HomeMy WebLinkAbout05-09-1983 Regular Meeting470 STATE OF ALABAMA X COUNTY OF BALDWIN X The City Council, City of Fairhope, met in regular session at 5:30 p.m. Fairhope Municipal Complex, 161 North Section Street, Fairhope, Alabama 36532, on Monday 9 May 1983. Present were Councilmembers Trisha Nelson, Roy C. White, Sam E. Box, Michael A. Ford, and David E. Bishop; City Attorney James Reid and City Clerk Evelyn Phillips. Absent was Mayor James P. Nix who was out of town. Mayor Pro Tempore Trisha Nelson presided in the absence of Mayor Nix. After the meeting was called to order, Council- man Box gave the invocation. Minutes of the 28 April regular session and the 2 May 1983 adjourned regular session were duly approved. Councilman White introduced, and moved for the adoption of, the following Resolution which was read aloud by Council- woman Nelson. Seconded by Councilman Box, motion passed unan- imously: RESOLUTION NO. 75-83 WHEREAS, the Office of Municipal Clerk is the historical mainstay in local government, entrusted with the dual respon- sibility of preserving the past and using modern technology to access that information for the future, and WHEREAS, the Municipal Clerk's role is multifaceted, accomplishing several key responsibilities which directly contribute to the steadfast qualities of local government, and WHEREAS, the Municipal Clerk's reflective manner towards professional development through continued education partici- pation is a vital advancement in today's world, and WHEREAS, It is therefore appropriate to appraise the professional attributes and capabilities of the Municipal Clerk and recognize their important purpose and function in our everchanging society, NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the City of Fairhope, Alabama, in recognition thereof, that the week of May 8-14, 1983 is hereby proclaimed to be MUNICIPAL CLERKS WEEK in observance of the Municipal Clerk's ability to appropriately respond to the changes of today with forethought for the future of this historic office and its public service to the local citizen. 5/9/83 471 ADOPTED THIS 9th DAY OF MAY, 1983. Councilman Bishop introduced, an'Jmoved for the adoption the following Resolution which was read aloud by Council- woman Nelson. Seconded by Councilman Ford, motion passed unanimously: RESOLUTION NO. 76-83 WHEREAS, the Honorable Ronald Reagan, President of the United States, and the Honorable George Wallace, Governor of the State of Alabama, have each proclaimed the third Saturday in May(May 21, 1983) to be a day for honoring the armed forces of our great Nation and State, and, WHEREAS, the City of Fairhope wishes also to so pro- claim a special day for the expression of gratitude to the guardians of America, of, NOW THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE, ALABAMA, that the third Sat- urday in May shall be ARMED FORCES DAY and all civic organ- izations, groups, and patriotic citizens are cordially urged to uoin with us in this day of special observance. ADOPTED THIS 9th DAY OF MAY, 1983. O. Mayor City erk Councilman White reportedAPt Council that Mrs. Clyde Morris had appeared before theanning & Zoning Commission to request a rezoning of her property at 55 South Bayview from R2 Medium Density Single Family Residential to R4 Low Density Multi -Family Residential. The Commission's recommendation was to approve her request. Councilman Box moved to advertise and hold a public hearing as required. Seconded by Councilman Ford, motion passed unanimously. Councilman Box moved to hear the following business not on the Agenda. Seconded by Councilman Ford, motion passed unanimously: Mr. Richard Irvine, a realtor, stated he represented several property owners who wished to know how the Council f 5/9/83 472 would feel about their petitioning for the vation of several streets located south of the Fairhope Yacht Club on Volanta Avenue and Mobile Bay. The sketch Mr. Irvine displayed showed portions of Mobile Avenue, Railroad Avenue, and Pen- sacola Avenue; covered some 6 acres along the Bay; and, it was pointed out, two different zonings. Councilman Box stated he would not know his feelings until he had a chance to study the matter. No action was taken. On a question from the audience, Councilwoman Nelson reported that a report was not yet ready on the Hoyle Street Vacation petition presented at the last regular session. Councilman Box moved to pay the bills as soon as funds are available. Seconded by Councilman White, motion passed unanimously. Meeting was duly adjourned. Mayor Pro-Tempore
