COUNTY OF BALDWIN
The City Council, City of Fairhope, met in regular session
at 5:30, p.m.; Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532, on
Monday, 13 April 1987.
Present were Mayor James P. Nix; Councilmembers Roy C.
White, Jeanette Puckett, David E. Bishop, Michael A. Ford,
and Barney L. Shull; City Attorney James Reid and City
Clerk Evelyn Phillips. No one was absent.
There being a quorum present, Mayor Nix called the
meeting to order. Minutes of the 23 March 1987 regular
session were duly approved.
Councilman Bishop introduced an ordinance to authorize
the Mayor to execute a Lease Agreement with Walter Marine, Inc.,
on some real property located on the north side of Flying
Creek. This ordinance will be considered for final adoption
at the next regular session.
Former councilmember Trisha Lo Porto addressed Council,
in the place of Mrs. Delores Falls, and asked for support of
the School Tax proposal coming up for public vote on May 12th.
Councilman White introduced, and moved for the adoption of,
the following resolution. Seconded by Councilman Shull,
motion passed unanimously:
RESOLUTION NO. 219-87
WHEREAS, we, the Mayor and City Council of the City of
Fairhope, Alabama, support the Baldwin County Board of
Education in their efforts to improve the quality of
education and facilities in Baldwin County; and
WHEREAS, the proposal to re -authorize a 7 mill property
tax and to increase property taxes in Baldwin County
by 5 mills is to be put before the Baldwin County
voters May 12th, 1987; and
WHEREAS, the proceeds from the 5 mill property tax will
be used towards the construction of new facilities in
Baldwin County and the maintenance of these facilities;
NOW THEREFORE BE IT RESOLVED that the Mayor and Council
of the City of Fairhope ask that the voters in this City
and area give serious consideration to this issue.
ADOPTED THIS 13th DAY OF APRIL, 1987.

John Sledge and Grey Redditt made a short presentation
on historic buildings in Fairhope. They have a grant.to
research Baldwin County architecture for adding buildings
to the National Register of Historic Buildings. Of the
500 sites under consideration, some 200 are located in
Fairhope. The gentlemen, representing the Baldwin County
Historic Development Commission, requested $5,700 to aid
this project. The matter will be considered and an answer
given at a later date.
Councilman Shull introduced Ordinance No. 787, an or-
dinance to provide for the issuance of T1,820,000 principal
amount of General. Obligation Warrants dated 1 April 1987.
Councilman Ford moved that unanimous consent be given for
immediate consideration of and action on Ordinance No. 787,
which motion was seconded by Councilwoman Puckett and,
upon the said motion being put to vote, the following vote
was recorded: AYE - Nix, Bishop, Shull, Ford, Puckett, and
White. NAY - none. The Mayor thereupon declared that the
motion for unanimous consent for immediate consideration of
and action on Ordinance No. 787 was unanimously carried.
Councilman Shull thereupon moved that Ordinance No. 787 be
finally adopted, which motion was seconded by Councilman
White and, upon the said motion being put to vote, the following
vote was recorded: AYE - Nix, Bishop, Shull,'Ford, Puckett,
and White. NAY - none. The Mayor thereupon announced that
the motion for adoption of Ordinance No. 787 had been
unanimously carried.
A report from the Airport Board indicated the following
bids were received on the metal buildings for the construction
of 8 T-Hangers at the Airport:

Councilwoman Puckett introduced, and moved for the adoption of,
the following resolution. Seconded by Councilman Shull, motion
passed unanimously:
RESOLUTION NO. 220-87
BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE:
Section 1. That the bid of PASCOE BUILDING SYSTEMS, INC., of
Columbus, Georgia, for the sum of $48,132.00 for a metal
building system for the Fairhope Municipal Airport to be used
for the erection of T-hangars be and the same hereby is ac-
cepted, this being the lowest responsible bid submitted.

Res. No. 220-87 continued:
Section 2. That the Fairhope Airport Board has investigated
and ascertained and hereby finds that PASCOE BUILDING SYSTEMS
is a duly licensed and qualified bidder under the terms and
conditions of Specifications No. FHAPT-8701 and the instruc-
tions to bidders and other conditions of contract and re-
commends said approval to governing body.
ADOPTED THIS 13th DAY OF APRIL, 1987.

Council reviewed an application for a Wine Off -Premises
License and a Beer Off -Premises License by James I.
Harrison, Jr., as President of HARCO DRUGS, INC., for
their new store in Plantation Pointe Shopping Center,
903 Fairhope Avenue. No one present was opposed to the
licenses. There was police approval. Councilman Ford
moved to approve the licenses. Seconded by Councilman Shull,
motion passed unanimously.
The following bids were opened earlier by the Purchasing

Councilman White moved to accept the low bid from Fletcher
Oil Company. Seconded by Councilman Bishop, motion passed
unanimously.

Councilman White moved to accept the Lambert bid, provided
all specifications are met, on the Lease -Purchase plan.
Seconded by Councilman Shull, motion passed unanimously.
Councilman Ford moved to purchase some 8.5 acres of
land located near the present landfill site from Mr. Eugene
Bosby for $25,000 to be paid over a ten-year period at
$2,500 per year with no interest. The property will be
used as an extension of the landfill. Seconded by Councilman
Bishop, motion passed unanimously.
Council reviewed a request by Paul and Pierce Frederick
to include their Volanta Pines subdivision in the next
public improvements project. After discussion, Councilman
Bishop moved to advertise for interest in a new project with
a public hearing at the first regular session in May..
Seconded by Councilman Ford, motion passed unanimously.
Councilman Ford moved to pay bills as presented. Seconded
by Councilwoman Puckett, motion passed unanimously.
Meeting was duly adjourned at 6:12 pm.
