The City Counci l met in a Work Session
at 4:30 p.m., Fairhope Municipal Complex Council Chamber,
161 North Section Street, Fairhope, Alabama 36532 ,
on Tuesday, 12 November 2024.
Present were Council President Corey Martin, Councilmembers: Jack Burrell ,
Jimmy Conyers, Jay Robinson , and Kevin Boone, Mayor Sherry Sullivan, City
Attorney Marcus E. McDowell , Attorney Christopher S. Williams, and City Clerk Lisa
A. Hanks .
Council President Martin called the meeting to order at 4:30 p.m.
The following topics were discussed:
• The first item on the Agenda was the Presentation -Harbor Board First Round Edits
Fairhope Docks Conceptual Plan presented by Mikeal Donald (Chair of the Harbor
Board). She said the Harbor Board likes the plan but it needs to be more toward boaters
and want to add boat lifts . Ms . Donald said we need one more round of edits . (See
attached handout)
Councilmember Burrell stated some of these recommendations could be done easily ;
and some may take some time . Councilmember Burrell said he likes the dock store , ship
store, and concessions . He told the Board he appreciates all of their work; and said this
is truly a treasure for Fairhope . Councilmember Burrell said he would like to see jetties
in place for less dredging for the City .
Harbor Board member Skip Jones stated we need to create a more conceptual plan, a
simpler plan .
• The next item on the Agenda was the Discussion of Long's Human Resource Services
to Supply Temporary Employees to Supplement the Existing Work Force. Public
Works Director George Ladd addressed the City Council and said these are entry level
positions for Public Works : custodial and landscape . He said employees are paid per
hour and charged a per hour fee with no contractual obligations. Councilmember
Burrell questioned which departments would use this service. Mayor Sullivan explained
that Human Resources Director Hannah Noonan and her will make sure this service is
not abused; and commented you need to trust us . The consensus of the City Council
was to move fonvard with the resolution.
• The Discussion of Ci vic Center and Park Revisions to Ordinance No. 1575 and
Resolution No . 3039-18 wa s next on the Agenda. Community Affairs Director Paige
Crawford briefly went through the changes for Park rentals and Civic Center rentals ;
and answered any questions. The consensus of the City Council was to have a fee for
residents and non-residents; and to put a time limit on for advanced bookings ; at least
four month prior to event.
• Gas Superintendent Wes Boyett addressed the City Council regarding Agenda Item No .
16 ; and requested this item be pulled until the correct amount is put before them .

• City Engineer Richard Johnson addressed the City Counci l regarding Agenda Items No .
9 and No . 12; and answered any questions if needed.
• Chief Stephanie Hollinghead addressed the City Council regarding Agenda Items No . I 0
and No . 27 ; and answered any questions if needed .
• Public Works Director George Ladd addressed the City Counci l regarding Agenda Item
No.11; and answered any questions if needed.
• IT Director Jeff Montgomery addressed the City Council regarding Agenda Item No .
15 ; and answered any questions if needed.
• City Treasurer Kim Creech addresse d the City Council regarding Agenda Item No. 7 ;
and answered any questions if needed .
There being no further business to co b°'efore the City Council , the meeting
was duly adjourned at 5:56 p .m . /1

Fairhope City Docks Vision
November 12, 2024 Work Session
Summation of edits recommended from the Harbor Board
The Harbor Board has met multiple times to review and discuss the proposed
vision for Fairhope City Docks. The board would like to see the following edits
placed into the plan for further review.
1. Please show the plan to be more directed towards boaters within the
community and transient cruisers visiting the area . The focus should not be
visitors coming in by vehicle.
2 . Improved vehicular circulation to include a more secure (gated) parking area
for slip holders with pedestrian access. This may include a way to close the
park down after hours as other city parks currently do.
3. Please show options for the current buildings to be uniquely repurposed as
opposed to being torn down:
• Give the City a way to support local fishing industry with a seafood co-op
• Adding local art / murals to the building could follow what the city has
done in other parts of downtown
• create storage areas for slip holders to lease
• lease space for maritime vendors for marine supplies and service
• golf cart / kayak rentals
• dock store/ ship store
• concessions
• improved restroom / shower/ laundry facilities for boaters
4 . Boat storage/ Dry Dock
The board unanimously agrees it would like to hold on dry dock storage at
this time . The board would like to see improved existing dockage first and a
dedicated area set for boat lifts with consistency in design and construction
5 . Replace proposed lighthouse with a Gazebo near the jetties . Would like to
see a gazebo design that's inspired as a replica of the Middle Bay Lighthouse
with a hex angular top
6 . West side beach area improved in a more park like manner with better
access for kayak / paddle boarders and adirondack seating for Sunsets
7. The board is not opposed to a cottage I bungalow rental. .. would like for it to
feel more like what you 've seen many state parks in keeping with the park like
feel of the space. A place for food trucks would be a nice addition noting to add
electrical shore power so there are no noisy generators.
8. Slip modifications needed:
wider slips
extending covered slip area?
designated spaces for boat lifts
