COUNTY OF BALDWIN X
The City Council, City of Fairhope, met in regular session
at 5:30 o'clock, P.M., Fairhope Municipal Complex, Council
Chamber, 161 North Section Street, Fairhope, Alabama 36532, on
Monday, 27 February 1984.
Present were Mayor James P. Nix; Councilmembers Roy C.
White, Trisha Nelson, David E. Bishop, Michael A. Ford, and
Barney L. Shull; City Attorney James Reid and City Clerk Evelyn
Phillips. Absent: none.
Minutes of the 13 February 1984 regular session were duly
approved.
Councilman Bishop moved for final adoption of Ordinance
No. 736, an ordinance to annex and zone property located on
Edwards Avenue east of Greeno Road as petitioned by owner
Julio Corte, Jr. Seconded by Councilman Shull, motion passed
unanimously.
Councilwoman Nelson introduced, and moved for the adoption
of, the following resolution. Seconded by Councilman White,
motion'passed unanimously:
RESOLUTION NO. 106-84
BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY
OF FAIRHOPE, BALDWIN COUNTY, ALABAMA, That
we are adamantly opposed to the 2.2% Utility Tax
legislation and the Electric Territorial legislation
now being considered by the Alabama House and
Senate; and
BE IT FURTHER RESOLVED That we call on our Senators
and Representatives to do all possible to defeat this
legislation.

Councilman White introduced, and moved for the adoption of,
the following Resolution. Seconded by Councilwoman Nelson,
motion passed unanimously:
RESOLUTION NO. 107-84
WHEREAS, Highway No. US 98 is, and has been for many years,
a primary route to the recreational and scenic
attractions of the greater Gulf Shores of the
State of Alabama; and
WHEREAS, a portion of this Highway, locally known as
Greeno Road, runs through the eastern edge of
our City;
THEN, THEREFORE, IT IS RESOLVED BY THE MAYOR AND COUNCIL OF
THE CITY OF FAIRHOPE, ALABAMA, that a request be directed
to'the Alabama Highway Department for a formal study of US 98,
from State Highway No. 104 south to Baldwin County Highway
No. 32, for widening to accommodate the ever-increasing
traffic load.

Councilman Ford introduced, and moved for the adoption of,
the following Resolution. Seconded by Councilman Shull, motion
passed unanimously:
RESOLUTION NO. 108-84
WHEREAS, US 98 Scenic Route south of Fairhope, Alabama,
to the Marriott Grand Hotel has became increasingly
popular as a biking, jogging, and hiking route; and
WHEREAS, the Baldwin County Highway Department is now pre-
paring to resurface this section of highway,
BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF FAIRHOPE
That a request be and is hereby respectfully submitted that
the County Highway Department consider widening Scenic 98 an
extra four (4) feet, on the east or the west side, from our City
to the Marriott Grand Hotel, to accommodate bikers, joggers, and
hikers .in the interest of public safety and increased aesthetic
value.

Building Official Bob Lunsford reported to Council on bids
received on materials for City Hall remodeling. On 24 February,
bids were opened on Ceiling Tile. Only one bid received -
Jim Boothe Contracting Company at $1.43 per square foot, esti-
mated total: $7,508. Councilman Shull moved to accept the bid.
Seconded by Councilwoman Nelson, motion passed unanimously.
On 27 February, bids were opened on Carpet. Reinhart Home
Improvement, Fairhope, and Fairhope Floor Covering offered the
following bids:

Floor Covering 12.25 psy 13.75 psy
Councilwoman Nelson moved to accept the low bid, provided all
specifications were met. Seconded by Councilman Bishop, motion
passed unanimously.
On 27 February, bids were also opened on Door Units complete
with frame and hardware, not installed. Bids were received from
Brabner & Hollan Company and from Underwood Supply Company, however,
neither bid was according to specifications. Councilman Bishop
moved to reject both bids and to rebid the items. Seconded by
Councilwoman Nelson, motion passed unanimously.
Councilman White moved to hear the following item not on the
Agenda. Seconded by Councilman Ford, motion passed unanimously:
A Mr. Thompson requested of Council to either block off or
pave a portion of Bon Secour Avenue. Mr. Thompson recently bought
a home in Richmond Square Sub -Division and this unpaved street
is being used as a bike trail and is hazardous to his children.
Mr. Thompson was asked to return to the next regular session after
the problem has been looked into for a possible solution.
