HomeMy WebLinkAbout11-23-1987 Regular MeetingSTATE OF ALABAMA COUNTY OF BALDWIN X The City Council, City of Fairhope, met in regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber; 161 North Section Street; Fairhope, Alabama 36532; on Monday, 23 November 1987. Present were Mayor James P. Nix; Councilmembers Roy C. White, Jeanette Puckett, David E. Bishop, Michael A. Ford, and Barney L. Shull; City Attorney James Reid and City Clerk Evelyn Phillips. No one was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 9 November regular session and the 12 November special session were duly approved. Mr. Phillip Norris of the University of South Alabama - Baldwin County came forward to present a special plaque to Mayor Nix, and one to the Council, in appreciation of their support during the past year. Councilman Bishop moved to authorize the Mayor to hold an auction on some obsolete city equipment as soon as possible. Seconded by Councilman Shull, motion passed unanimously. Council discussed a lease proposed by the Airport Board. The Board recommends the lease of premises at the Airport to Air Charter, Inc., for the erection of a private hangar; terms to be $500.00 per year for thirty years. Councilwoman Puckett moved to table the lease until the next session so all can have time to study the proposal. Seconded by Councilman White, motion passed unanimously. David Walter, of Walter Marine, Inc., came before Council to request an amendment to his current "Boat Stalls" lease. Mr. Walter is considering entering into a partnership with Edward M. Wall, Thomas Hutchings, and Jim O'Neal and they wish to revise Marina plans involved in the "Boat Stalls" lease. Several property owners near the site on Fly Creek were present and expressed their concern about the boatyard and marina leased to Mr. Walter and future plans for its development. The property owners complained of low water pressure, noise, dust, lower property values, etc. Council felt they did not have adequate information to take action at this time. Mr. Walter was concerned about a February 1988 permit deadline in the present lease. Councilman Shull moved to table the matter for more study with the stipulation that the period of time this matter is tabled will be applied to the February deadline. Seconded by Councilman Ford, motion passed unanimously. 23 November 1987 897 Councilwoman Puckett introduced, and moved for the adoption of, the following resolution. Seconded by Councilman Ford, motion passed unanimously: RESOLUTION NO. 240-87 BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, That the Mayor and the City Clerk be, and they hereby are, authorized and directed to execute and attest respectively, for and on behalf of the CITY OF FAIRHOPE, an Agreement, by and between the CITY and the STATE OF ALABAMA HIGHWAY DEPARTMENT, for the installation, upgrading and maintenance and/or removal of traffic signal equipment and associated hardware for the following location: US 98 (Green Road) at Gayfer Avenue A copy of said Agreement is on file in the City Clerk's office. ADOPTED THIS 23rd DAY OF NOVEMBER, 1987. For insurance purposes, Councilman White moved to delete Donald Babb, Berry Giles, Larry Odom, and Richard Willard; and to add Eddie Hall, Ed Harding, and Ted Gautney; to the Volunteer Firemen roster. Seconded by Councilman Shull, motion passed unanimously. Councilman Shull moved to hear the following business not on the Agenda. Seconded by Councilwoman Puckett, motion passed unanimously: Councilman Shull moved to reschedule the December 14th regular session to December 21st due to the National League of Cities convention. Seconded by Councilman Ford, motion passed unanimously. Councilman White moved to approve sidewalk construction on Young Street from Morphy to Nichols; on Gayfer Avenue from present end -of -construction to Ingleside; and on Ingleside from Gayfer to Fairhope Avenue. Seconded by Councilman Shull, motion passed unanimously. Mayor Nix reported he had negotiated the low bid on the small bulldozer with Thompson Tractor Company from $41,627.81 to $391427.00.
