HomeMy WebLinkAbout08-14-1972 Regular MeetingSTATE OF ALABAMA COUNTY OF BALDWIN The City Council of the City of Fairhope met in regular session at the City Administration Building, Monday, August 14, 1972 at 7:30 P.M., with the following members present: Mayor R. C. Macon, Councilmen James P. Nix, John A. Robertson, H. G. Bishop and Sam E. Box. Councilman Robert H. Cowen being absent. Motion by Councilman Box seconded by Councilman Robertson that motion made at regular meeting of July 24, 1972 be amended to read that City make contribution of $5,000.00 to Building Fund of Eastern Shore Art Association subject to ppinion of Attorney General as to legality. Motion carried. Ira Steele, Chief of Volunteer Fire Department, requested permission from Council to appear before Baldwin County Commis- sion with request for funds in the amount of $3,675.00 for ad- ditional fire truck to be used mainly for forest fires. Council signed letter of request to be presented to County Commission. Mrs. Martha Hill requested that Council approve recommen- dations of Bicycle Committee as presented at last regular meeting. Council stated that at present time the City's work load was such that labor and funds were not available at this time and referred to motion made on June 264, 1972 that the City would make every effort to start on bicycle trails when Fairhope and Morphy Ave., projects are completed and funds and labor are available. Motion by Councilman Box seconded by Councilman Nix that Ordinance No. 489, An Ordinance To Adopt The Southern Standard Plumbing Code, 1972, and Its 1971 to 1972 Revision, introduced at the regular meeting of July 24, 1972 be adopted as introduced. Motion carried. Motion by Councilman Box seconded by Councilman Nix that Ordinance No. 490 An Ordinance To Adopt Southern Standard Gas Code, 1969 Edition, With its 1969 to 1971 Revision, introduced at the regular meeting of July 24, 1972 be adopted as introduced. Motion carried. Motinn by Councilman Nix seconded by Councilman Box that Ordinance No. 491, An Ordinance To Adopt The Southern Standard Housing Code, 1969 Edition, With its 1969 to 1971 Revision, in- troduced at the regular meeting of July 24, 1972 be adopted as introduced. Motion carried. Motion by Councilman Nix seconded by Councilman Box that Ordinance No. 492, An Ordinance To Adopt A Southern Standard Code of 1969 and Its Revision of The Southern Standard Code Congress And All k'Other Amendments and Additions Thereto, introduced at the regular meeting of July 24, 1972 be adopted as introduced. Notibn carried.,, > j, i._ .-_ Motion by Councilman Robertson seconded by Councilman Nix that City take a one page Ad in the Fairhope High School Annual at a cost of $55.00. Motion carried. Motion by Councilman Box seconded by Councilman Nix that Mike Rejczyk and Martin Nelson be authorized to attend Water School at Auburn University August 28-30. Motion carried. v r� The following bids were received on drainage pipe for Young Street Easement from Morphy to Belangee. Circle Pipe & Supply $11,435.58 Choctaw, Inc. $ 9,623.8o Motion by Councilman Robertson seconded by Councilman Box that City accept low bid of Choctaw, Inc., subject to in- spection of bids by City Superintendent, E. J. Kirk and Claude Arnold, Fairhope Single Tax Corporation Engineer. Motion car- ried. The following bids were received on 48 Floodlights: Turner Supply Co. Moore -Handley, Inc. 27.00 Ea. 28.35 Ea. Motion by Councilman Bishop seconded by Councilman Robert- son that City accept low bid of Turner Supply Co. Motion car- ried. Motion by Councilman Robertson seconded by Councilman Box, that bills be approved for payment. Motion carried. Motion by Councilman Box seconded by Councilman Robertson that City participate with Southwest Alabama Health Planning Council to extent of $360.70 per year. Motion carried. Motion by Councilman Bishop seconded by Councilman Robert- son that $14,000.00 from Electric Fund and $5,000.00 from Water and Sewer Fund be transferred to General Fund for payment of bills and Pay Roll. Motion carried. Councilman Nix introduced the following Ordinance: ORDINANCE NO. y AN ORDINANCE TO REPEAL SUB -SECTION (1) OF SECTION 10-9 (a) OF ORDINANCE N0. 478 ADOPTED THE 1ST DAY OF JANUARY, 1972. BE IT ORDATNED by the City Council of the City of Fair - hope, Alabama that Sub -Section (1) of Section 10-9 (a) of Ordinance No. 478 be, and the same is hereby repealed. All other sections of Ordinance No. 478 shall be and remain the same. This Ordinance shall take effect upon it's due passage and advertisement as required by law. ADOPTED this the day of , 1972. MAYOR ATTEST: CITY CLERK Mayor Macon appointed Councilman Bishop and Councilman Box to negotiate for necessary property for 3 lanes and sidewalks an Pairhope Avenue. IJ . Motion by Councilman Box seconded by Councilman Nix that the following Resolution be adopted: Motion carried. RESOLUTION AUTHORIZING EXECUTION OF GRANT AGREEMENT WHEREAS, THE CITY OF FAIRHOPE, ALABAMC (the "Applicant") has heretofore submitted an application to the United States of America, Department of Housing and Urban Development (the "Government") for a grant under Section 702 of the Housing and Urban Development Act of 1965, as amended,.to aid in financing a certain public works identified as Project No. Wa-ALA-149; and; WHEREAS, the Government has approved the said application and has submitted to the Applicant a certain Grant Agreement (the "Agreement") for approval and execution by the Applicant, which said Agreement is satisfactor, ':Z .. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL of the Applicant, that the said Agreement, a copy of which is attached"��^ hereto, be and the same is hereby approved. The MAYOR is hereby authorized and directed to execute the said Agreement in the name and on behalf of the applicant, in as many counterparts as may be necessary, and the MAYOR is hereby authorized and directed to affix or impress .the official seal of the Applicant thereon and to attest the same. The proper officer is directed to for- ward the said executed counterparts of the said Agreement to the Government, together with such other documents evidencing the approval and authorization to execute the same as may be required by the Government. There being no further business to come before the Council•;, upon motion duly seconded and carried meeting ad- journed.
