COUNTY OF BALDWIN X
The City Council, City of Fairhope, met in regular session
at 5:30 pm; Fairhope Municipal Complex Council Chamber,
161 North Section Street; Fairhope, Alabama 36532; on
Monday, 28 September 1987.
Present were Mayor James P. Nix; Councilmembers Roy C.
White, Jeanette Puckett, David E. Bishop, Michael A. Ford,
and Barney L. Shull; City Attorney James Reid and City
Clerk Evelyn Phillips. No one was absent.
There being a quorum present, Mayor Nix called the meeting
to order. Minutes of the 14 September regular session and
the 21 September special session were duly approved.
A public hearing was held on the application for a Club
Liquor License by Phyllis Rhoades, dba DUSTY RHOADES RESTAURANT,
located at 902 Morphy Avenue. Proof of publications was pre-
sented. No one present was opposed to the license. There
was police approval. Councilman White moved to approve the
application. Seconded by Councilman Shull. After discussion,
motion carried by the following vote: AYE - White, Puckett,
Ford, Shull. NAY - Bishop.
Council reviewed amendments to the 1986-87 city budgets.
Councilman Bishop moved to approve amendments as presented.
Seconded by Councilwoman Puckett, motion passed unanimously.
Councilman Shull introduced Ordinance No. 799, an ordinance
setting forth regulations regarding handicapped parking spaces.
In order to immediately consider this ordinance, Councilman
Bishop moved to suspend the rules. Seconded by Councilman
Shull, motion to suspend passed unanimously by the following
vote: AYE - White, Puckett, Nix, Bishop, Ford, Shull. NAY -
none. Councilman Shull then moved for Final Adoption of
Ordinance No. 799. Seconded by Councilman Ford, motion passed
unanimously by the following vote: AYE - White, Puckett, Nix,
Bishop, Ford, Shull. NAY - none.
Councilman White introduced, and moved for the adoption of,
the following resolution; with the provision that, if the
described 50/50 joint venture proves to be more expensive
than doing the job on our own, we will do it ourselves.
Seconded by Councilman Shull, motion passed unanimously:

RESOLUTION NO. 233-87
BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF
FAIRHOPE, ALABAMA, That a traffic study by the State
Highway Department indicates that the traffic flow
through the intersection of US 98 (Greeno Road) and
Gayfer Avenue warrants the installation of a traffic
signal; and, said signal can be installed as a joint
venture between the City and the State on,a possible
50/50 ratio;
THEN, THEREFORE be it hereby resolved that the order
be sent to the Highway Department to begin work on
the installation as expeditiously as State funds
will allow.
ADOPTED THIS 28th DAY OF SEPTEMBER, 1987.
Councilman Shull introduced, and moved for the adoption of,
the following resolution. Seconded by Councilman Ford,•
motion passed unanimously:
RESOLUTION NO. 234-87
WHEREAS, the City of Fairhope and the surrounding area is
now being served by a South Central Bell No. 5 Crossbar
Switching System; and
WHEREAS, this telephone switching system does not allow
the people of Fairhope and the surrounding area to be
able to take advantage of a number of advance features
that are available with the new electronic switching
stations; and
WHEREAS, we find that the Fairhope switching office is not
to be replaced until some time after 1991; NOW, THEREFORE
BE IT RESOLVED that the Mayor and Council of the City of
Fairhope respectfully request that consideration be given
to a more expeditious replacement of the old No. 5
Crossbar System with a new electronic switching system.

Councilman Ford moved to authorize bid requests on a
20-Ton minimum Dozer for use at the landfill. Seconded by
Councilman Shull, motion passed unanimously.
Meeting was duly adjourned at 5:55 pm.
