HomeMy WebLinkAbout12-14-1992 Regular Meeting1359 STATE OF ALABAMA X COUNTY OF BALDWIN X The City Council, City of Fairhope, met in regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber; 161 North Section Street; Fairhope, Alabama 36532; on Monday, 14 December 1992. Present were Mayor James P. Nix; Councilmembers John V. Duck, Michael A. Ford, David E. Bishop, Jeanette Puckett, and Layton Overstreet; City Attorney Marion E. Wynne and City Clerk Evelyn Phillips. No one was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 23 November 1992 regular session were duly approved. (Chamber of Commerce people not yet present, will come back to them later in the Agenda.) Councilwoman Puckettmoved for final adoption of Ordinance No. 904, introduced in writing at the previous regular session on November 23rd, which amends Sections 5.12 and 70.51 of the zoning ordinance. Seconded by Councilman Duck, motion to adopt Ordinance No. 904 passed unanimously. A petition for annexation by Angelo A. Corte, and Wendell & Charlotte Barnhill was reviewed. The property to be annexed consists of 3 parcels north of the corporate limits and along the east side of US Highway 98. After discussion, Councilman Bishop introduced Ordinance No. 905, to annex the property, in writing. In order to take immediate action, Councilwoman Puckett moved to suspend the rules. Seconded by Councilman Overstreet, motion to suspend passed unanimously by the following vote: AYE -Duck, Ford, Bishop, Nix, Puckett, and Overstreet. NAY -none. Councilman Bishop then moved for final adoption of Ordinance No. 905. Seconded by Councilman Ford, motion for final adoption passed unanimously by the following vote: AYE -Duck, Ford, Bishop, Nix, Puckett, and Overstreet. NAY -none. Mr. George McKean, owner of the building on the corner of Section Street and Fairhope Avenue, sent a written request for permission to install fire escape steps from the building's second floor down to the alley which runs from Section Street to Bancroft Street. The request has Fire Department approval. Councilman Overstreet moved to approve the request. Seconded by Councilman Duck, motion passed unanimously. Councilman Ford moved to authorize advertisements asking for property owners who are interested in some public improvements, such as street paving or utilities, on an Assessments Project 14 December 1992 1360 to notify the City Clerk. A hearing will be set to discuss the response to the ads and to determine if enough interest exists for an Assessments Project. The ads are to run for a thirty - day period. Motion seconded by Councilwoman Puckett and passed unanimously. Eastern Shore Chamber of Commerce representative Charles Lake arrived and he and Kolleen Crandall presented the following awards for the floats in the Christmas Parade of 12/4/92: 1st Place - The Hoover Group 2nd place - Fairhope Junior Yacht Club 3rd Place - R. J. Turberville Councilman Ford moved to authorize the Golf Course Clubhouse Department to solicit bids on a 25-ft extension of the golf cart storage building (not in the budget). Seconded by Councilman Overstreet, motion passed unanimously. Councilwoman Puckett moved to approve the write-off 1989-90 uncollectible utility accounts in the amount of $21,797.91. Seconded by Councilman Duck, motion passed of unanimously Mrs. Arlene Cocke, owner of "Something Old, Something New" on South Section Street, came before Council to request that the monthly garbage fee be taken off her business's utility bill because she does not use the service. It was explained to Mrs. Cocke that all residential and business locations within the corporate limits are required to pay the fee by ordinance, whether the service is used or not. Mrs. Cocke said the pickup schedule was one reason she was not using the service. She was told that Mr. Kant would contact her to see if a different schedule could be worked out for her.
