COUNTY OF BALDWIN
The City Council, City of Fairhope, met in regular session
at 5:30 p.m. Fairhope Municipal Complex, 161 North Section
Street, Fairhope Alabama 36532, on Monday, 10 January 1983.
Present were Mayor James P. Nix; Councilmembers Roy C.
White, Trisha Nelson, David(_} E. Bishop, Michael A. Ford, and
Sam E. Box; City Attorney Jim Reid and City Clerk Evelyn Phillips.
Mayor Nix called the meeting to order and introduced the
Reverend Charles Folkes, Minister of Education, First Baptist
Church of Fairhope. Reverend Folkes gave the invocation.
Minutes of the 27 December 1982 regular session were duly
approved.

Councilman White moved to take all bids under advisement for
study and discussion with the Volunteer Fire Department.
Seconded by Councilman Bishop, motion passed unanimously.
A two -page questionaire was recently mailed to all Fairhope
citizens by the Mayor and Council requesting citizen input
on such questions as whether or not garbage, trash, utilities,
administrative, police and fire service was satisfactory; some
opinion questions on zoning, dog leash law enforcement and in
which direction should our town grow; and space for suggestions
on how to improve or change policies and services. Mayor Nix
said better than a 40% return of these completed questionaires
shows satisfaction with services, 91-99%, 70% said no to more multi-
family dwelling zones, 52% said yes to more business/commercial
zoning, 63% said no to more recreational facilities, and 82%
wants more enforcement of the dog leash law. Of those favoring
expansion, 35% wants to expand Greeno Road business district
South of Fairhope Avenue, 23% said expand the downtown business
district, 21% wants to expand Greeno Road business district
North of Fairhope Avenue, and 12% would like to see a business
district at the North entrance to the City. Overall, the re-
sponse was very informative and favorable toward the present
policies and services and much helpful information can be
gleaned from this survey as to what citizens want from their City.
Councilwoman Nelson moved to hear the following business not on the
Agenda. Seconded by Councilman•Box, motion passed unanimously:
Mr. George Roberds, Audubon Place, requested permission to.install
a sidewalk to his home from the street thus crossing the City
right-of-way. There are no sidewalks in parallel to the street
in this area. Mr. Roberds'sought Council permission due to Build-
ing Official Lunsfor'd ruling that such was necessary. After
some discussion, Councilwoman Nelson moved to approve Mr. Roberds
request. Seconded by Councilman Bishop, motion passed unanimously.

Councilman White moved to pay bills as presented. Seconded by
Councilwoman Nelson, motion passed unanimously.
