The City Council, City of Fairhope, met in regular session at
6:00 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532, on
Thursday, 20 February 2025.

Present were Council President Jack Burrell, Councilmembers: Jimmy
Conyers, Jay Robinson, and Kevin Boone, Mayor Sherry Sullivan, and City Clerk
Lisa A. Hanks. Councilmember Corey Martin and City Attorney Marcus E.
McDowell were absent.
There being a quorum present, Council President Burrell called the meeting to
order at 5: 11 p.m. The invocation was given by Pastor William Parsons of Redeemer
Lutheran Church and the Pledge of Allegiance was recited. Council President Burrell
said he wanted to brag on him for a moment; and said he had a visit with Pastor
Parsons a couple of months ago. Council President Burrell said "Pastor Parsons is a
big fan of this City he lives in. And, he is a big fan of our government; and has
offered his services and he is appreciated."
Councilmember Robinson moved to approve minutes of the 10 February
2025, regular meeting; and minutes of the 10 February 2025, work session. Seconded
by Councilmember Boone, motion passed unanimously by voice vote.
Mayor Sullivan addressed the City Council regarding the following items:
1)Recognized Chip Groner and Amy Pearson for their volunteering to serve on the
Fairhope Airport Authority. Council President Burrell said they were extremely
instrumental for the Authority; and have done an outstanding job. He said it has
been a pleasure working with them;
2)Attended the ground breaking for the American Legion expansion;
3)Mentioned the Recreation Summit that was held;
4)Said this week is the kickoff for Mardi Gras season; and
5)Recognized and welcomed Ruthie Campbell who is a Robertsdale
Councilmember.
Councilmember Conyers commented the Fairhope High School Basketball
team has made it to the "Final Four." He told everyone to have fun and enjoy during
the Mardi Gras season; and be safe.
Council President Burrell reiterated what everyone said; and also recognized
Councilmember Ruthie Campbell from Robertsdale.

Councilmember Conyers moved for final adoption of Ordinance No. 1824, an
ordinance amending Ordinance No. 1800 known as the Personnel Rules, Policies and
Procedures Ordinance, V. Employee Benefits: Amending Section P. Incentives for
Recruiting New Employees. (Introduced at the February 10, 2025 City Council
Meeting) Seconded by Councilmember Boone, motion for final adoption passed by
the following voice votes: AYE -Burrell, Conyers, Robinson, and Boone. NAY -
None.
Councilmember Robinson stated there was a need to add on an agenda item
after Agenda Item Number 14: a motion to approve and authorize the Eagle Scout
Service Project: Colony Nature Park Fence Renewal by Wells Sawyer.
Councilmember Robinson moved to add on the above-mentioned item not on
the printed agenda. Seconded by Councilmember Boone, motion passed unanimously
by voice vote.
Councilmember Robinson introduced in writing, and moved for the adoption
of the following resolution, a resolution to award (Bid No. 25-023) to Equix Energy
Services, LLC. for Gas Main Relocation on SR 181 with a bid proposal not-to-exceed
$64,804.00. Public Works Law Project. Seconded by Councilmember Conyers,
motion passed unanimously by voice vote.
RESOLUTION NO. 5375-25
BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE,
ALABAMA, as follows:
[I]That the City of Fairhope did request, receive, and open bids for 4" Gas Main Relocation on State
Road 181 (Bid Number 25-023) for the Gas Department.
[2]At the appointed time and place, the following bids were opened and tabulated as follows:
Equix Energy Services, LLC
GMC Underground
$ 64,804.00
$109,140.00
[3] After evaluating the bid proposals with the required bid specifications, Equix Energy Services, LLC
is now awarded the bid for 4" Gas Main Relocation on State Road 181 (Bid Number 25-023) for the
Gas Department with a total bid proposal not-to-exceed of$64,804.00.

Councilmember Boone introduced in writing, and moved for the adoption of
the following resolution, a resolution to award (Bid No. 25-017) to Gridco, Inc. for
46KV Transmission Line 2024 Modifications & Additions (REVISED) with a bid
proposal for the lump sum base bid plus Alternates #1 and #2 of $2,194,441.20.
Seconded by Councilmember Conyers, motion passed unanimously by voice vote.
RESOLUTION NO. 5376-25
BE IT RESOLVED BY THE GO VERNING BODY OF THE CITY OF
FAIRHOPE, ALABAMA, as follows:
[1]That the City of Fairhope did request, receive, and open bids for 46 KV
Transmission Line -2025 Modifications and Additions for the Electric Department
(Bid Number 25-017) for the City of Fairhope.
[2]At the appointed time and place, the following bids were opened and tabulated as
follows:

[3] After evaluating the bid proposals with the required bid specifications, Gridco,
Inc. is now awarded the bid for 46 KV Transmission Line -2025 Modifications and
Additions for the lump sum bid base plus Alternates #1 and #2 of $2,194,441.20.

of the following resolution, a resolution that Mayor Sherry Sullivan is hereby
authorized to execute a Contract with JADE Consulting LLC. for Professional
Engineering Services for the Pecan Avenue Watershed Management Plan Phase 1
(RFQ PS25-021) with a not-to-exceed amount of $35,650.00. Seconded by
Councilmember Conyers, motion passed unanimously by voice vote.
RESOLUTION NO. 5377-25
BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF FAIRHOPE,
ALABAMA, That Mayor Sherry Sullivan is hereby authorized to execute a Contract with Jade
Consulting, LLC for Professional Engineering Services for the Pecan Av enue Watershed Management
Plan Phase I (RFQ PS25-021) with a not-to-exceed amount of $35,650.00.

