STATE OF ALABAMA
COUNTY OF BALDWIN
The City Council, City of Fairhope, met in regular session
at 5:30 o'clock, P.M., Fairhope Municipal Complex Council
Chamber, 161 North Section Street, Fairhope, Alabama 36532, on
Monday, 13 August 1984.
Present were Councilmembers Roy C. White, Trisha Nelson,
David E. Bishop, Michael A. Ford, and Barney L. Shull; City
Attorney James Reid and City Clerk Evelyn P. Phillips. Absent
was Mayor James P. Nix.
Mayor Pro Tempore Roy White presided in the absence of
Mayor Nix. There being a quorum present, the meeting was
called to order.
A Distinguished Service Award was presented to a nineteen -
year -old Fairhope youth, Doug Berg, in recognition of his
heroic deed last June when he rescued a drowning man in the
Municipal Pier area.
Minutes of the 23 July regular session were duly approved.
Councilman Shull moved for final adoption of Ordinance
No. 744, an ordinance prohibiting certain trucks on residential
streets in an area bound by Fairhope Avenue, Ingleside Street,
Morphy Avenue, and Greeno Road. Seconded by Councilwoman
Nelson, motion passed unanimously.
Council reviewed the bids on the personal computer and
components received at the last meeting. Bids were:

Councilwoman Nelson moved to accept the low bid, provided all
specifications are met. Seconded by Councilman Bishop, motion
passed unanimously.

Councilman Bishop moved to accept the low bid, provided all
specification were met, Seconded by Councilman Shull, motion

passed unanimously.
Councilman Shull introduced an ordinance to adopt the
1984 National Fire Code.
Fairhope has been awarded a $200,000 Community Develop-
ment Block Grant to be used on drainage in the southeastern
area of the city, near Thomas Hospital, Greeno Road and
Northrup Street.
Councilman Bishop introduced, and moved for the adoption
of, the following Resolution. Seconded by Councilman Shull,
motion carried by the following vote: AYE - Bishop, Shull,
White, and Ford. NAY - none. ABSTAIN - Nelson.
RESOLUTION NO. 132-84
A RESOLUTION TO AMEND RESOLUTION NUMBER 121-84
WHEREAS, Resolution No. 121-84 was prepared on an estimated
lineal footage; and
WHEREAS, the actual lineal footage of curb and gutter work
an White Avenue and Pecan Street is 1,361 lf;
THEN THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE
CITY OF FAIRHOPE, ALABAMA, That Resolution No. 121-84 be,
and the same hereby is, amended to reflect the true footage
and amount due as: 1361 if @ $5.90 or $8,029.90.
ADOPTED THIS 13th DAY OF AUGUST, 1984.

Councilman Shull introduced, and moved for the adoption
of, the following Resolution. Seconded -by Councilwoman
Nelson, motion passed unanimously:

RESOLUTION NO. 133-84
the City of Fairhope and its Y micipal Airport
Board are recepients of an Airport Improvement
Program grant from the Federal Aviation Admin-
istration to extend the existing rumway to a
length of 6200 feet and to do so requires the
acquisition of certain parcels of land in fee
simple anal/or avigation easement; THEREFORE,
BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE
that the City, having followed the required procedure by
having said property appraised by qualified appraisors, does
hereby accept their reports which establish just compensation
for each parcel thus enabling the representative of the
City to proceed.
ADOPTED THIS 13th DAY OF AUGUST, 1984.

Councilwoman Nelson moved to hear the following business
not on the Agenda. Seconded by Councilman Bishop, motion
passed unanimously:
Mr. Maxwell Killoch advised Council that the Fairhope
PTSA is planning to hold a fund-raising Barbecue on August
25th for funds to purchase air conditioners for the public
schools. Mr. Killoch requested permission to block a
portion of Church Street, from St. James to Morphy Avenue,
for this function. He also requested permission to use
the "stop" crosswalk signs in front of the Fairhope
Elementary School on August 23rd and 24th for the purpose
of selling tickets to the Barbecue. Councilman Shull moved
to allow the requests provided the group works with the
Police Department. Seconded by Councilwoman Nelson, motion
passed unanimously. Councilwoman Nelson and other members
of the Council commended and thanked Mr. Killoch for his
work with the schools. Mr. Killoch mentioned he would like
to see the Bike Trails restored around town, particularly
the ones on school routes, and renewed interest in a trail
to the Grand Hotel.
Councilwoman Nelson moved to pay bills as presented.
Seconded by Councilman Ford, motion passed unani sly.
