HomeMy WebLinkAbout10-12-1987 Regular MeetingSTATE OF ALABAMA X COUNTY OF BALDWIN The City Council, City of Fairhope, met in regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber, 161 North Section Street; Fairhope, Alabama 36532, on Monday, 12 October 1987. Present were Mayor James P. Nix; Councilmembers Roy C. White, David E. Bishop, Michael A. Ford, and Barney L. Shull; City Attorney James Reid and City Clerk Evelyn Phillips. Councilwoman Jeanette Puckett was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 28 September 1987 regular session were duly approved. A public hearing was held on the rezoning request by Chester Hunt. Mr. Hunt requested a change from R5 High Den- sity Dwelling Residential to B2 General Business on his property at 415 Young Street. Councilman Bishop reported the Planning & Zoning Commission recommends approval. No one present was opposed to the rezoning. Councilman Bishop introduced an ordinance to rezone the property as requested. In order to take immediate action, Councilman Shull moved to suspend the rules. Seconded. by Councilman Bishop, motion to suspend passed unanimously by the following vote: AYE - White, Nix, Bishop, Ford, and Shull. NAY - none. Councilman Bishop then moved for final adoption of Ordinance No. 800 . Seconded by Councilman Shull, motion passe unanimously by the following vote: AYE - White, Nix, Bishop, Ford, and Shull. NAY - none. Petitions for annexation from property owners located off Gayfer Avenue extension (County Road 30)- Meadowbrook Sub - Division, L.D. Powell, George Stejskal, C.W. Grant, and W. C. Majors- were reviewed and approved. Councilman Ford introduced an Ordinance to annex the approximately 30.8 acres which will receive final consideration at the next regular Council session. A petition for annexation from the Fairhope Single Tax Corporation and leasee W. C. Stewart- approximately 3 acres at the intersection of Morphy Avenue and Troyer Road- was reviewed and approved. Councilman Ford introduced an Ordi- nance to annex the property which will receive final consid- eration at the next regular Council session. Agent After discussion, Councilman White moved to accept the low bid meeting specifications, Thompson Tractor at $93,566, on the 60-month lease purchase plan. Seconded by Councilman Shull, motion passed unanimously. Councilman Ford moved to approve Municipal Judge Wynne's request to change Court meeting time from 7:00 pm to 6:00 pm. 12 October 1987 NM Seconded by Councilman Shull, motion passed unanimously. 'Councilman White moved to hear the following business not on the Agenda. Seconded by Councilman Bishop, motion passed unanimously: Bids on materials to construct the Golf Course Clubhouse were opened by the Recreation Board: Vendor Total Costs • NFL Building Center, Daphne $ 19,761.19 Material Sales, Fairhope $ 183,240.74 (includes a 30-yr roof) Councilman Shull moved to accept the low bid from Material Sales Company. Seconded by Councilman Ford, motion passed unanimously. Councilman Shull introduced, and moved for the adoption of, the following resolution. Seconded by Councilman White, motion passed unanimously: RESOLUTION NO. 235-87 BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA,That the proposed Budget presented and reviewed this 12th day of October, 1987, be hereby approved and adopted for Fiscal Year 1987-1988; and BE IT FURTHER RESOLVED that the Annual Salaries of City Per- sonnel shall be as shown on a list entitled "Annual Salaries of all City Personnel - Res. No. 235-8711; said list to be filed in the Office of the Mayor; of the City Clerk; and of the Personnel Director; and BE IT FURTHER RESOLVED that the Mayor be authorized to enter into a contract with the EASTERN SHORE CHAMBER OF COMMERCE to promote the City of Fairhope. The contract shall be for one year --I October 1987 to 30 September 1988--but may be canceled at any time. Contract shall call for a payment to the ESCC of $100.00 per month from the General Fund and $100.00 per month from each of the Utility Funds; or $4,800 for the one-year term; and BE IT FURTHER RESOLVED that the Mayor be authorized to obtain bids on the capitol improvement items as shown in the Budget as soon as possible. Street Supt. Tim Kant advised Council that the City's Trash service had now been operating some 2-1/2 months and are doing an excellent job. Schedules are being kept and complaints are few. Mr. Kant asked for help with the problem of homeowners clearing their own vacant lots and leaving huge piles of trash.... holding up the trash truck in one location for several hours. (Contractors clearing lots must dispose of their debris themselves, under city ordinance.) After much discussion, Council tabled the matter for more study and later action. A resident from Seacliff Drive complained of beach visitors leaving debris on private property facing the beach. She asked for help in letting visitors know that beach area ends at high-water mark, such as putting up signs saying "End of Public Property". Meeting was duly adjourned at 6:11 pm. r A.� Y ?aes P.
