The City Council, City of Fairhope, met in regular session
at 5:30 o'clock, P.M., Fairhope Municipal'Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532, on
Monday, 14 May 1984.
Present were Mayor James P. Nix; Councilmembers Roy C. White,
Trisha Nelson, David E. Bishop, Michael A. Ford, and Barney L.
Shull; City Attorney James Reid and City Clerk Evelyn Phillips.
No one was absent.
There being a quorum present, Mayor Nix called the meeting
to order. Minutes of the 23 May 1984 regular session and the
4 May 1984 special session were duly approved.
Mayor Nix proclaimed the week beginning May 13th as Municipal
Clerk's Week in the City of Fairhope.
A public hearing was held on the rezoning request by
M. J. Mastin to change the B4 Business & Professional zoning to
B2 General Business on his 4 lots fronting on Prospect Avenue
in Ingleside Highlands subdivision. Councilman White reported
that the Planning & Zoning Commission recommended denial of
the request. No one present was in favor of the request; nine
property owners present indicated opposition to the rezoning.
Mr. Mastin was not present. Councilman White moved to deny
the rezoning request. Seconded by Councilman Bishop, motion
passed unanimously.
Councilman Bishop introduced an Ordinance to establish a
gas -rate classification for large Industrial Users of 1000+ Mcf
a month on an interruptable basis. This ordinance will lay
over for action at the next regular session.
Building Official Bob Lunsford reported only one bid was
received on the exterior stucco work to be done on the new
City Hall area. Mr. Lunsford recommended acceptance of the
$22.50 per sg yd bid made by Coastal Plastering Company, Inc.,
of Mobile. Total cost is estimated to be $3,600. Councilman
Shull moved to accept the bid. Seconded by Councilman White,
motion passed unanimously.
Councilman Ford moved to authorize the City Clerk to pre-
pare'and post a Municipal Voters List for the July loth
Municipal Election. Seconded by Councilman Bishop, motion
passed unanimously.
Councilwoman Nelson nominated John T. Jones to fill the
unexpired term of the late T. C. Jackson on the Medical Clinic
Board - East. There being no other nominations, Councilman
Shull moved the nominations be closed. Seconded by

Councilwoman Nelson, motion passed unanimously.
Councilman White nominated Larry Merrihew and Ida Zyriek
for reappointment, each to a 6-year term, to the Fairhope
Industrial Development Board. There being no other nominations,
Councilman Bishop moved the nominations be closed. Seconded by
Councilwoman Nelson, motion passed unanimously.
Councilwoman Nelson nominated Hoyt Greenbury and Charlie
Carpenter for reappointment, each for a 2-year term, to the
Harbor Board. There being no other nominations, Councilman Ford
moved the nominations be closed. Seconded by Councilman Shull,
motion passed unanimously.
Councilman Shull nominated Jim Gaston for reappointment
for a 2-year term to the Airport Board. There being no other
nominations, Councilwoman Nelson moved the nominations be closed.
Seconded by Councilman Shull, motion passed unanimously.
Councilman White moved to hear the following business not
on the Agenda. Seconded by Councilwoman Nelson, motion passed
unanimously:
Councilman White reported that the Volunteer Fire Department
was in need of some equipment, estimated cost $16,000. This
equipment will aid the Department in their quest for a "3"
rate for Fairhope. After discussion, Councilman White moved to
authorize the purchase of those items of equipment already covered
by a State Bid price available to the City; and to request bids
on the remaining items. Funds to be used from the General funds
of the City. Seconded by Councilman Shull, motion passed
unanimously.
Councilman Ford moved to hear the following business not
on the Agenda. Seconded by Councilwoman Nelson, motion passed
unanimously:
Councilman Ford advised that the Fairhope High School
Baseball Team is the defending State Champs this year and
the championship games begin this Friday. Councilman Ford
moved to have the minutes show that the Mayor and Council
commends the Team on their fine record, their conduct and sports-
manship. Seconded by Councilman Shull, motion passed unanimously.
The Council also commended Mayor Nix for advising USA NEWS
that Fairhope is not located in Mobile, Alabama, after that
agency reported the baseball games were won by the Fairhope High
School team of Mobile.
Councilwoman Nelson moved to pay bills as presented. Seconded
by Councilman White, motion passed unanimously.
Meeting was duly adjourned.
