Section Street, Fairhope, Alabama 36532 Members in Attendance: Skip Jones, Dannie Mixon, Ginger Golson, Mara Kozelsky, Amy Molyneux, Gary Gover, and Susan Stein. Erik Cortinas, Building Official (Staff Liaison) and Jenny Opal Wilson, Assistant City Clerk (Secretary) were present. Guests: Robert Normand Called to Order: Mara Kozelsky called meeting to order at 4:08 p.m. Approve Minutes: Mara Kozelsky asked members to review the October 15, 2024 minutes and for a motion to approve. Skip Jones made a motion to approve the October 15, 2024 minutes. Seconded by Amy Molyneux, motion passed unanimously. Review Bylaws: Mara Kozelsky deferred the Bylaws until the next meeting in December. Establish Annual Work Plan: Erik Cortinas asked to defer discussion on establishing an Annual Work Plan until the next meeting in December. Erik Cortinas reported the Building Code is being updated for Spring (2025). Erik discussed current allowances and renovations with current code. Erik additionally requested Work Demolition Review as an agenda item for the meeting in December. Amy Molyneux suggested establishing a fee assessment on demolition. Erik will discuss fee assessment on demolition with Attorney Chris Williams. Erik suggested the first step is to establish an ordinance and have City Council approve. Erik referenced the Schneider Report as a guideline. Plan City Application for CLG Mara Kozelsky will meet with Paige Thomas, Alabama Historical Preservation tomorrow morning for discussion on the Plan City Application for CLG. Mara will request Mayor Sherry Sullivan write a letter for the CLG application. Mara acknowledged our first step is to establish CLG. Historic Preservation Commission Meeting Minutes – November 13, 2024 Page 2 Other: Mara Kozelsky discussed the survey will be conducted at the end of next year (2025). Mara Kozelsky suggested additional training with Alabama Historic Commission on Easement Program. Erik Cortinas mentioned availability of grants to support easements. Susan Stein discussed the City of Foley received a local grant for Walking Tour. Mara Kozelsky suggested having a Walking Tour in April (2025), and recognized April as history month. Susan will work with Gabriel Gold Vukson, Museum Director on this project. Mara Kozelsky suggested having a Work Session in January (2025) prior to the regular meeting for discussion of the Walking Tour. Mara Kozelsky discussed having the National Register and Historic Tax Credits as a Work Shop in January (2025) to help citizens list properties. Mara suggested Shelly Springer ’s Summit Street Inn as the location for the Work Shop and to invite real estate agents. Mara Kozelsky requested discussion of the Comprehensive Plan at the next meeting in December. Mara Kozelsky announced the next scheduled meeting is Wednesday, December 11, 2024 at 3:30 p.m. Skip Jones left the meeting at 4:46 p.m. Mara Kozelsky thanked Skip Jones. Danny Mixon invited everyone to First Baptist Church Fairhope, “A Celebration of Hope” on December 8, 2024, two (2) services 3:00 p.m. and 6:00 p.m. Adjourn Meeting: Mara Kozelsky asked for motion to adjourn meeting. Ginger Golson made a motion to adjourn meeting. Seconded by Amy Molyneux, motion passed unanimously.
