HomeMy WebLinkAbout11-23-1992 Regular Meeting1357 STATE OF ALABAMA COUNTY OF BALDWIN X X The City Council, City of Fairhope, met in regular session at 5:30 p.m.; Fairhope Municipal Complex Council Chamber; 161 North Section Street; Fairhope, Alabama 36532; on Monday, 23 November 1992. Present were Mayor James P. Nix; Councilmembers John V. Duck, Michael A. Ford, David E. Bishop, Jeanette Puckett, and Layton Overstreet; City Attorney Marion E. Wynne and City Clerk Evelyn P. Phillips. No one was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 9 November 1992 regular session were duly approved. Mr. Dean Mosher and Mr. John Borom were present to represent the Centennial Committee seeking funds for the construction of "Centennial Hall", presented to the Council for consideration at the 9 November meeting. During discussion, Councilman Bishop questioned Mr. Mosher and Mr. Borom about plans for parking. Mr. Borom, (Director of the Fairhope Campus of Faulkner State Community College,) explained that student -parking by decal in designated areas was not now being used, but was an option for the future. When asked about converting the soccer field into a parking lot, Mr. Borom said FSCC wanted to stay away from any parking on campus --for safety reasons as well as aesthetic reasons. Mrs. Dot Cain mentioned that she believed there was a "gentlemen's agreement" between Dr. Branch (FSCC) and the Board of the Organic School to the effect that there would be no parking lots on the ten acres sold to Faulkner by Organic. Councilwoman Puckett asked about the use of the school gym. Mr. Borom said it was in constant use for classes and by local churches and other organizations. Mr. Max Killoch, President of Fairhope First, read from a prepared statement by that organization to the effect that they endorsed the construction of Centennial Hall and urged the City to match the Single Tax Corporation's donation of $200,000. Mr. Charlie Ingersoll and Mr. Dick Sanderson also addressed the Council in favor of the City's donation. Mr. Mosher mentioned that, due to this donation not being in the City's budget this year, the Council might consider making the donation over five years, at $40,000 per year. Mayor Nix appointed a committee of Councilmembers Ford, Puckett and Bishop to study the request and make a recommendation to the full Council as soon as possible. Councilman Ford will chair. A public hearing was held as advertised on an ordinance to amend Sections 5.12 and 70.51 of the Zoning Ordinance (No. 557). No one present was opposed to the amendments which would allow a bed -and -breakfast arrangement as a use permitted on appeal; and would change the 50-ft setback requirement along Greeno Road to be adjusted to comply with the new Greeno Road right-of-way after highway widening project is complete. The Planning & Zoning Commission recommends adoption of the amending ordinance. 23 November 1992 1358 After discussion, Councilman Bishop introduced ordinance in writing. Final consideration will ordinance at the next regular meeting. the proposed be given the Councilman Ford reported on his visit to the 37th annual Farm City Week celebration in Foley last week. He attended as the guest of Mr. and Mrs. Art Fleming. Councilman Ford remarked on how this celebration really brought home to everyone how much our area, as well as our nation, has changed from an agrarian society to an urban society; and how much is owed to the Farm -City groups and individuals who have worked together to adjust to these changes. We should all be more aware of the huge debt that is owed to those few who choose to continue in the farming community. Councilman Overstreet moved to authorize a City Auction of obsolete vehicles and equipment for Saturday, 12 December, at the City Warehouse on South Section Street at 9:00 a.m. Seconded by Councilman Ford, motion passed unanimously. Under Old Business, Councilman Bishop moved to again con- sider an application for a Club Liquor License by James B. Marshall, dba THE RENAISSANCE CAFE, 10J North Section Street, which had been tabled at the 14 September 1992 meeting. Motion to consider was seconded by Councilman Ford and passed unanimously. Mayor Nix advised that the Cafe has now been operating under their Restaurant Liquor License for several months as requested by the Council and no adverse complaints have come in to his office or to the police. After some discussion, Councilman Duck moved to approve the issuance of the Club License. Seconded by Councilman Ford, motion carried by the following vote: AYE -Duck, Ford, Nix, Puckett, and Overstreet. NAY -Bishop. Meeting was duly adjourned at 6:00 p.m. Ja es P. Nix, Major N.)p 5 , owl
