The City Counci l met in a Work Session
at 4:30 p.m ., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532 ,
on Thursday, 20 February 2025.
Present were Council President Jack Burrell, Counci lmembers : Jimmy Conyers
(arrived at 4:40 p.m.), Jay Robinson, and Kevin Boone, Mayor Sherry Sullivan, and
City Clerk Lisa A . Hanks. Councilmember Corey Martin and City Attorney Marcus E.
McDowell were absent
Council President Burrell called the meeting to order at 4:30 p.m.
The following topics were discussed:
• The first item on the Agenda was the Presentation of the Eagle Scout Service Project:
Colony Nature Park Fence Renewal by Well Sawyer. He explained the need for this
project and showed pictures of grass being worn down from vehicles; and showed the
fence renewal plan. (See attached Photos) Mr. Sawyer answered questions regarding his
project. Council President Burrell stated we will add this project to the City Council
Agenda to be approved.
• The next Agenda Item was the Discussion of the Fairhope Avenue & Ingleside Street
Traffic Study by Chief Stephanie Hollinghead and City Engineer Richard Johnson.
Chief Hollinghead briefly went over the four options from the traffic study. Mr.
Johnson said this would be a great candidate for future funding from the Eastern Shore
Metropolitan Planning Organization. Mayor Sullivan commented that if you choose
Option A, she suggested to use raised curbs. The consensus of the City Council was
Option C if there is Eastern Shore MPO funds .
• Council President Burrell gave a Fairhope Airport Authority update; and mentioned the
Women Classic in June that wi ll begin at the Fairhope Airport.
• Jay Robinson announced that the Fairhope Historic Preservation Commission would be
meeting Wednesday .
• Council President Burrell mentioned the Airport Authority wi ll meet Tuesday and will
nominate a coup le of new members. He mentioned the Parking Authority appointment,
the need to amend the Parking Auth ority Ordinance; and that Councilmember Conyers
wou ld like to serve if possible.
• City Engineer Richard Johnson addressed the City Council regarding Agenda Items No .
8 and No . 9; and answered any questions if needed .
• Public Works Director George Ladd addres sed the City Council regarding Agenda Item
No . 1 O; and answered any questions if needed . He said this is Mardi Gras season and
his department will be busy .
• Electric Superintendent Ben Patterson addressed the City Council regarding Agenda
Item No. 7; and answered any questions if needed. He mentioned that Thomas Hospital
will be helping to fund this project.

• Human Resource s Director Hannah Noonan addressed the City Council regarding
Agenda Item No. 5; and answered any questions if needed .
• Grants Coordinator Nicole Love addressed the City Council regarding Agenda Item No.
11 ; and answered any qu es tion s if needed .
• Mayor Sherry Sullivan addr essed the City Council regarding Agenda Item No . 6; and
answered any questions if needed.
There being no further business to come before the City Council, the meeting
was duly adjourned at 5:11 p.m .
