The City Council, City of Fairhope, met in regular session
at 5:30 pm; Fairhope Municipal Complex Council Chamber ;
161 North Section Street; Fairhope, Alabama 36532; on
Monday, 25 November 1991.
Present were Mayor James P. Nix; Councilmembers Roy C. White,
Jeanette Puckett, David E. Bishop, Michael A. Ford, and
John V. Duck; City Attorney Marion E. Wynne and City Clerk Evelyn
Phillips. No one was absent.
There being a quorum present, Mayor Nix called the meeting
to order. Minutes of the 13 November 1991 regular session
were duly approved.
Mrs. Sue Mason, representing the South Alabama British Car
Club, came before council to request that the beach area be
closed to vehicular traffic on Saturday, 3 October 1992, for
British Car Club Day. She explained this early request is
due to their advertising program which will start next month.
Councilman Duck moved to grant the request. Seconded by Council-
man Ford, motion passed unanimously.
Mr. Ack Moore, Moore Engineering Company, reported
the following bids on construction of the Marlow Waterline
project were opened, as advertised, on November 20th and
they recommend the low bidder, Meador Contracting Company
of Mobile, be accepted:

Mr. Moore reported construction would begin within about
30-45 days, and the project should take approximately
five months. After some discussion, Councilman Ford introduced,
and moved for the adoption of, the following resolution.

RESOLUTION NO. 359-91
BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE,
ALABAMA, THAT Mayor James P. Nix is hereby authorized to execute
a contract between THE CITY OF FAIRHOPE and MEADOR CONTRACTING
COMPANY of Mobile, Alabama, for the construction of a water line
to the Marlow -Fish River area (known as the Marlow Waterline
Project), an expansion of the City's water system, as per
specifications under Moore Engineering Company's project number
0986-012, in the amount of $564,909.38; with an alternate in
the amount of $12,141.00.

Purchasing Agent Wayne Smith reported on the city's
computerization program begun in September, 1990. The
goal of the program was to tie departmental information
into a central data base, allowing each department's super-
visor to track vehicles, their repairs, fuel consumption,
etc.; to computerize the Competitive Bid List with required
record -keeping features; to control all Inventory; to systematize
purchase orders and accounts payable; and track employee
information. To date, all programs, with the exception
of Accounts Payable, are on line and functioning largely
due to the excellent work of Electric Employee Andrew Harrison.
Custom Information Systems of Mobile was given the task
of programming the Purchasing, Inventory Control, and Accounts
Payable sections and they report a tentative completion
date (for AP) "within three -to -four weeks."
Joe Thomas Odom, reporting for Volunteer Fire Department
Chief Tim Kant, said their Training Center building is
complete, they are working on the access road and parking
lot, and they are about 80% ready to start using the Center.
The improvements to Fire Station #2 is about 60% complete,
delayed somewhat because of juvenile vandalism, but they
hope to have job complete by the first of the year.
Gas Superintendent Steve Seay reported his department
should complete a one -mile extension of the City's gas
line by mid -December. Responding to a request for natural
gas by several property owners, this extension (up the
east side of US 98) will make our gas available to 30 homes,
10 trailer -sites, and three business locations.
Mayor Nix reported, for General Superintendent Phil
Rutherford who called in that he was held up in Mobile,

that the bulkhead is complete in Fly Creek and the clean-
up work (near City's boat rental stalls) should be finished
by Thanksgiving. Councilman Bishop, and others, remarked
on what an impressive job Phil and the city employees have
done on this project and recommended everyone should go
take a look.
Steve Seay, representing Detachment 1 of the 640th
Ordinance Company of the Alabama Army National Guard head-
quartered in Fairhope, invited the Mayor and Council, and
their families, to attend the Detachment's 50th Anniversary
and Christmas Party at Fort Reil Armory on December 7th.
Meeting was duly adjourned at 5:57 pm.
