The City Council, City of Fairhope, met in regular session
at 5:30 pm; Fairhope Municipal Complex Council Chamber;
161 North Section Street; Fairhope, Alabama 36532; on
Monday, 10 August 1992.
Present were Mayor James P. Nix; Councilmembers Roy C. White,
Jeanette Puckett, David E. Bishop, Michael A. Ford, and John
V. Duck; City Attorney Marion E. Wynne and City Clerk Evelyn
Phillips. No one was absent.
There being a quorum present, Mayor Nix called the meeting
to order. Minutes of the 27 July 1992 regular session were
duly approved.
Councilwoman Puckett introduced an ordinance in writing
which will amend the employee benefits group health insurance
section of the City of Fairhope Personnel Rules and Regulations
to allow retired employees and their spouses to receive the
same health insurance benefit as active employees until the
retired employee is eligible for Medicare; provided the retiree
(a) qualifies for retirement, (b) is at least 55 years old,
(c) agrees to pay 10% of premiums, and (d) has not nor does
not become an employee of another employer who is covered by
Workmen's Compensation insurance or offers health insurance
to their employees. This ordinance will be given final consid-
eration at the next regular session.
Council reviewed Change Order #1, James Brothers contract
for a sewer line replacement, which will increase contract amount
by $1,195.00. After discussion, Councilman Bishop moved to
approve the Change Order. Seconded by I Councilman Duck, motion
to approve passed unanimously.
Councilman Ford introduced in writing, and moved for the
adoption of, the following resolution to appoint Election
Officers for the 25 August 1992 general election, and the
15 September 1992 run-off election, ifsrequired; and to give
Chief Inspector Vera Culver authority to appoint replacements,
if necessary. Seconded by Councilwoman Puckett, motion
passed unanimously:

RESOLUTION NO. 378-92
WHEREAS, a regular municipal election has been called to be held
on the 25th day of August, 1992, and a runoff election to be held,
if necessary, on the 15th day of September, 1992, and
WHEREAS, the Alabama Code of 1975, as amended, provides, in part,
that the municipal governing body, not less than 15 days before the
holding of any municipal election, appoint from its qualified electors
officers to hold the election, and
WHEREAS, the City of Fairhope, as requested by the Baldwin County
Probate Judge & County Commission, will be serving as a test of an
electronic voting machine provided by Roberts & Son of Birmingham,
requiring fewer officers than usual;
NOW, THEREFORE, BE IT RESOLVED by the City Council of Fairhope, Alabama,
that the election officers for said elections shall be as follows:

The developers of Corte Park, a residential and office park
development between Plantation Pointe Shopping Center and
Edwards Avenue (east of Greeno Road), advised in writing that
they wished to present two parcels of land, including improve-
ments, to the City as a gift for possible use as parkland.
One parcel is approximately 160' x 306' and lies north of
Plantation Boulevard; the other parcel is approximately 130'
x 220' and lies south of Plantation Boulevard. Councilman White
moved to accept the gift. Seconded by Councilman Bishop, motion
to accept passed unanimously.
Street Superintendent Tim Kant advised that Fairhope has
been awarded the "Growth Award" as a Tree City by the National
Arbor Day Foundation. Fairhope is one Iof 7 cities out of the
State's 90 Tree Cities selected to receive this award.
Mayor Nix showed Council a preliminary sketch for a pro-
posed project to install public restrooms downtown on Section
Street. The present fire truck garages opening onto Section,
between the Police Station and the backs of those businesses
facing Fairhope Avenue, will be replaced by the restroom area.
The fire truck garage will be relocated behind the Civil Defense
building with truck entering onto Bancroft Street.
Councilman Ford moved to pay bills as presented. Seconded
by Councilwoman Puckett, motion passed unanimously.
Meeting was duly adjourned at 5:46 pm.
