STATE OF ALABAMA
COUNTY OF BALDWIN
The City Council, City of Fairhope, met in regular session
at 5:30 pm; Fairhope Municipal Complex Council Chamber;
161 North Section Street; Fairhope, Alabama 36532; on
Monday, 26 August 1991.
Present were Councilmembers Roy C. White, Jeanette Puckett,
David E. Bishop, Michael A. Ford, and John V. Duck; City
Attorney Marion Wynne and City Clerk Evelyn P. Phillips.
Mayor James P. Nix was absent.
Mayor Pro Temp John V. Duck presided in the absence of
Mayor Nix.
There being a quorum present, Mayor Pro Temp Duck called
the meeting to order. Minutes of the 12 August regular session
and of the 14 August 1991 special session were duly approved.
Council reviewed a request to place a canopy over the
sidewalk by Julwin's Restaurant, 411 Fairhope Avenue. Council-
man White expressed concern about sidewalk space between
the canopy supports and the deacon's benches which sit in
front of the restaurant. Mrs. Kathy Kennerson, owner, asked
that no decision be made until she could talk with her architect
about the space because she did want to keep the benches.
Councilman White moved to table the request.
The Alabama Department of Environmental Management is
requiring some information about the directional flow of
storm/wastewater drainage in Fairhope, Daphne, and Baldwin
County. In order to comply with this, an engineer will have
to do an extensive study. The Baldwin County Commission
and the City of Daphne have proposed that they, and the City
of Fairhope, join together in hiring one engineer to do the
required work for all, instead of each entity doing a separate
study. This should result in a lower cost for all. After
some discussion, Councilman Bishop moved to agree in principal
with this proposal, but to reserve a final committment until
more details are known. Seconded by Councilwoman Puckett,
motion passed unanimously.
Councilwoman Puckett moved to reappoint Sue Mason, Michael
Baugh, and Robert Colling,each to a two-year term, on the
Airport Board. Seconded by Councilman Ford, motion
passed unanimously.

It is recommended to accept the low bid by VecTec.--W.Smith,Purch.Agt,
Councilman Ford moved to accept the low bid of $52.95 per
gallon, provided all specifications are met. Seconded by
Councilman Bishop, motion passed unanimously.

Councilman White moved to accept the low bid by Baldwin
Materials, Inc., provided all specifications are met. Seconded
by Councilwoman Puckett, motion passed unanimously.
Councilman Bishop moved to hear the following business
not on the Agenda. Seconded by Councilwoman Puckett, motion
passed unanimously:
Councilwoman Puckett moved to authorize bids be requested
for a Street Sweeper. Seconded by Councilman Ford, motion
passed unanimously.
Councilman Ford announced the Museum Committee will meet
on September 5th, 7:00 pm, in the Council Chamber, at which
time the results from the public interest survey will be
given. The public is invited.
