HomeMy WebLinkAbout03-25-1991 Regular Meeting1172 STATE OF ALABAMA Z COUNTY OF BALDWIN Z The City Council, City of Fairhope, met in regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber; 161 North Section Street; Fairhope, Alabama 36532; on Monday, 25 March 1991. Present were Mayor James P. Nix; Councilmembers Roy C. White, Jeanette Puckett, David E. Bishop, Michael A. Ford, and John V. Duck; City Attorney Marion E. Wynne and City Clerk Evelyn Phillips. No one was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 14 March 1991 regular session were duly approved. Council took the following action on bids: FOR LUBRICATING OIL FOR ALL DEPARTMENTS VENDOR COST DELIVERY Mocar Oil Company $3.40/gal Pensacola, Fl Texaco Ursa Super Plus 2 days it Alternate $2.99/gal (does not meet specs) Citgo C500 2 days Davidson Oil Company $3.12/gal Mobile no name given (does not meet specs) 3 days McPherson Oil Company $3.48/gal Bay Minette Exxon XD3 10 days Radcliff Marine Mobile No Bid Petroleum Energy Mobile No Bid It is recommended to accept the lowest bid meeting specifications, Mocar Oil Company Texaco Ursa Super Plus @ $3.40.gal. --P. Rutherford, Supt. --W. Smith, Purchasing Agt. Councilman Duck moved to accept the low bid as recommended, provided all specifications are met. Seconded by Councilman Bishop, motion passed unanimously. Councilman Bishop moved to reappoint A. I. Bauman for a 5-year term on the Library Board. There being no other nominations, Councilwoman Puckett moved nominations be closed and Mr. Bauman be appointed by acclamation. Seconded by Council- man Duck, motion passed unanimously. 25 March 1991 1173 Thad Ingram, consulting engineers Moore Engineering Company, made a progress report on the water tank and well. The two -million -gallon capacity, 150-feet tall water tank, on Fairhope Avenue near the Middle School, is complete and has been functioning since January. Some grassing and fencing remains to be finished this week. A 20-feet tall Cellular Tower has been added to the tank, which also has about 5,000 square feet of storage space underneath. A strobe light and an aviation -clear red light has been affixed to the tank, even though not required, to insure the safety of aircraft. The well, located on Highway 32 northeast of the Airport, is about 9So complete. An ADEM inspector is expected this week and the well should be operating within the next two - to -three weeks. Mr. Ingram also reported that the bar screen and conveyor system for the Wastewater Treatment Plant are on order and should be installed within the next four weeks. Councilman Ford, as chairman of the Bulkhead Committee, gave a preliminary report on their activities concerning the beach erosion between the Bay Winds Condominiums and Nichols Avenue. A meeting was held with the Corps of Engineers and several corrective measures were discussed. As soon as a scope of work is determined, application for a permit will be sent to the Corps, public hearings will be held, and some work will be done within the next two -or -three months. A firm recommendation will be made to the Council by the Committee as soon as possible. Councilman Duck moved to authorize newspaper advertisements of a Public Hearing as required for the Council to consider a rezoning request by the First Baptist Church. Seconded by Councilwoman Puckett, motion passed unanimously. Mayor Nix appointed Councilman White, Councilwoman Puckett, General Superintendent Rutherford, and Public Works Superintendent Kant to serve as a committee to make recommendations as to how to deal with some garbage pick-up problems the City is having with restaurants, service stations, and apartment com- plexes. Mr. White is to serve as chairman. Mr. Burt Roberts asked for information about a possible lodging tax in Fairhope to support the Visitors Information Center north of Daphne. He was informed the Chamber of Commerce was making plans along those lines but nothing has been pre- sented for Council consideration as yet. Councilman Ford announced the Museum Committee will meet on the 2nd Tuesday in April. Meeting was duly adjourned at 6:03 pm. /J OJam s Nix, Mayor City 1er
