HomeMy WebLinkAbout02-23-1987 Regular Meeting821 STATE OF ALABAMA COUNTY OF BALDWIN The City Council, City of Fairhope, Alabama, met in regular session at 5:30 p.m.; Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532 on Monday, 23 February 1987. Present were Mayor James P. Nix; Councilmembers Roy C. White, Jeanette Puckett, Michael A. Ford, Barney Shull and David Ed Bishop. City Attorney James Reid and Acting City Clerk Betty Rivenbark. There being a quorum present, Mayor Nix called the meeting to order. Minutes of the 9 February 1987 regular session were duly approved. Council considered final adoption of Ordinance No.784 an ordinance rezoning the Tom Brown/FSTC property on Greeno Road on West side. Mr. Brown was not present. Request was from R-1 to B-4. David Ed Bishop moved for final adoption Roy White seconded and motion carried unanimously. A public hearing was held on a request to vacate a portion of Tensaw Avenue, request by property owners Sally Maloney and Gaston Lee VFW Post #5660. Property lying between Block 8 and Block 9 Volanta subdivision. Ken Slade was present representing the petitioners. He mentioned that they were not asking City to vacate the beach area, but area above on bluff, that it has not been used for beach access as it is too steep. Several members of the audience spoke, some for and some against. Mike Ford asked if there had been a precedent set in past years, and was answered no. Jeanette said she was concerned as to what may occur some 25-30 years down the road if we give the property up now and may need it later. Roy White said that the last reason we should vacate this area should be for monetary gain, that he is firmly convinced that we need to preserve what we have for future generations, and nothing that had been.said convinced him we need to vacate this property as requested. It was pointed out that all the lots down there are lots of record and can be built on as they are. Councilman White moved to table this request until the next meeting in order to study the information. Jeanette Puckett seconded and motion carried unanimously. Mary Lou Luckie and Barry Gaston were present to report the Annual Arts & Crafts Festival as being March 20, 21, & 22 and request street closing on Church Street on the West to Magnolia and Delamare Sts., Fairhope Avenue from Section to Church, Section from Fairhope to Delamare, same streets as previous. Mrs. Luckie also asked that the Chamber be allowed to use two parking spaces on the Section St. side for the restaurant assoc. to sell cokes. Barney Shull moved to approve requests as made, Mike Ford seconded and motion carried unanimously. 23 February 1987 822 The following bids were opened by the Purchasing Agent and the Electric Department Superintendent on a 500 KVA Transformer 277/480 Volt February 20, 1987: Vendor Cost Mack Electric Co. $6,895 Dothan All -Phase Electric Co $7,325 Dothan Hatfield & Co. $5,957 Mobile Stuart C. Irby $6,625 Pensacola Dowzer Electric $6,200.00 Mt. Vernon, Ill Recommend accept low bid from Irby Co. (Load loss factor is $14,615.20) Delivery 14-16 wks 9 wks 14 wks 1 wk 10 wks Councilman Bishop moved to accept bid recommended provided all specifications are met. Seconded by Councilman Shull, motion passed unanimously. The following bids were opened by the Purchasing Agent and the Electric Department Superintendent on a 500 KVA Transformer 120/208 Volt February 20, 1987: Vendor Mack Electric Co. Dothan All -Phase Elec. Co. Dothan Hatfield & Co. Mobile Stuart C. Irby Cost Delivery $5,940 14-16 wks $7,325 11 wks $6,250 12 wks $7,194 10 wks Recommend accept low bid from Mack Electric Co. (Load factor cost is $14,900.40) Councilman Bishop moved to accept bid recommended provided all specifications are met. Seconded by Councilman Shull, motion passed unanimously. Mike Ford moved to accept bid recommended provided specifications are met. Councilman Bishop seconded and motion carried unan- imously. The following bids were opened by the Purchasing Agent on February 20, 1987 on two(2) Police Cars: Vendor Cost Delivery Bill Steber Chev. $26,377 8-12 weeks Daphne, Al. (without trade) trade allowance 1985 Impala $1,200 trade allowance 1984 Impala $1,000 Councilman White moved to accept bid provided specifications are met.
