COUNTY OF BALDWIN
The City Council, City of Fairhope, Alabama, met in
regular session at 5:30, p.m., Fairhope Municipal Complex
Council Chamber, 161 North Section Street, Fairhope, Ala.,
on Monday, 26 January 1987.
Present were Mayor James P. Nix; Councilmembers Roy C.
White, Jeanette Puckett, David E. Bishop, and Michael A.
Ford; City Attorney James Reid and City Clerk Evelyn
Phillips. Councilman Barney L. Shull was absent.
There being a quorum present, Mayor Nix called the meeting
to order. Minutes of the 12 January 1987 regular session
were duly approved.
Mrs. Beverly Jennings of Baldwin County Electric
Membership Corporation presented the Mayor with a check
in the amount of $4,469.26 in payment of their 1987 Busi-
ness License.
Council considered final adoption of Ordinance No. 783,
an ordinance rezoning the Julio Corte, Jr., property on
Greeno Road and Edwards Avenue. Mrs. Elouise Lucassen of
9S1 Edwards Avenue presented a written plea to the Council
to protect Rosa Acres by restricting truck traffic on any
access road from the rezoned Corte property and Plantation
Point to Edwards Avenue. Mayor Nix said a "No Trucks
Allowed" sign can be placed on the access road similar to
the truck restrictions now in place on Prospect Street by
Baldwin Electrical Supply Company. Councilman White moved
for final adoption of Ordinance No. 783. Seconded by
Councilman Ford, motion passed unanimously.
Mr. David Walter, of Walter Marine, Inc., presented a
proposal to the Council concerning his leasing part of the
City's Fishing Docks on Fly Creek. The Harbor Board is in
favor of this lease according to HB Chairman Koppersmith.
The new lease would cover the area from Mr. Walter's current
lease westward on Fly Creek to the edge of Mobile Bay. Mr.
Walter would remove the present 30 boat slips, enlarge the
basin, and rebuild with approximately 53 slips. He requested
a 15—year lease with the same renewal options as in his
present lease, a rent of 5% of gross receipts with a guaran-
teed annual minimum of $7,000, and he would pay all utilities
and provide maintenance of the facility including dredging
to keep basin at proper depth. The Council's reply was that
they preferred to keep the two leases separate,a IS -year term
would be reasonable but not the same renewal terms, rent
would have to be guaranteed to a $8,500 minimum, and adequate
insurance maintained. Mr. Walter will study the Council's
comments and, if agreeable,a lease will be drawn up
as soon as possible.

Mr. Mason McGowin, Chairman of the Airport Board, pre-
sented a request for $120,000 to build 8 T-Hangers at the
airport. Mr. McGowin said 7 of the hangers were already
promised at a monthly rent of $125.00 per unit. The new
hangers are needed immediately due to the Rohr Industries
recent expansion. Mr. McGowin said the life of the hangers
would easily exceed 25 years. After discussion, Council-
woman Puckett moved to approve the Airport request. Seconded
by Councilman Ford, motion passed unanimously.
Mayor Nix took advantage of Mr. McGowin's presence to
present him with a Distinguished Service Award in recognition
of his outstanding work on and leadership of the Airport
Board. The improvements at the airport have now exceeded
approximately $1,700,000 and Mr. McGowin's personal donation
of land played a big part in the project.
Councilman White moved to approve the addition of Larry
Odom and David Ingersoll, at 5 January 1987, to the Volun-
teer Firemen roster and to approve a revised Police Reserve
roster dated 19 January 1987. Seconded by Councilman Bishop,
motion passed unanimously.
Councilman Bishop introduced, and moved for the adoption
of, the following resolution. Seconded by Councilwoman
Puckett, motion passed unanimously:
RESOLUTION NO. 213-87
WHEREAS, the City of Fairhope did collect $46,089 for
Business Licenses from concerns located in the
Police Jurisdiction of the City; and
WHEREAS, the Fairhope Police Department did expend the
sum of $107,032 for police protection; and the
Volunteer Fire Department did expend the sum of
$4,254 for fire protection; in the Police Juris-
diction of the City; THEN, THEREFORE
BE IT RESOLVED that the expense of Fire and Police pro-
tection in the Police Jurisdiction of the City of Fairhope,
Alabama, did exceed the revenue from Business Licenses
issued to locations in said Police Jurisdiction.

Councilman Bishop moved to accept the low bid from Stallworth
Timber Company, provided all specifications are met. Seconded
by Councilman White, motion passed unanimously.

Councilman.Ford moved to accept the low bid from Metropolis
Publishing $ Printing Company provided all specifications
are met. Seconded by Councilwoman Puckett, motion passed
unanimously.
Council discussed long-term financing plans for the current
Assessments, Golf Course, and airport hangers projects. Pro-
posals were received from financial institutions with rates from
5.75% up to 6.95%. Councilman Ford moved to authorize Mayor Nix
to accept the lowest proposal, by Frazer -Lanier, and to discuss
the inclusion of some high -interest old debt in the same issue.
Seconded by Councilman Bishop, motion passed unanimously.
