HomeMy WebLinkAbout11-13-2018 Work Session Meeting MinutesSTATE OF ALABAMA ) ( COUNTY OF BALDWIN ) ( The City Council met in a Work Session at 4:30 p.m., Fairhope Municipal Complex Council Chamber, 161 North Section Street, Fairhope, Alabama 36532, on Tuesday, 13 November 2018. Present were Council President Jack Burrell, Councilmembers: Jimmy Conyers, Robert Brown and Kevin Boone, Mayor Karin Wilson, and City Clerk Lisa A. Hanks. Councilmember Jay Robinson and City Attomey Marcus E. McDowell were absent. Council President Burrell called the meeting to order at 4:30 p.m. The following topics were discussed: • Chief Stephanie Hollinghead addressed the City Council regarding the Discussion of Ordinance Recommendation from the Police Department regarding sleeping in vehicles, out-of-doors or in nonresidential zones. She commented this is to deter sleeping on benches, on City property, and in vehicles. Chief Hollinghead said there have been multiple complaints and individuals are using electricity from City buildings. Council President Burrell requested penalties or suggestions for enforcement. Chief Hollinghead said they try to find resources that are available. Councilmember Conyers suggest faith-based resources. • Recreation Director Tom Kuhl and Marina Manager Sean Seay addressed the City Council regarding the Fairhope Docks. Mr. Seay suggested a yearly discount; for example, a 20 percent discount on annual lease. Council President Burrell said that Sportsman Marina charges $ 16.00 per foot for monthly rate; and $14.00 per foot for a yearly rate. Mayor Wilson commented we should raise leases overall. Mr, Seay said it was a sailboat market. Council President Burrell commented we would lose 20 percent off all boats; and we need comparisons from other marinas. Mr. Kuhl explained to the City Council that there are some slips with no electricity or water and suggested a discount for those slips. Mr. Seay said the water is shallow and the slips arc usually not leased. These would be leased a minimum of a month and we would make money off empty slips. Mr. Kuhl commented on the ordinance recommendation for sleeping outdoors and on City property. He said that an individual wanted to have a party at Fairhopers Community Park, but someone was living there. They ended up not going there for the party.
