HomeMy WebLinkAbout04-27-1992 Regular Meeting1293 STATE OF ALABAMA X COUNTY OF BALDWIN X The City Council, City of Fairhope, met in regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber; 161 North Section Street; Fairhope, Alabama 36532; on Monday, 27 April 1992. Present were Mayor James P. Nix; Councilmembers Roy C. White, Jeanette Puckett, David E. Bishop, Michael A. Ford, and John V. Duck; City Attorney Marion E. Wynne and City Clerk Evelyn Phillips. No one was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 13 April 1992 regular session were duly approved. Rae Jackson and Barbara Lawson, representing the Recreation Board, told Council about plans for a May Day Festival to be held on the north end of the Beach at the Municipal Pier on Saturday, May 16th. There will be races, music, a May Pole, and other old-time family fun. Everyone is invited to bring a picnic and enjoy the beach with no admission charge. Councilman moved to close the beach to vehicular traffic. Seconded by Councilman Ford, motion passed unanimously. Councilwoman Puckett moved to approve proclaiming the month of May as "Older Americans Month" in the City of Fairhope. Seconded by Councilman Duck, motion passed unanimously. A public hearing was held, as advertised, on a petition to annex and zone three parcels of land belonging to Fred T. and Elizabeth Burmeister and Kathrine Burmeister, located south- east of Greeno Park Subdivision and west of Booth Road. No one had any comment for or against said annexation and zoning. Councilman Duck introduced in writing Ordinance No. 894, an ordinance annexing and zoning "Parcel A -(Fred & Elizabeth), 2.29 acres ±, zoned R3PGH; Parcel B-(Fred & Elizabeth),37.71 acres ±, zoned R2; and Parcel C-(Kathrine), 30 acres±, zoned R2." In order to take immediate action, Councilman Duck moved to suspend the rules. Seconded by Councilman Bishop, motion to suspend passed unanimously by the following vote: AYE -White, Puckett, Nix, Bishop, Ford, and Duck. NAY -none. Councilman Duck then moved for final adoption of Ordinance No. 894. Seconded by Councilman White, motion to final adopt passed unanimously by the following vote: AYE -White, Puckett, Nix, Bishop, Ford, and Duck. NAY -none. r 27 April 1992 1294 Council discussed an application for a Club Liquor License by Genea L. Comeau, dba PAPA'S PLACE, INC, 805 Mobile Street, as advertised. No one present objected to approving the license. Proof of publication was presented. There was police approval of the applicant. One lady asked Ms. Comeau if there would be volleyball games played late at night, as the previous tenant, Crawdaddies, had done. Ms. Comeau stated there would be no volleyball games at night. Councilman Duck moved for approval of the license. Seconded by Councilwoman Puckett, motion passed unanimously. Councilman White introduced in writing, and moved for the adoption of, the following resolution. Seconded by Councilman Ford, motion passed unanimously: RESOLUTION NO. 372-92 BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, That that certain 40-foot Right -of -Way off Third Street, within the City of Fairhope, Baldwin County, Alabama, is hereby named "Summer Lane". Nix, Mayor rk Council reviewed the following bids sories for the new Electric Dept Bucket VENDOR Eusco, Inc., White House, TN Duncan Manufacturing, Birmingham AL Teco, Inc., Ft. Wayne, IN Altec Industries, Birmingham, AL on the boom and acces- Truck: TOTAL COST $ 40,900 $ 39,605 $ 39,300 $ 36,300 It is recommended to reject all bids and rebid due to the specs not specifying overall height limits when boom, etc, is mounted on the truck chassis (purchased 3/11/92 meeting.) (Result: truck w/boom is too tall for door heights.)--W.Smith, Purch.Agt. --A.Norris, Elec Supt. Councilman Bishop moved to reject all bids and submit new specifications to rebid. Seconded by Councilman Duck, motion passed unanimously. Mayor Nix appointed Councilmembers Duck, Ford, and Puckett as a committee to meet with the Airport Board and Coastal Air Transport to review their differences pertaining to CAT's lease and make a report to the Council as soon as possible. 27 April 1992 1295 Councilman Bishop introduced an ordinance in writing to annex a 10' x 665' strip of land, owned by John & Alma Maxine Mixson, located between Greeno Road and Booth Road, extending from Twin Beech Road north to the southeast corner of the present corporate limits. The Mixson's annexation petition and this ordinance will be given final consideration at the next regu- lar council session. Councilman Duck introduced an ordinance in writing to annex a 10' x 540' strip of land, owned by Ann B. Schneider, located south of the Mixson property, extending south of Twin Beech Road to the northern boundary of lands of the Baldwin County Board of Education. Ms. Schneider's annexation petition and this ordinance will be given final consideration at the next regular council session. Councilman Ford introduced an ordinance in writing to annex approximately 80 acres, owned by the Baldwin County Board of Education, located east of Greeno Road and south of the Schneider property. The Board's annexation petition and this ordinance will be given final consideration at the next regular council session. Mr. Tim Billings, 103 St. James Avenue, asked for help in correcting "blind" corners at the intersections of St. James, Morphy, and DeLaMar Avenues with Church Street. He suggested the parking spaces along Church might be made more uniform in width so as to leave no parking areas on each side of these intersections. Gen. Supt. Rutherford was asked to look into this before the parking spaces were marked on newly resurfaced Church Street. Mayor Nix reported a national publication recently published an article which showed a drop in building permits on the national and state levels, and a 22% increase in permits in the City.
