HomeMy WebLinkAbout07-08-1991 Regular Meeting1205 STATE OF ALABAMA COUNTY OF BALDWIN Z The City Council, City of Fairhope, met in regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber ; 161 North Section Street; Fairhope, Alabama 36532; on Monday, 8 July 1991. Present were Mayor James P. Nix; Councilmembers Roy C. White, Jeanette Puckett, David E. Bishop, Michael A. Ford, and John V. Duck; City Attorney Marion E. Wynne and City Clerk Evelyn Phillips. No one was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 24 June 1991 regular session were duly approved. A public hearing was held, as advertised, on an ordinance to amend the Zoning Ordinance by adding Section 7.878 "Banners as Temporary Signs." No one present was opposed to the ordinance. The Planning & Zoning Commission recommended adoption of the ordinance. Councilman Bishop introduced Ordinance No. 880. In order to •take immediate action, Councilman Duck moved to suspend the rules. Seconded by Councilwoman Puckett, motion to suspend passed unanimously by the following vote: AYE -White, Puckett, Nix, Bishop, Ford, and Duck. NAY -none. Councilman Duck then moved for final adoption of Ordinance No. 880. Seconded by Councilwoman Puckett, motion to adopt passed unanimously by the following vote: AYE -White, Puckett, Nix, Bishop, Ford, and Duck. NAY -none. Councilman Ford introduced Ordinance No. 881, an ordinance making it unlawful to fish or swim on the grounds of the Quail Creek Municipal Golf Course; trespassing defined; and penalty set out. In order to take immediate action, Councilman Bishop moved to suspend the rules. Seconded by Councilman Duck, motion to suspend passed unanimously by the following vote: AYE -White, Puckett, Nix, Bishop, Ford, and Duck. NAY -none. Councilman Bishop then moved for final adoption of Ordinance No. 881. Seconded by Councilman Duck, motion to final allopt passed unanimously by the following vote: AYE -White, Puckett, Nix, Bishop, Ford, and Duck. NAY -none. Council reviewed an application for a Club Liquor License by Charles V. Henderson IV, Chickasaw Eateries, Inc., dba THE WALKABOUT, a restaurant at 902 Morphy Avenue. This was 8 July 1991 1206 formerly the Dusty Rhoades Restaurant and the application is due to a change of name only. Councilman Ford moved to approve the issuance of the license under the new name. Seconded by Councilman Duck, motion passed unanimously. Council took the following action on bid items: FOR 3000# READY -MIX CONCRETE IN TRK-LOAD AND LESS-THAN-TRK-LOAD: VENDOR COST PER CU.YD. DELIVERY Reynolds Brothers Foley $ 51.69 2 hours It is recommended to accept this bid.--W.Smith, Purch.Agt. Councilman Duck moved to accept the bid by Reynolds Brothers Concrete. Seconded by Councilman Ford, motion passed unanimously. FOR NINE MANHOLES-CDBG SEWERLINE PROJECT -INDUSTRIAL PARK: VENDOR COST DELIVERY Sikes Pipe Company Pensacola, F1 $ 3,887.00 7 days Faulkner Concrete Pipe Mobile $ 2,275.49 4-5 days It is recommended to accept the low bid by Faulkner Pipe. --W.Smith, Purch. Agt. Councilwoman Puckett moved to accept the low bid by Faulkner Concrete Pipe, provided all specifications are met. Seconded by Councilman White, motion passed unanimously. Electrical Superintendent Aaron Norris made a report to Council on the SCADA computer system. This is a system whereby the utilities supervisors can monitor and control the electric, the water and sewer, and the gas lines from their office instead of out in the field (by computers). Mr. Norris reported that two bids had been received: The ILEX System, Inc. Milpitas, Ca $ 113,316 QEI System Springfield, NJ $ 135,590 and recommended acceptance of the low bid by ILEX. After some discussion, Councilman Bishop moved to accept the low bid by ILEX, Inc. Seconded by Councilman Duck, motion passed unanimously. Councilman Ford moved to hear the following business not on the Agenda. Seconded by Councilman Duck, motion passed unanimously A letter from Jubilee Music Company was read requesting per- mission to block off Del La Mar Avenue from Section Street to 8 July 19991 1207 Church Street from 5:30 pm to 10:30 pm on July 22nd for a Street Dance. This is in connection with the Alabama Association of School Boards convention. The letter had an attached list of residents of Del La Mar Avenue who were not opposed to the blocking of their street, but there was one property owner who stated he was opposed. During discussion, it was mentioned that the blocking of Fairhope Avenue (from Section to Church) might be a better plan since there are no residential sites along that block. Councilman Ford moved to authorize the Mayor to work out a location for the street dance. Seconded by Councilman Duck, motion passed unanimously. There being no other business, meeting was duly adjourned at 5:50 pm.
