HomeMy WebLinkAbout07-27-1987 Regular Meeting864 STATE OF ALABAMA COUNTY OF BALDWIN The City Council, City of Fairhope, met in regular session at 5:30 pm; Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 27 July 1987. Present were Mayor James P. Nix; Councilmembers Roy C. White, Jeanette Puckett, David E. Bishop, Michael A. Ford, and Barney L. Shull; City Attorney James Reid and City Clerk Evelyn Phillips. No one was absent. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 13 July 1987 regular session were duly approved. Mr. Kenneth Cain, representing a group of private donators, presented a large silver trophy to be known as the "Barney Shull Golf Trophy". The trophy is to belong to the City, be kept at the Golf clubhouse, and be symbolicly awarded to the winner of an annual golf tournament. The winner's name would be inscribed on an appropriate plaque attached to the trophy's glass case. The trophy is to honor Councilman Shull for his work as a councilman and as Recreation Board chairman toward the Municipal Golf Course. Councilman Shull and the Mayor both expressed appreciation to Mr. Cain and his group for this honor. Councilman Shull moved for the final adoption of Ordinance No. 794, an ordinance amending Code Section 6-6 having to o� with the Harbor Board, fees, other rules and regulations. Seconded by Councilman Ford, motion passed unanimously. Councilman White introduced an ordinance to re -define Fire District No. 1 by amending Code Section 7-8. This ordinance will be given final consideration at the next regular session. Councilman Ford introduced, and moved for the adoption of. the following -resolution. Seconded by Councilwoman Puckett, motion passed unanimously: (Resolution No. 227-87 on the next page...) 27 July 1987 865 RESOLUTION NO. 227-87 BE IT RESOLVED by the governing body of the City of Fairhope, Alabama, that the Fairhope Municipal Golf Course shall be named "Quail Creek" - a City of Fairhope Golf Course and shall be open to the general public as a municipal golf facility. BE IT FURTHER RESOLVED that the following golf course fees shall be established: Green Fee Cart Rental (18 holes) Annual Fees Membership (400 limit) Spouse Dependent (playing w/adult) (Dependent must be under 22 years of age, full-time school/college student, living at home.) Junior - Individual (must be under 22 years of age, full time school/college student) Special Sign-up Fee (1 time) to 9/01/87 9/02/87 to opening day After opening day $ 9.00 $12.00 / 2 $325.00 / Yr. $ 75.00 / Yr. $ 50.00 / Yr. (all) $185.00 / Yr. none $100.00 $300.00 Fees may be amended upon recommendation from the Recreation Board and by approval of the City Council. BE IT FURTHER RESOLVED that the daily programs, activities, and rules of play shall be.a function of the City Recreation Department. BE IT FURTHER RESOLVED that all golf course employees shall and will be under the direct supervision of the General Superintendent of the City of Fairhope governed by the established Personnel Rules and Regulations of the City of Fairhope, Ordinance $593, adopted 11 July 1977 and as amended. BE IT FURTHER RESOLVED that all purchases of supplies and equip- ment for the golf course shall be handled through the City of Fairhope Purchasing Department; all cash receipts and disbursements shall be under the supervision of the City Clerk; governed by the established rules of operation of the Fairhope City Council. ADOPTED THIS 27th DAY OF JULY, 1987. ty 27 July 1987 J' 866 After adoption of this ordinance, there was some discussion about the use of private golf carts with a fee for same. The Council asked for public input on the question of whether to allow or not allow private carts. The following bids were opened by the Electrical Super- intendent on some air conditioning work being done by the City on several buildings at the Faulkner State College Marietta Johnson campus: A $ B Heating & Air Conditioning Silverhill Dowsey, Inc. Ingersoll's Fairhope Ruffles Company Fairhope TOTAL COST $ 8,447.00 $ 9,943.00 $ 11,126.00 $ 11,028.32 $ 13,500.00 Recommend accept low bid from A & B Heating and Air Conditioning, all specifications are met. Councilman Bishop moved to accept the low bid, provided all specifications are met. Seconded by Councilman Shull, motion passed unanimously. Mayor Nix paid special tribute to General Superintendent Phil Rutherford for the outstanding job he has done and is doing for the City. The Mayor said Phil is a "can do" fellow, citing his long hours and hard work on the Bay -Pier area dredging work and especially his work on the Golf Course.
