HomeMy WebLinkAbout08-24-1992 Regular Meeting1320 STATE OF ALABAMA X COUNTY OF BALDWIN X The City Council, City of Fairhope, met in regular session at 5:30 p.m.; Fairhope Municipal Complex Council Chamber; 161 North Section Street; Fairhope, Alabama 36532; on Monday, 24 August 1992. Present were Councilmembers Jeanette Puckett, David E. Bishop, Michael A. Ford, and John V. Duck; City Attorney Marion E. Wynne and City Clerk Evelyn P. Phillips. Mayor James P. Nix was absent. Mayor Pro Temp Jeanette Puckett presided in the absence of Mayor Nix. There being a quorum present, Mayor Pro Temp Puckett called the meeting to order. Before opening the floor for business, MPT Puckett asked everyone to join her in a minute of silent prayer in memory of Councilman Roy C. White who succumbed to a fatal heart attack on 16 August 1992. (Special guests, Boy Scout Troop #447, did not attend. This may have been due to bad weather conditions caused by Hurricane Andrew which was threatening the Gulf Coast from Mobile south to Port Arthur, Texas. Andrew had devastated south Florida over the previous weekend. Andrew later made landfall at Morgan City, Louisiana.) Minutes of the 10 August 1992 regular session were duly approved. Councilman Duck moved for final adoption of Ordinance No. 899, an ordinance amending the City's Personnel Rules and Regulations, Article VI, Section 21 to allow retirees and their spouses to continue to receive the same Group Health Insurance Benefit as active employees under specified conditions. This ordinance was introduced in writing at the 10 August 1992 regular session. Seconded by Councilman Ford, motion to final adopt Ordinance No. 899 passed by unanimous I vote by Puckett, Bishop, Ford, and Duck. Councilman Bishop moved to approve the issuance of a Beer Off -Premises License to Mark Wilson, dba The "Well" Quick Stop, 303 North Section Street. No one present was opposed to the license. There was police approval of the applicant. Seconded by Councilman Ford, motion passed unanimously. 24 August 1992 1321 Councilman Duck moved to approve the issuance of a Beer On/Off Premises License, and a Wine On/Off Premises License, to Edith W. Fearno, dba Jus' Gumbo, #2 South Church Street. No one present was opposed to the licenses. There was police approval of the applicant. Ms. Fearno stated there would be no bar or dance floor, open 10:00-2:00 & 4:00-8:00, and limited space,so parking should be adequate. Seconded by Councilman Ford, motion passed unanimously. Councilman Bishop moved to approvelthe issuance of a Beer Off -Premises License, and a Wine Off -Premises License, to Maureen Coats, dba Point Clear Grocery, Scenic Hwy 98. No one present was opposed to the licenses. There was police approval of the applicant. Seconded by Councilman Duck,.motion passed unanimously. Councilman Duck moved to approve the issuance of a Rest- aurant Liquor License to James R. Kennerson, dba Half -Time Pub and Grub, 902 Morphy Avenue. No one present was opposed to the license. There was police approval of the applicant. Seconded by Councilman Ford, motion passed unanimously. Ack Moore, Moore Engineering Company, explained the request for Change Order #3, increasing the Meador Construction Contract on the Marlow waterline project by $201,333.12, as "bringing together several loose ends." Moore said there may be one final Change Order to come on this contract. Total of change orders has not increased the contract over the 10% limit. Except for paperwork, project is complete. Councilman Bishop moved to approve Change Order #3. Seconded by Councilman Duck, motion passed unanimously. Council took the following action on bids: GOLF COURSE MOWER Vendor Gulf Shores Turf Supply Pensacola, Fl Beard Equipment Co. Pensacola, F1 Gravley of Mobile Mobile Tieco Pensacola, F1 M & I Ford Tractor Daphne MacKinnon Tractor Mobile No response from Adams Supply, Milton, F1; or Total Cost Delivery $ 9,649.00 3 days $ 10,778.95 10 days $ 9,400.00 7 days $ 9,491.00 2 days $ 11,826.20 10 days $ 13,313.20 10 days Equipment, Montgomery; Coastal Turf Mobile Tractor Co, Mobile. It is recommended to accept the low bid by Gravley of Mobile at $9,400.00. --T.Mitchell --W. Smith Grounds Purch. Agt. 24 August 1992 1322 Councilman Ford moved to accept the low bid of $9,400.00 by Gravley of Mobile, provided all specifications are met. Seconded by Councilman Duck, motion passed unanimously. Councilman Duck moved to accept the low bids by Fletcher Oil Company of Eight Mile, Alabama, provided all specifications are met. Seconded by Councilman Bishop, motion passed unanimously. FOR GAS METERS Purchasing Agent Smith advised that a technical error in the specifications was discovered when these bids were opened. Council is requested to reject all bids and authorize a rebid. No tabulation given to protect bidders and prices. Councilman Bishop moved to reject all bids on the Gas Meters and authorize a rebid. Seconded by Councilman Duck, motion passed unanimously. Councilman Bishop moved that a special resolution be pre- pared for adoption and presentation to the family of Councilman Roy C. White at the next regular session. Seconded by Councilman Duck, motion passed unanimously. Meeting was duly adjourned to 10:00 a.m., Wednesday, 26 August 1992, at which time Council will canvass and announce the results of the Municipal General Election scheduled tomorrow, Tuesday, 25 August 1992.
