The City Council met in a Work Session
at 4:30 p .m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532,
on Monday , 27 January 2025.
Present were Council President Jack Burrell , Councilmembers: Corey Martin ,
Jimmy Conyers (arrived at 4:39 p.m.), Jay Robinson (arrived at 5:26 p .m.), and Kevin
Boone, Mayor Sherry Sullivan, City Attorney Marcus E. McDowell , and City Clerk
Lisa A. Hanks .
Council President Burrell called the meeting to order at 4:30 p.m.
The following topics were discussed :
• The first item on the Agenda was the Discussion of Reclassification Process for Vacant
Positions presented by Human Resources Director Hannah Noonan . Sh e said this is a
reclassification process for vacant positions with a lower grade and cost savings . Ms.
Noonan mentioned the ordinance for referral compensation regarding it being an
incentive but not for family members. The consensus of the City Council was to move
forward and prepare a resolution to approve this reclassification process without having
to come back to the City Council.
• The next item on the Agenda was the Discussion of the Rules and Regulations for the
Operation of the James P. Nix Center presented by Community Affairs Director Paige
Crawford . She mentioned the highlights that were revised. Councilmember Burrell
questioned garbage and debris ; and also stated this was a lot to take in at this time .
• Gas Superintendent Wes Boyett addressed the City Council and gave a Gas Department
Update. He also addressed the following Agenda Items No. 27, No. 28 , and No. 29; and
answered any questions if needed. Mr. Boyett recognized four of his emp lo yees who
are new CLD drivers for the department.
• Water and Wastewater Superintendent Daryl Morefield addressed the City Council and
gave a Water and Wastewater Department Update. Mr. Morefield also addressed the
following Agenda Items No. 20 through No. 24; and answered any questions if needed.
Council President Burrell questioned development off of State Highway 181.
• Electric Superintendent Ben Patterson addressed the City Council and gave an Electric
Department Update.
• City Engineer Richard Johnson ad dre ssed the City Council and gave a Project Update.
He also addressed the following Agenda Items No . 18 , No. 19 , and No. 25; and
answered any questions if needed.
• Council President Burrell stated he was pulling Agenda Item No. 9 to re search further.
• Human Resources Director Hannah Noonan addressed the City Counci l regarding
Agenda Items No . 13 through 17; and answered any questions if needed .
• Planning Director Hunter Simmons addressed the City Council regarding Agenda Item
No. 11; and answered any questions if needed.

• Building Official Erik Cortinas addressed the City Council regarding Agenda Item No.
1 O; and answered any questions if needed .
• City Treasurer Kim Creech addressed the City Council regarding Agenda Item No. 12;
and answered any questions if needed .
• Lt. Shane Nolte addressed the City Council regarding Agenda It em No. 26; and
answered any questions if needed .
• Mayor Sherry Sullivan addressed the City Council regarding Agenda Item No . 30 ; and
answered any questions if needed .
There being no further business to come before the City Council , the meeting
was duly adjourned at 5:45 p.m.
