COUNTY OF BALDWIN
The City Council of the City of Fairhope, Alabama met in
regular session on Monday, December 27, 1976, at 7:00 P.M.,
at the City Administration Building, 387 Fairhope Avenue,
Fairhope, Alabama, with the following members present:
Mayor James P. Nix, Councilmen: David E. Bishop, H.G. Bishop,
Sam E. Box, Jack A. Stipes and Billy Don Wiggins.
' The minutes of the December 13th, 1976 meeting were approved.
Councilman Billy Don Wiggins moved to approve the application
of Carolyn Watts of the Young Street Service Station for a
beer permit. Motion died for lack of a second.
The application for a beer permit for Otto Anacker at the
Bayside Grocery Store, 459 So. Mobile Street was held over
for two (2) weeks.
This being the date set for the opening of bids on a new
street sweeper the following bids were received: -
1. Duncan Manufacturing Company $ 21,360.00
2. Scott Company
20,563.00
Councilman Jack A. Stipes moved that the bids be turned over
to City Superintendent Jack Kirk and Street Department super-
visor Harold Mason to look over and evaluate the specifica-
tions and accept the lowest bid providing it meets specifica-
tions. Councilman David E. Bishop seconded the motion.
Motion carried.
This being the date set for the first public hearing on the
City's application for a $ 200,000.00 Community Development
Block Grant, to be used for the benefit of the low-income,
elderly or minorities, no protests were heard. Councilman
Jack A. Stipes moved, seconded by Councilman Billy D. Wiggins,
to proceed with the application for the Community Development
Block Grant. Motion carried.
The second public hearing on the Community Development Block
Grant was scheduled for{Tuesday, December 28th, 1976 at 10;00
A.Iv4. , _at City Hall.
The audit reports as presented by the Accounting Firm of
Parker and White of Foley Alabama were looked over and discuss-
ed by the Mayor and Council. The audit reports on the General
Fund, Utility Funds, Recreation Board and Library Board are
on file at City Hall and available for the public's inspection
for the Fiscal year ending September 30, 1976. Copies of the
annual audits were distributed to members of the press present
at the meeting. Mayor Nix noted that the General Fund's
revenues exceeded the expenditures by $ 19,130.75 for the
Fiscal year ended September 30, 1976.
This being the date set for the opening of bids on the new
gas equipment, no bids were received.
The revised proposed budget for the 1977 Fiscal Year was looked
over by the Mayor and Council. Councilman Henry G. Bishop
moved, seconded by Councilman Sam E: Box to adopt the proposed
revised budget for the 1977 Fiscal Year. Motion carried.
Mayor James P. Nix read a letter of resignation received from
the City Attorney, Mr. John V. Duck. Councilman Henry G. Bishop
moved, seconded by Councilman Sam E. Box not to accept the
resignation of the City Attorney, and that the City offer
Mr. Duck a raise of $ 7S.00 per month ( $ 2S.00 from each of
the utilities ) in order to try and retain Mr. Duck's services.
Motion carried.
Mayor Nix informed Council members of the request of the Fairhope
Single Tax Corporation to swap land with the City of Fairhope
for the purpose -of straightening out the jogs in the boundary
lines'. No action'was taken of this time.
Mayor James P. Nix*read alletter from the Fairhope Single Tax
Corporation recognizing with appreciation the many public ser-
vices performed by the City of Fairhope for the people and
presented,a,check in the amount of $ 2,000.00 from the Single
Tax to be used for the"contlnuation or expansion of these
"services. This letter shall become a part of these minutes.
Councilman Henry Bishop moved, seconded by Councilman Billy D.
Wiggins to thank the Fairhope Single Tax Corporation for their
donation of $ 2,000.00. Motion carried.
Councilman Billy Don Wiggins moved, seconded by Councilman
David E. Bishop that any Councilmen that are available and
would like to come to City Hall, at their own discretion, on
saturday mornings around 9:00 or,9:30 A.M., to have informal
discussions or look over the agenda, can do so, and that the
press and the -public are always invited to attend these informal
discussions on Saturday mornings if they desire to do so.
Motion carried.
Motion by Councilman Jack A. Stipes, seconded by Councilman
Sam E. Box, that the City resurface behind the Klumpp building
and reroute the culvert, providing that he pays $ 1,000.00 of
the costs. Motion carried.
There being no further business , on a motion duly made, seconded
and carried, the meeting adjourned.
