BALDW IN COUNTY
The City Council of the City of Fairhope met in regular session
at the City Administration Building, 387 Fairhope Avenue in Fair -
hope, Alabama Friday, April 21, 1972 at 5:00 P.M.; this date be-
ing set to avoid conflict of date with Convention of Alabama League
of Municipalities. In absence of City Clerk, Eloise T. Wilson
served as Clerk pro tem.
The following members were present: Mayor R. C. Macon, Councilmen:
Henry G. Bishop, Sam E. Box, John A. Robertson. Councilman James
P. Nix and Robert H. Cowen being absent.
Minutes of previous meeting on April 10, 1972 were approved. Minutes
of ) r' meeting on March 27, 1972 wef a discussed, specifically that
part of Resolution concerning Improvement Ordinance #439, 447 and
448 listing streets involved. Motion by Councilman Bishop, seconded
by Councilman Box that the minutes of meeting of March 27, 1972_'.
-be corr4bted to inaude complete listnng of streets as shown in
Ordinance No. 439, 447 and 448. Voting Aye: Mayor Macon, Council-
men Box, Bishop and Robertson. Motion carried unanimously.
Chief Leo Gilheart reported that he had been given a rough esti-
mate of $171,000.00 as cost of new jail and police headquarters.
No action taken.
It was reported that question of diesel oil sales at fishing
dock had been turned over to Harbor Board.
The following bids were received on pickup truck for meter reading
department:
Thomas Pontiac Co. $2,384.80
Steber Chevrolet $2,305.75
Gaston Motor Co., Inc. $2,294.56
Motion by Councilman Bishop, seconded by Councilman Robertson that
the City accept the low bid of Gaston Motor Co., Inc., provided
their truck meets the specifications. Motion carried unanimously.
On the question of Water and Sewer Department note now due, motion
by Councilman Bishop, seconded by Councilman Box that the City Clerk
be authorized to pay the interest and that a 90 day extension on
the note be negotiated. Voting aye: Mayor Macon, Councilmen, Box,
Bishop and Robertson. Motion carried.
Motion by Councilman Bishop, seconded by Councilman Robertson that
the City Clerk be authorized to transfer $1,150.00 from the Electric
Account to the Water and Sewer Account to pay interest on Water and
Sewer note. Voting Aye: Mayor Macon, Councilmen Box, Bishop and
Robertson. Motion carried.
Motion by Councilman Box seconded by Councilman Bishop that the
City advertise for public hearing on rezoning from R-2 to B-1, the
South 31.7 feet of lot twelve (12), all of lot thirteen (13) Di-
vision One (1) and South 31.7 feet of lot eleven (11) and north
34.3 feet of lot twelve (12), block 13, Division one (1), lands
of the Fairhope Single Tax Corporation located at 63 and 61 South
Church Street. Motion carried unanimously.
Letter from Fairhope Single Tax Corporation regarding sidewalk on
Morphy Avenue was read. Motion by Councilman Robertson, seconded
by Councilman Box that the City Attorney be instructed to draw up
Contract with the Fairhope Single Tax Corporation on the Morphy
Avenue sidewalks; also:•that the City Attorney a2a draw up Ordinance
prohibiting riding of bicycles on sidewalks in the fire district
only. Voting aye: Mayor Macon, Councilmen Box, Robertson and Bishop.
Motion carried unanimously.
Motion by Councilman Robertson, seconded by Councilman Box that
the following resolution be adopted:
RESOLUTION
WHEREAS, the City of Fairhope is desirous Of constructing a
Municipal Golf Course under Project No. 01-00123, and
WHEREAS, The City of Fairhope has applied for certain funds
from the Bureau of Outdoor Recreation of the United States Govern-
ment for financial aid in the constmr tion of said Golf Course,
and
WHEREAS, any and all funds derived from theBureau of Outdoor
Recreation must be paid through the Department of Conservation
and Natural Resources of the State of Alabama, and
WHEREAS, The Department of Conservation and Natural Resources
desires a contract executed by the Mayor and attested by the City
Clerk of the City of Fairhope, Fairhope, Alabama and
WHEREAS, the City is in agreement with all the terms and con-
ditions of said contract in reference to Project No. 01-00123,
NOW, THEREFORE, BE IT RESOLVED that the Mayor of the City
of Fairhope, Fairhope, Alabama, be, and he is hereby authorized
to execute the said agreement with the Department of Conserva-
tion and Natural Resources of the State of Alabama.
BE IT FURTHER RESOLVED that the City Clerk of theCity of
Fairhope, Fairhope, Alabama,attest the said agreement and affix
the seal of the City of Fairhope, Fairhope, Alabama to said
agreement.
BE IT FURTHER RESOLVED that a certified copy of this Resolution
be attached to the agreement in accordance with it's terms and
conditions.

Motion carried.
The City Superintendent was authorized to spend up to $300.00
on necessary equipment for the City ambulance.
There being no further business, motion by Councilman Box,asecnn-
ded by Councilman Robertson that meeting adjourn. Motion carried
unanimously.
