The City Council, City of Fairhope, met in regular session
at 5:30 pm; Fairhope Municipal Complex Council Chamber;
161 North Section Street; Fairhope, Alabama 36532; on
Monday, 13 July 1992.
Present were Mayor James P. Nix; Councilmembers Roy C. White,
Jeanette Puckett, David E. Bishop, Michael A. Ford, and John
V. Duck; City Attorney Marion E. Wynne and City Clerk Evelyn
Phillips. No one was absent.
There being a quorum present, Mayor Nix called the meeting
to order. Minutes of the 22 June 1992 regular session were duly
approved.
Council reviewed a Beer On/Off Premises License application
by Janice H. Weston, dba WESTON, INC., 254 Greeno Road. This
application due to a change of name, from Fairhope Bowling
Center. Location, principals, and type of license same. There
was police approval of the applicant. No one present was
opposed to the license. Councilwoman Puckett moved for approval.
Seconded by Councilman Ford, motion passed unanimously.
At the 8 June 1992 regular meeting, Council awarded a
bid to Mocar Oil Company to supply all departments with
15W40 motor oil. The bid was incorrectly reported to be
"3.09/gal" (for Citgo oil); should have shown "3.35/gal"
(for Texaco oil). At 3.35/gal, Mocar Oil is still the low bidder
due to a "no charge" bid for the use of necessary equipment.
Councilman Duck moved to correct the action by approving
the 3.35/gal bid. Seconded by Councilman Ford, motion
to correct passed unanimously.
Council took the following action on a bid for 6-inch
PVC PIPE. Bids good for six months, subject to escalation
due to unstable rosin market:

Councilman White opened a discussion by commenting
that much of the many good things about our city is due
to the outstanding quality of the city employees. He said
he has become concerned about the fact that city employees
who reach their retirement age are faced with losing the
health insurance coverage provided by the city. Councilman
White said this also coincides with the employee's reaching
the age when health insurance, if obtainable, is very costly.
After some discussion, Mayor Nix asked Councilmembers White
and Puckett to serve with him (Nix) as a committee to research
the possibilities of continuing healthiinsurance coverage
past retirement, and make a recommendation to the Council
on what can be done.
Mayor Nix announced the Governor's office has advised
that the city has been approved for a CDBG (ADECA) grant
of $322,100 for housing rehabilitation. The official announ-
cement will be made by Governor Hunt next Thursday, July 16th.
The grant should affect approximately 30 low-income home owners
in Fairhope.
Councilman Duck moved to pay bills as presented. Seconded
by Councilman Bishop, motion passed unanimously.
Meeting was duly adjourned at 5:37 pm.

Immediately following the meeting, a special presentation
was held: Congressman H.L. "Sonny" Callahan, representing
the Congressional Awards Council, presented a Gold Congressional
Award to Fairhope resident, and Auburn student, Karen Falck.
Ms. Falck received the award for outstanding volunteer
work at Auburn University and in the Governor's office.
Baldwin Commissioners Borden Morrow and Wendy Allen also
presented her with a plaque, as did Mayor Nix who also
proclaimed "Karen Falck Day" in Fairhope. Ms. Falck, her
parents, other relatives, and friendslthen enjoyed a reception
in honor of her achievement, in the Civic Center lobby.