Councilmember Robinson introduced in writing, and moved for the adoption
of the following resolution, a resolution that certain items are declared surplus and the
Mayor and the City Treasurer are hereby authorized and directed to dispose of
personal property owned by the City of Fairhope by one of the three methods listed
on the resolution. Seconded by Councilmember Conyers, motion passed unanimously
by voice vote.
RESOLUTION NO. 5379-25
WHEREAS, the City of Fairhope, Alabama, has certain items of personal property
which are no longer needed for public or municipal purposes; and
WHEREAS, Section 11-43-56 of the Code of Alabama of 1975 authorizes the municipal
governing body to dispose of unneeded personal property;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
FA IRHOPE, ALABAMA, AS FOLLOWS:
SECTION 1. That the following personal property owned by the City of Fairhope,
Alabama, is not needed for public or municipal purposes, and hereby declared surplus:
[SEE ATTACHED LIST OF EQUIPMENT]
SECTION 2. That the Mayor and City Treasurer are hereby authorized and directed to
dispose of the personal property owned by the City of Fairhope, Alabama, described in
Section 1, above, by one of the following methods:
a.Receiving bids for such property (via "GovDeals"). All such property shall be
sold to the highest bidder, provided, however, that the City Council shall grant
the authority to the Mayor to reject all bids when, in her opinion, she deems the
bids to be less than adequate consideration for the personal property.
b.Sold for scrap or recycle at the highest offered value.
c.Disposal via landfill.

Councilmember Conyers introduced in writing, and moved for the adoption of
the following resolution, a resolution that the City Council approves and authorizes
Mayor Sherry Sullivan to execute Amendment #2 for the GOMESA grant #G
CFNP/21/CF -North Triangle Park (now Flying Creek Nature Preserve). The
amendment is a no cost extension to the period of performance by one year to
February 28, 2026. Seconded by Councilmember Robi nson, motion passed
unanimously by voice vote.

RESOLUTION NO. 5380-25
BE IT RESOLVED BY THE GOVERNING BODY OF THE CITY OF
FAIRHOPE, ALABAMA, That the City Council approves and authorizes Mayor
Sherry Sullivan to execute Amendment #2 for the GOMESA Grant #G-CFNP/21/CF -
North Triangle Park (now Flying Creek Nature Preserve). The amendment is a no cost
extension to the period of performance by one year to February 28, 2026.

Councilmember Conyers moved to grant the request of Erin Langley, Eastern
Shore Repertory Theatre, Inc. -Requesting permission to display a vintage 1950s car
alongside their table at April's Art Walk outside of Page & Palette to promote Theatre
on the Bluff with this year's performance of Grease. This will create a true Rydell
High experience and make for an incredible photo op. And, permission to perform a
musical number from the show near the car. Seconded by Councilmember Robinson,
motion passed unanimously by voice vote.
City Council reviewed an application for a Beer/Wine Off Premises License
by Katherine O'Donniley, Wawa Alabama LLC, d/b/a Wawa 5804, 10040 Encounter
Drive, Fairhope, Alabama 36532. Councilmember Robinson moved to approve the
issuance of the license. Seconded by Councilmember Conyers, motion passed
unanimously by voice vote.
Councilmember Conyers moved to appoint Chris Preus to the Parking
Authority for a four-year term which will expire February 2029. Seconded by
Councilmember Boone, motion passed unanimously by voice vote.
Councilmember Conyers moved to approve and authorize the Eagle Scout
Service Project: Colony Nature Park Fence Renewal by Wells Sawyer. Seconded by
Councilmember Robinson, motion passed unanimously by voice vote.

Items:
The following individuals spoke during Public Participation for Non-Agenda
1)Mayor Sherry Sullivan addressed the City Council and thanked the Staff for the
Mardi Gras season and all they do for this busy season: Public Works and the
Police Departments. She said they spend their weekends and nights working the
Mardi Gras parades.
2)Ruthie Campbell, City Councilmember for Robertsdale, addressed the City
Council and said thank you to everyone; and that she was interested in how
Fairhope ran its City Council and all the activities. Ms. Campbell said she loved
our agenda and the improvements we have made; and would love to take these
back to Robertsdale for the future. She thanked everyone and said God Bless.
3)Erik Cortinas, City of Fairhope Building Official, addressed the City Council and
said March 7, 2025 is Global Day of Unplugging.
Councilmember Robinson moved to adjourn the meeting. Seconded by
Councilmember Boone, motion passed unanimously by voice vote.
There being no further business to come before the City Council, the meeting
was duly adjourned at 5:33 p.m.
