COUNTY OF 13ALDWIN
The City Council of the City of Fairhope met in regular
session at the City Administration Building, Monday, October 23,
1972 at 7:00 'P.M. with the following members present: Mayor
James P. Nix, Councilmen: Ed Bishop, H. G. Bishop, Sam Box, 011ie
Deese and Barney Shull.
Minutes of previous meeting were approved.
Ordinance No. 495, An Ordinance on rezoning Matt Dial pro-
perty on Greeno Road, introduced at previous meeting was brought
up for action. After general discussion Councilman Ed Bishop
moved that Ordinance No. 495 betadopted as .introduced. Motion
seconded by Councilman Deese.' Upon being put to vote the follow-
ing vote was recorded. Voting Aye: Councilman.Ed Bishop. Voting
Nay: Councilmen: H. G. Bishop, Sam Box, 011ie Deese and Barney
Shull. Motion defeated. ;
Motion by Councilman_Ed,Bishop that Council rescind motion
by previous Council to pay $5,000.00 to Fairhope Art Association.
Motion seconded by Councilman Deese. Upon being put to vote the
following vote was recorded: Voting Aye: Councilmen Ed Bishop,
H. G. Bishop, Sam Box and 011ie Deese. Councilman Shull abstained
from voting. Motion carried.
Mrs. Head, Fairhope Tennis Committee requested water foun-
tain at courts and various maintenance works.
Motion by Councilman H. G. Bishop seconded by Councilman
Sam Box that Mayor Nix be authorized to approve Airport bills
under contract. Motion carried.
Motion by Councilman Sam Box seconded by Councilman H. G.
Bishop that the City advertise for public hearing on rezoning
Reynolds property on North Section Street as recommended by the
Planning and Zoning Commission. Motion carried.
Motion by Councilman Ed Bishop secaded by Councilman H. G.
Bishop that City enter into Contract with St. John Engineers, Inc,
for Electric work as requested. Motion carried.
Motion by Councilman Ed Bishop seconded by Councilman Sam
Box that the following Resolution be adopted, to be effective Jan.
1, 1973-
RESOLUTION
WHEREAS, The Mayor and City Council at its regularly .held''
meeting on the 9th day of October, 1972 heard a report from Mr.
K. S. St. John, of ST. JOHN ENGINEERING, of Troy, Alabama on a
rate adjustment and study of the electrical rates in the City of
Fairhope, and
WHEREAS, the Mayor and City Council did commend Mr. St.
John for the thorough job that was made by him and his firm con-
cerning the rate study of the electrical rates in the City of
Fairhope, 'Fairhope,z Alabama, and
RESOLUTION CONTINUED
NOW, THEREFORE, be it resolved that the Mayor and City
Council of the City of Fairhope, Alabama do hereby adopt the rat4
adjustment as set out in the report of St. John Engineering Co.,
of Troy,., Alabama.
BE IT FURTHER RESOLVED that a copy of said rate adjust-
ment be attached hereto and made a part hereof as though fully
set out herein.
Upon being put to vote the following vote was recorded:
Voting Aye: Councilman Ed Bishop, Sam Box and 011ie Deese. Vot-
int Nay: Councilmen H. G. Bishop and Barney Shull. Motion car-
ried.
Mayor Nix reported that the City land fill is now open
to residents for trash only, Monday through Saturday from 7:00
A.M., to 4:00 P.M.
Motion by Councilman H..GG.. Bi3shop seconded by Sam Box
that the following Resolution be adopted:
RESOLUTION
WHEREAS, the Administrative employees of the City of
Fairhope, Alabama now work from 8:00 A.M., to 5:00 P.M., on
Monday, Tuesday, Wednesday and Friday and on Thursday and Satur-
day from 8:00 A.M., to 12:00 Noon, and,
WHEREAS, the Mayor and City Council of the City of
Fairhope deem it expedient and advisable for Administrative
employees to work a full forty (40) hour week, Monday through
Friday from 8:00 A.M., to 5:00 P.M., and -leaving Holidays as
set forth in previous Ordinance.
NOW THEREFORE, BE IT RESOLVED that beginnin&�on the
20th of November, 1972 all Administrative Employees of the City
of Fairhope working hours shall be from 8:00 A.M., to 5:00 P.M.
Monday through Friday.
Motion carried unanimously.

Motion by Counoilman'Ed Bishop that'the City accept
proposal of State Personnel Board on job classification study of
City Employees. Motion seconded by Councilman H.� G. Bishop and
on roll call was unanimously adopted.
Upon motion by Councilman H. G. Bishop and seconded by
Councilman Sam Boa, Mr. Frank Manci and Mr. H. L. Nix were re-
appointed to three year terms on the Board of Zoning Adjustments
and Appeals, terms ending October 21, 1975• Motion carried.
Motion by Councilman Boa seconded by Councilman Deese
that E. J. Kirk be reappointed as City Superintendent. Motion
carried.
Motion by Councilman Shull seconded by Councilman Boa
that City ask for bids on old generator and accessories in Fire
Station. Motion carried.
Motion by ;Councilman Shull seconded by Councilman Box
that City ask for bids on straw and leaf vacuum and limb dhipper
machine. Motion carried.
Motion by Councilman H. G. Bishop seconded by Council-
man Barney Shull that Mayor Nix be authorized to pay Riviera
Utilities for 21 customers in Volanta area as soon as the City
receives their first Revenue Sharing Check. Motion carried.
Motion by Councilman Sam Boa seconded by Councilman Ba:
ney Shull that City secure services of South Alabama Regional
Planning Commission as outlined by Mr. Don Pruitt, Director,
Motion carried.
Motion by Councilman H. G. Bishop seconded by Council-
man Sam Boa that the meeting adjourn in unadjourned session to
meet on Monday, October 30, 1972 at 7:00 o'clock P.M. at the
City Hall. Motion carried.
