HomeMy WebLinkAbout05-11-1992 Regular Meeting1296 STATE OF ALABAMA X COUNTY OF BALDWIN X The City Council, City of Fairhope, met in regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber; 161 North Section Street; Fairhope, Alabama 36532; on Monday, 11 May 1992. Present were Mayor James P. Nix; Councilmembers Roy C. White, Jeanette Puckett, David E. Bishop, Michael A. Ford, and John V. Duck; City Attorney Marion E. Wynne and City Clerk Evelyn Phillips. No one was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 27 April 1992 regular session were duly approved. Councilman Duck moved for final adoption of Ordinance No. 895, an ordinance to annex property of John and Alma Maxine Mixson, introduced at the April 27th meeting. Seconded by Councilman Ford, motion to adopt passed unanimously. Councilman Bishop moved for final adoption of Ordinance No. 896, an ordinance to annex property of Ann B. Schneider, introduced at the April 27th meeting. Seconded by Councilman Duck, motion to adopt passed unanimously. Councilwoman Puckett moved for final adoption of Ordinance No. 897, an ordinance to annex property of the Baldwin County Board of Education, introduced at the April 27th meeting. Seconded by Councilman Duck, motion to adopt passed unanimously. Councilman White introduced in writing, and moved for the adoption of, the following resolution. Seconded by Councilwoman Puckett, motion passed unanimously: *(over...) RESOLUTION NO. 373-92 BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, That Mayor James P. Nix is hereby authorized to execute a contract between the City and James Brothers Excavating, Inc., Daphne, AL., for the replacement of a sewer line as per the specifications prepared by Moore Engineering Company, for the sum of $49,625.00. ADOPTED THIS 11th DAY OF MAY, 1992. �r P. Nix, Mayor er *Res. No. 373-92: Ack Moore, of Moore Engineering Company, reported that two bids on the sewer replacement project were received: James Brothers at $49,625.00, and Meador Contracting Company at $61,434.27, and recommended acceptance of the low bidder, James Brothers. 11 May 1992 1297 Council reviewed an application for a Beer Off -Premises License and a Wine Off -Premises License by Paul E. Moore, dba Bay Shore Oil Company, Store #104, located on North Greeno Road (US 98). No one present was opposed to the licenses. There was police approval of the applicant. Councilwoman Puckett moved to approve the issuance of both licenses. Seconded by Councilman Ford, motion passed unanimously. Council reviewed an application for a Restaurant Liquor License by Alexis A. Legate, dba Arthur's Restaurant, located at 902 Morphy Avenue. This location formerly occupied by Dusty Rhoades Restaurant and The Walkabout Restaurant, both of which held RLL and Club Liquor Licenses. No one present was opposed to the license. There was police approval of the applicant. Councilman Ford moved to approve the issuance of the license. Seconded by Councilman Duck, motion passed unanimously. A letter from David G. and Anne Walsh, 218 South Mobile Street, requesting permission to construct a pier into Mobile Bay from the city beach park area in front of their home, was discussed. The Corps of Engineers requires this permission before they will issue the Walshes a building permit. Council- man Duck moved to grant permission, as other homes in the neighborhood all have piers. Seconded by Councilman Ford, motion passed unanimously. Councilman Bishop moved to reappoint Gen. Supt. Phil Rutherford to the Alabama Municipal Electric Authority Election Committee for 1992. Seconded by Councilman Duck, motion passed unanimously. Councilwoman Puckett moved to delete Darren Williamson from the Police Reserve roster, effective 1 May 1992. Seconded by Councilman White, motion passed unanimously. Councilman Duck moved to hear the following business not on the Agenda. Seconded by Councilman Ford, motion passed unanimously: BIDS ON 44,500 FT SPECIAL WIRE FOR SCADA SYSTEM Vendor Total Cost Delivery Hatfield & Company Mobile $ 2,601.30 3 weeks Mack Electric Dothan $ 2,104.50 3 weeks Baldwin Electric Fairhope No Bid Mathes Electric Fairhope $ 1,714.15 3 weeks Stuart C. Irby Co. Pensacola, FL No Bid It is recommended to accept the low bid by Mathes Electric of Fairhope as all specifications are met. --A. Norris, Elec.Supt. Councilman Bishop moved to accept the low bid by Mathes 11 May 1992 1298 Electric, provided all specifications are met. Seconded by Councilwoman Puckett, motion passed unanimously. Electric Supt. Aaron Norris reported there are about 700 customers signed up for the Load Management project. Mayor Nix reported that W&S Supt. Mike Rejczyk advised him of a new water consumption record as of yesterday, 4.5 million gallons. Ack Moore, Moore Engineering Company, reported the Marlow Water line project should be complete, and water will be in the lines, about the first of June. Mayor Nix also reported the street resurfacing project is more than half complete; and Supt. Rutherford reported the White Avenue bulkhead (beach erosion) project is past the 3/4's completion point. Councilman Duck moved to hear the following business not on -the Agenda. Seconded by Councilman Ford, motion passed unanimously: Councilman Duck introduced in writing, and moved for the adoption of, the following resolution. Seconded by Councilman Bishop, motion passed unanimously: RESOLUTION NO. 374-92 BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, that the streets and utilities of PECAN TRACE SUBDIVISION are hereby accepted for maintenance by the City, effective as of the date all provisions required by Chapter 19, Fairhope Code of Ordinances, are satisfied. ADOPTED THIS 11th DAY OF MAY, 1992. Councilwoman Puckett moved to pay bills as presented. Seconded by Councilman White, motion passed unanimously. Councilman White said he would check out the blind corners and parking spaces along St. James Avenue and Church Street as requested by Mr. Tim Billings and make a report as soon as possible.
