Section 1. That Fairhope make application to the Office of
State Planning and Federal Programs for an Emergency Jobs
Fund Grant in the amount of $-240,756 to construct needed
drainage improvements.
Section 2. That Fairhope commits herein to provide adminis-
trative assistance from in -kind resources estimated to cost
not less than $3,500.00.
Section 3. That James P. Nix, in his capacity as Mayor
is hereby authorized and directed to execute said appli-
cation and take such other actions as may be required in
the implementation of the project.

The City Council, City of Fairhope, met in adjourned.
regular session at 5:30 p.m., Fairhope Municipal Complex,
161 North Section Street, Fairhope, Alabama on Monday,
2 Mav 1983.
Present were Mayor James P. Nix; Councilmembers Trisha
Nelson, Sam E. Box, Roy C. White, Michael A. Ford and David
E. Bishop; City Attorney James Reid and City Clerk Evelyn
Phillips.
The purpose of this adjourned session was to accept low
bid on $338,000 Water Revenue Bonds, set the interest rate,
and consider a resolution requesting Urban Area Funds from
the Alabama Highway Department for the resurfacing of Scenic
98 through Fairhope.
Mayor Nix called the meeting back in session. Councilman
Box introduced Ordinance No. 7161 an Ordinance establishing

sale of $338,000 principal amount Water Revenue Bonds to the
Farmers Home Administration at an interest rate of S%.
Councilman Bishop then moved to suspend the rules for immediate
consideration of said Ordinance No. 716. Seconded by Council-
woman Nelson, motion passed unanimously by the following vote:
AYE - Nix, Bishop, Nelson, Box, Ford and White. NAY - none.
Councilman Box then moved for final adoption of Ordinance
No. 716. Seconded by Councilwoman Nelson, motion passed
unanimously by the following vote: AYE - Nix, Bishop, Nelson,
Box, Ford, and White. NAY - none.
Councilman Bishop introduced and moved for the adoption of,
the following Resolution. Seconded by Councilman Ford, motion
passed unanimously:
RESOLUTION NO. 74-83
A RESOLUTION TO REQUEST URBAN AREA FUNDS FROM ALABAMA
HIGHWAY DEPARTMENT FOR RESURFACING ALTERNATE US 98
THROUGH FAIRHOPE.
Whereas, for many years Highway No. U.S. 98 was routed
through Fairhope and along the Eastern Shore of Mobile, and
Whereas, when Greeno Road was designated as U.S. 98, Eastern
Shore Boulevard and Section Street through Fairhope urban
area was re -designated as Alternate U.S. 98, and
Whereas, this route is the primary route serving the recrea-
tional and scenic attractions of the Eastern Shore of Mobile -
Bay, and
Whereas, this route is supported by the City of Fairhope and
Baldwin County and has been designated Bladwin County Scenic
98 by the Baldwin County Commission, and
Whereas, the Federal Highway Administration does make funds
available for maintenance and improvement of arterial routes
in urban areas; therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAIRHOPE,
ALABAMA that a request be forwarded to the Director of the
Alabama Highway Department for Federal Urban Area Funds to be
utilized for resurfacing, striping, etc., on this route through
Fairhope.
ADOPTED THIS 2nd DAY OF MAY, 1983.
