COUNTY OF BALDWIN
The City -Council of the City of Fairhope met in regular session
at the City Nall, Monday, January 91 1967 at 7:30 p.m., with the
following members present:. Mayor Macon, Councilmen: Spader,
Reynolds, Stipes, Gaston and Stine.
Minutes of previous special meeting were approved.
Motion by Councilman Reynolds seconded by Councilman Stipes that
the following Ordinance be introduced: Motion carried:
ORDINANCE # 372
An Ordinance amending Section 13 of Zoning Ordinance No. 295.
Be It Ordained By The City Council of The City of Fairhope, Ala.,
that Section 13,,District Boundaries of Zoning Ordinance No. 295
be amended as recommended by the Planning and Zoning Commission
by rezoning the following described property from R-1 to B-1:
From the Southeast corner of Government
sub -division No. 4, Section 20-6-2, run
N 1105 feet for a Point of Beginning;
thence N 105 feet; thence E 234 feet;
thence S 105 feet; to Point of Beginning.
Land located on the West side of South
Greeno Road outside the City Limits but
within the police jurisdiction.
Council discussed purchasing property on the beach known as Ives
property. Mayor Macon and City Attorney were requested to contac,t,;x,
other beach property owners pertaining to purchase of their beach p.
party before any action taken on'Ives property:
Motion by Councilman Gaston seconded by Councilman Stine that
Ordinance # 371, An Ordinance Deleting Section 2-8 from the Code
of Ordinanc_es,'City of Fairhope, Alabama; be adopted as introduced
at meeting of December.28, 1966. !potion carried unanimously.
City Superintendent was requested to find out how many residents
on South Highway 98 were willing to pay for water pipe and how
many customers would connect to line if water line was extended
on South 98
Property owners on the bluff above beach between Nichols Street
and White Avenue and two lots just North of White Avenue again
met with the Council pertaining to strip of land approximately
forty feet wide in front of their 4*m*c property. After general
discussion as to exact property line, type of bulkhead to be in-
stalled etc., motion was made by Councilman Spa der seconded by
Councilman Gaston that it be tabled for further information. Motion
carried:

Mr: Amon Gates requested .the City to deed back to the Fairhope
Single Tax Corporation that portion of Park property abutting
456 Oak.Street. Request taken under advisement.
Request to run 60 water line approximately 410' East on Fairhope
Avenue from Greeno, was tabled.
Lotion by Councilman Reynolds seconded by Councilman Stine that
bills be approved for payment. Motion Carried.
Motion by Councilman Stipes seconded by Councilman Stine that
City Attorney be authorized to draw up necessary papers for vaca-
tion of the following described property:
A strip of land 20' wide running East
and West from Greeno Blvd.`, to Grand
Blvd., in the City of Fairhope, lying
in Blk. 3 of the Hoyle -Worcester Addition
.in
on North by Lots 1-2-3-4-5 and 6
and on the South by Lots 7-8 of said
Blk:, 3, being situated in North Half
of NE Section 17, Township 6 South
Range,2 East, BSldwin County, Ala., as
recorded in Map Book 1, Page 1; of the
Baldwin,County,Alabama Probate Records.
Request to get a permit to connect a lift station force main to
the manhole on Nichols and Greeno was tabled. Mr. Dyson was
requested to check with Mr. Zehner, County Health Department, and
report at next meeting.
• excutive Assistant was authorized to secure bids on building
directly north of City Hall for next regular meeting of the
Council on January 23, 1967.
Motion by Councilman Reynolds seconded by Councilman Stipes that
Councilman Gaston be authorized to cash Savings Certificates or
bonds at his discretion: Motion carried.
Councilman Stipes moved that the Council authorize Mr. Ellis to
draw preliminary plans and spe cifications for a Recreation Center
to be built on the area where the Red Cross building stood. These
plans will cost 1f%. The plans to build a recreation center on
this area was started in May, 1965. At that time the Fairhope
Single Tax Colony filed a suit against the City of Fairhope to
prevent us from building on any park land that was deeded to the
City: The case was tried in October, 1966 and the Court ruled
that the City could build recreation facilities on the pa rk land
so this committee is now asking the Council for authorization to
take these necessary steps for construction and completing a
recreation center for the City of Fairhope which is badly needed
by all ages. We believe this is another step in the development
of our beach area which the City of Fairhope is long past due on
developing. Motion seconded by Councilman Reynolds. Upon being
put to a vote the following vote was recorded: Fors Councilmen
Stipes, Reynolds, Stine and Spader. Against, Councilman Gaston. j
Motion carried.
Motion by Councilman Reynolds, seconded by Councilman Stipes that
Council set February 14, 1967 as date for holding referendum on
opening swimming pool: Upon being put to vote, the following
vote was recordeds Fors Councilmen Reynolds, Stipes, Gaston and
Spader. Againsts None. Councilman Stine abstained from voting.
Motion carried:
Upon recommendation of the Chief of Police, Mayor Macon reinstates
Cecil Rayborn on the Police force. Councilman Stine moved,' Coun-
cilman Gaston seconded, that Council approve_ reinstatement., Upon
being put to vote, the following vote was recorded: Voting for:
Mayor Macon, Councilman Stine, Spader and Gaston. Voting against,
Councilmen Stipes and Reynolds. Motion carried:
Motion by Councilman Reynolds, seconded by Councilman Stipes that
City accept low bid of $5,915.00 submitted by Pitman Realty Co.,
on City Insurance. Motion carried.
Motion by Councilman Reynolds# seconded by Councilman Stine that
the meeting adjourn. Motion carried.
