HomeMy WebLinkAbout05-25-1992 Regular Meeting1299 STATE OF ALABAMA X COUNTY OF BALDWIN X The City Council, City of Fairhope, met in regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber; 161 North Section Street; Fairhope, Alabama 36532; on Monday, 25 May 1992. Present were Mayor James P. Nix; Councilmembers Roy C. White, Jeanette Puckett, David E. Bishop, Michael A. Ford, and John V. Duck; City Attorney Marion E. Wynne and City Clerk Evelyn Phillips. No one was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 11 May 1992 regular session were duly approved. Council reviewed an application for a Restaurant Liquor License by Harry P. Johnson, dba SANTA FE GRILL, 19270 Scenic Highway 98. This building formerly used as a Jehovah's Witness Hall, located between Max's Cafe and the Carmel Square shopping area. There was police approval of the applicant. A resident of the area, Mr. Sam Dyson, said he opposed approval of the license because he feared increased traffic and parking problems. After some discussion, Councilman White moved to hold the application until the next regular session before taking action. Seconded by Councilman Bishop, motion passed unanimously. Councilman Duck introduced Ordinance No. 898 in writing, an ordinance establishing a schedule of rates for water service to the new Marlow Waterline Project customers. In order to take immediate action on this ordinance, Councilman Bishop moved to suspend the rules. Seconded by Councilman Duck, motion to suspend passed unanimously by the following vote: AYE -White, Puckett, Nix, Bishop, Ford, and Duck. NAY -none. Councilman Duck then moved for final adoption of Ordinance No. 898. Seconded by Councilwoman Puckett, motion to final adopt passed unanimously by the following vote: AYE -White, Puckett, Nix, Bishop, Ford, and Duck. NAY -none. Council took the following action on bids: 25 May 1992 1300 LUMBER FOR REPAIRS TO MUNICIPAL PIER (QUANITY & TYPE: 80 pieces 2"x8"xl6'; 80 120 pcs 2"x6"xl6'; and 60 pcs 4"x4"xl6', Treated.) Rutherford, Gen. Supt. --W. Smith, Purch. Agt. Councilman White moved to accept the low bid of $2,159.80 by NFL Building Supply, provided all specifications are met. Smith, Purch. Agt. Councilwoman Puckett moved to accept the bid by Mathes Electric, provided all specifications are met. Seconded by Councilman Bishop, motion passed unanimously. A small group from Rosa Acres presented a petition requesting a traffic light be installed at Edwards Avenue/Greeno Road intersection. Mayor Nix explained Greeno Road was a state highway (Hwy 98) and the request would have to be presented to the State Highway Department. This has been done before and the request was not granted. After discussion, Councilman 25 May 1992 1301 Bishop moved to forward the request and petition to the State. Seconded by Councilman Ford, motion passed unanimously. Councilman White reported that he had looked at the blind corners brought to the Council's attention by Mr. Tim Billings. He had also reviewed existing ordinances on the subject of parking spacing and found them to be adequate to alleviating the problem at St. James/Church intersection. Councilman White said where spacing did not help, deleting or reducing the size of the first space to each side of the intersection should take care of the blind corner although this will incon- vience persons seeking parking spaces in the area. He also recommended deletion/reduction for the Nichols/Section, the White/Section, and the Magnolia/No. Summit intersections. A group of some 30-35 persons, upset by recent maintenance work in Knoll Park, presented a petition requesting that the Park be left in a "natural" state. Street Superintendent Tim Kant explained that the maintenance work is necessary because of liability problems, that the trees and limbs removed were due to their being dead or hollow and threatening to fall and injure passers-by, and the azaleas removed were due to their being overgrown with briers and other growth and they will be replaced. Kant stated there are no plans to place benches, picnic tables, or gazebos in the park. He went on to say there are plans to make Knoll Park a "walking park" with species of every type flora possible, for study by students and for the "safe" enjoyment of all, and that interested persons will be invited to help with this project in the near future.
