HomeMy WebLinkAbout01-24-1983 Regular Meeting439 STATE OF ALABAMA COUNTY OF BALDWIN The City Council, City of Fairhope, met in regular session at 5:30 p.m. Fairhope Municipal Complex, 161 North Section Street, Fairhope, Alabama 36532, on Monday, 24 January 1983. Present were Mayor James P. Nix; Councilmembers Sam E. Box, Michael A. Ford, David E. Bishop, Trisha Nelson, and Roy C. White; City Attorney Jim Reid and City Clerk Evelyn Phillips. Mayor Nix called the meeting to order and intro- duced the Reverend H.B. Shepherd, former pastor of the Fairhope First Baptist Church. Dr. Shepherd gave the invocation. Minutes of the 10 January 1983 regular session were duly approved. Mrs. Beverly Jennings, Co-op Trustee of the Baldwin Electric Membership Corporation, presented a check in - the amount of $3,034.07 in payment of Privilege License Tax for 1983. The Planning & Zoning Board report on the Charles Dyas rezoning request was given by Councilman White. The Board recommends denial of the request. Councilman White then moved to authorize advertising of the Council public hearing and, at Mr. Dyas' request from the floor, asked that the hearing be set for 28 February 1983. Seconded by Councilman Box, motion passed unanimously. The Council discussed the bids opened at the last regular session on a Fire Truck and miscellaneous fire equipment. Councilwoman Nelson moved to accept the low bid from the Village of Suffern, New York, in the amount of $12,000 for a 1965 La France Aero Chief Fire Truck and the low bid on the equipment by Griffen Municipal Supply Company, Mobile, in the amount of $16,828.95. Seconded by Councilman Ford, motion passed unanimously. An application for a Restaurant Liquor License by Mr. Bob Pope, dba THE YARDARM RESTAURANT, located on the Municipal Pier, was withdrawn by Mr. Pope. Mayor Nix advised Council of a vacancy on the Industrial Board due to the resignation of Mr. Larry Myrick and rec= ommended Mr. Dave Smith be appointed. There being no other nominations, Councilman Box moved the nominations be closed. Seconded by Councilman Bishop, motion passed unan- imously. Mr. Smith is appointed to complete Mr. Myrick's term. 440 Mr. Ack Moore, Moore Engineering Company, reported to the Council on a bid opening for the additional work to be added to the 1982 Public Improvements Project as author- ized by the Council on 13 December at the request of the sole property owner Fairhope Single Tax Corporation. After some discussion, Councilman Bishop introduced, and moved for the adoption of the following Resolution. Seconded by Councilman Ford, motion passed unanimously: RESOLUTION NO. 66-83 BE IT RESOLVED BY THE MAYOR AND COUNCIL OF THE CITY OF FAIRHOPE, ALABAMA as follows: Section One. That the Council has investigated and ascertained that Moore Engineering Company has com- plied with the authorization of additional improve- ments to be added to the Fairhope Single Tax Corpora- tion's Fairland Subdivision(FSTC, sole property owner) described in Improvement Ordinance No. 692; said authorization by Council action in regular session on 13 December 1982; in the following manner: a. An advertisement for bids was posted in 4 public places giving a general description of the charac- ter and approximate quantities of the work, type of materials and alternates, and the date, time and place sealed bids would be received. b. Said advertisements were posted for two weeks prior to bid opening on 21 January 1983. c. The following bids were received, opened and tabulated as advertised: Rentz Construction Saraland, Al Temco, Inc. Bay Minette, Al. Fairhope Paving Co. Fairhope, Al. Division I 67,387 44,825.88 NB Each bid was accompanied of 5% of the bid and each Alabama Code of 1975. Division II 12,094.90 NB 11,705.10 by a guaranty in the amount bid did comply with the Section Two. That the Council has investigated and as- certained the Temco, Inc., and Fairhope Paving Company, Inc.,_are duly licensed and qualified bidders; and the following Contracts are hereby awarded to them as the lowest responsible bidders: i 441 Division I - Street & Drainage - $44,825.88-Temco, Inc. Division II - Water & Sewer - $11,705.10 -Fairhope Paving ADOPTED THIS 24th DAY OF JANUARY, 1983. Mayor Nix advised that the Fairhope Public Library would very soon be relocated into their new section of the Municipal Complex. The Summit Street building and land is leased from the Fairhope Single Tax Corporation but it is not a long-term lease.- After some discussion, Councilman White moved to authorize the Mayor to contact the FSTC and request a continuation of their leasing the old Library location to the City for use as a Public Building. Seconded by Councilman Box, motion passed unanimously. Mayor Nix appointed Councilmembers Nelson, Bishop and Ford as a Committee to look into the possibility of having a YMCA center located in Fairhope. The Mayor and Council expressed appreciation to the men.serving as Reserve Policemen for doing a good job and for donating some 2932 manhours last year. Meeting was duly adjourned.
