HomeMy WebLinkAbout03-14-1991 Regular Meeting1170 STATE OF ALABAMA Z COUNTY OF BALDWIN X The City Council, City of Fairhope, met in regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber; 161 North Section Street; Fairhope, Alabama 36532; on Thursday, 14 March 1991. Present were Mayor James P. Nix; Councilmembers Roy C. White, Jeanette Puckett, David E. Bishop, Michael A. Ford, and John V. Duck; City Attorney Marion E. Wynne and City Clerk Evelyn Phillips. No one was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 25 February 1991 regular session were duly approved. Water and Sewer Superintendent Michael (Mike) Rejczyk was honored with a special plaque from the City and one from the Volunteer Firemen on the occasion of his retirement from the Firemen after twenty-two years. Mayor Nix appointed a special committee to study beach erosion from Bay Winds Condominiums to Nichols Avenue and report their findings as soon as possible as per a request by several property owners. The appointees are Councilmen Ford, Duck and Bishop, with Ford to act as Chairman. Councilman Bishop moved to proceed with an application for a CDBG Housing Rehabilitation grant as outlined by consulting firm Phillip Roth & Associates. Seconded by Council- woman Puckett, motion passed unanimously. Mayor Nix reported that the State of Alabama had awarded the City a $20,000 grant to replace the bulkhead at Fisherman's Wharf and at Pier Street pier. The grant is to purchase materials with the City providing the labor. Under old business, Mayor Nix advised that he had been contacted by Larry Sutley, attorney for the Twin Beach Sewer Authority, requesting written confirmation that the City will assist the Point Clear sewer project along the plan as outlined to the Baldwin County Commission in 1989, with the exception of the maintenance being done by the City instead of by the County. After some discussion, Councilman White moved to authorize the Mayor to write the Authority saying we will agree to assist them according to the same conditions as outlined in the Mayor's letter to the Commission dated 13 June 1989 with the exception of Item #1; the City will maintain the system and bill the County Commission at its cost. If someone other than the County is to be billed, that entity must be first approved by the City Council on the basis of a demonstrated stability and ability to meet all conditions outlined in the June letter including the 14 March 1991 1171 financial ability to meet its obligations. Motion was seconded by Councilman Duck and passed by unanimous vote. President Bush has asked that all veterans of the recent Persian Gulf War be especially remembered and honored this Fourth of July. Mayor Nix asked that anyone who would like to make a special donation to the City's Fireworks Fund please come by City Hall before May 1st so that additional celebration plans can be made for this purpose. Councilman Duck moved to pay bills as presented. Seconded by Councilwoman Puckett, motion passed unanimously. There being no further business, meeting was duly adjourned at 5:55 pm.
