Coastal Builders, Inc., of Mobile; Reynolds Ready Mix, of Foley; and Duke & Associates of Mobile. It is recommended to Foley.--W.Smith Purchasing accept the low bid by E-J Builders of Agt --T. Kant Public Works Councilwoman Puckett moved to accept the low bid by E-J Builders, Inc., provided all specsifications are met. Seconded by Councilman Duck, motion passed unanimously. REPAIR TO POLICE CAR Vendor Cost Cockrell's Eastern Shore, Inc Mobile $ 8,200.00 Lucassen Paint & Body Shop Montrose $ 11,166.00 Fairhope Paint & Body Shop Fairhope $ 11,235.12 Cockrell's appears to be the low bidder. --Mayor Nix Councilman Duck moved to accept the low bid by Cockrell's Eastern Shore, Inc., provided all specifications are met. Seconded by Councilman Ford, motion passed unanimously. Councilman Overstreet moved to reschedule the December 25th meeting to Tuesday, December 26th. Seconded by Councilman Duck, motion passed unanimously. Councilman Duck moved to allow the Fairhope Lions Club to use the corner of Fairhope Avenue & Section Street, by the Clock, to set up a table and to collect used eyeglasses on Saturday, December 9th, from about 10:00 am to 2:00 pm. Seconded by Councilman Overstreet, motion passed unanimously. Steve Seay invited the Council, the City Clerk, and the City Attorney to have a Christmas Dinner with the National Guard at Fort Reil Armory on Saturday, December 2nd, at 2:00 pm.
